Garcia, the following order was passed and adopted by the Commissioners Court of Dallas County, State of Texas:

Be it resolved and ordered that the Dallas County Commissioners Court does hereby Order the General Election to be held on November 3, 2020 for the purpose of electing county officers as required by Article XVI, Section 65 of the Texas Constitution and authorize the County Judge to sign the Order.

BACKGROUND INFORMATION:
The Dallas County Elections Department (DCED) requests the approval from the Commissioners Court for an order calling the General (Presidential) Election, on November 3, 2020 as stipulated in the Texas Election Code, Sec. 3.005(c) which states "for state and county officers, [General] election shall be ordered not later than [August 17, 2020) the 78thday before election day", and authorization be given to the County Judge to sign the Order of General Election on August 4, 2020. The Order of General Election on November 3, 2020 for the signature of the County Judge is included as
ATTACHMENT A with this briefing.
Other local political subdivisions having an election on November 3, 2020 may contract with County Election Officer to administer their elections under Subchapter D of Chapter 31 of Title 3 of the Texas Election Code.
OPERATIONAL IMPACT:
On March 18, 2020, pursuant to Section 418.016 of the Texas Government Code, the Governor issued a proclamation suspending certain provisions of the Texas Election Code to allow all local political subdivisions that are utilizing the May 2, 2020 uniform election date to postpone their election to the November 3, 2020 uniform election date. Thirty (30) entities are scheduled to hold a general, bond, or special election jointly with Dallas County.
Additional early voting locations may be added with subsequent participants. According to Secretary of State Election Advisory No. 2020-19: Voting In-Person during COVID-19, and recommended by the Centers for Disease Control and Prevention (CDC) to use public buildings as voting locations to accommodate social distancing, recommend using large spaces, such as publicly owned community centers, school cafeterias and gymnasiums; may be possible to continue using existing locations however where possible, election official should consider relocating polling places to larger venues to facilitate social distancing.
In the wake of COVID-19, Dallas County Elections Department will be exploring optional use of large venues to accommodate high volume of voting equipment , higher voter turnout and safety such as convention centers' large meeting areas, hotel conference meeting room; city conference center; and city community centers.
The use of large venues will assist in social distancing and help m1nim1ze the impact of lines, congestion and strain on the small polling locations unable to accommodate the efficiency level and line management. Voter Education will be the key.
FINANCIAL IMPACT:
Dallas County has over 1.3 million registered voters. The estimated fiscal impact of Early Voting is $2,200,000. The total estimated fiscal impact of holding the General Election is $4.9 million. Any entity that will enter into an agreement contract with the County Election Officer to join the county-ordered General Election will pay for 50% of the election expenses incurred by that entity from the November 3, 2020 General Election. Any expenditures associated with the purpose to prepare, prevent and respond to COVID19 will be funded through the $2.4 million 2020 HAVA Cares Act.
LEGAL IMPACT:
Section 41.002 of the Texas Election Code states the general election for state and county officers shall be held on the first Tuesday after the first Monday in November in even-numbered years. Section 271 of the Texas Election Code authorizes the agreement between the County and participating political subdivisions, common polling places, election expenses and workers, early voting, and compensation of election workers.
PROJECT SCHEDULE:
Texas Election Code Section 3.005 requires that this election is ordered seventy-eight (78) days before Election Day. Deadline to order the election is August 17, 2020.

ADMINISTRATIVE PLAN COMPLIANCE:
The recommendations included in this briefing are consistent with Dallas
County Administrative Plan, that Dallas County Government models lnteragency Partnership and Collaboration by providing mission-critical programs and services to its stakeholders. As Dallas County is required to conduct this election, this item is consistent with the Dallas County Administrative Plan.
RECOMMENDATION:
The Commissioner Court orders the General Election and the County Judge is authorized to sign the order calling the November 3, 2020 General Election; and that this document, along with the Order be filed with Commissioners Court records and posted on the court bulletin board; that the Commissioners Court shall canvass the returns and make an order declaring the election results.
