Protection Concept Athletics: Competitions

Overriding principles

1. A maximum of 300 starters per starting block

There can never be more than 300 runners in the same starting block. The total number of people, including helpers, spectators, press, VIP, sponsors and photographers, is 1,000 people.

2. Only symptom-free at the competition

People with symptoms of illness are not allowed to compete. This also applies to accompanying persons and helpers. Stay at home, go into self-isolation and clarify further procedures with your family doctor.

3. Keep distance

When arriving, entering the sports facility, in the dressing room, during meetings, taking a shower, coaching and watching, after the competition, on the return trip and similar situations, a distance of 1.5 meters must still be observed. Only in actual competition operation is body contact permitted and the minimum distance of 1.5 meters does not have to be observed.

4. Wash hands thoroughly

Washing hands plays a crucial role in hygiene. If you wash your hands thoroughly with soap before and after the competition, you protect yourself and your surroundings.

5. Keeping presence lists

At the request of the public health authorities, close contacts between people must be able to be shown for 14 days. Close contact is considered to be a longer (> 15 minutes) or repeated contact at a distance of less than 1.5 meters without protective measures. In a competition, this affects in particular the athletes and the officials. In order to simplify contact tracing, the organ- izer maintains presence lists for these groups of people, which is available to the Corona repre- sentative in the agreed form.

Regulations for Athletic Competition

Basics

The protection concept is based on the following principles:

• Ordinance 2 on measures to combat the coronavirus (COVID-19) (CO-VID-19 Ordi- nance 2) of the Federal Council (amendment of May 27th, 2020) and of June 19th, 2020.

• New framework for sport (BASPO and Swiss Olympic, May 29th, 2020)

• FOPH (Federal Office for Public Health) hygiene and social distancing rules. Running events are fundamentally different from other events. There are also big differences be- tween runs in urban areas and in the mountains. Running events are therefore treated as a separate event class for the overarching Covid-19 protection goals.

• The protection concept for the Sommerlauf and the Muragl-Lauf was drawn up in ac- cordance with the measures known on June 19th, 2020 in accordance with the Covid-19 Ordinance of the Confederation and the Canton of Graubünden. The concept has been adapted in accordance with the latest recommendations from the federal government, canton and associations.

Introduction

Running events can be characterized as follows:

• Take place in the great outdoors and in public spaces

• Occupy both private and public spaces

• Are divided into specific areas only for participants, helpers and other people involved in the organization

• The participants are constantly moving

• The participants can be divided into smaller starting blocks so that they can be distrib- uted as evenly as possible on the running route and at the finish

• Usually consist of different formats (so-called sub-events), which can be defined sepa- rately in terms of space and time

• The participants are very close to nature, disciplined and environmentally conscious

• The participants can be given a high degree of personal responsibility.

Because of these characters, running events are predestined to be carried out in compliance with the Covid 19 protection goals. The event-specific protection concepts should be based on the recommendations described below.

Goal setting

The aim is to enable the gradual resumption of the running events for the Corona representa- tive, in compliance with the requirements of the Federal Office of Public Health (FOPH). The run organizers are responsible for implementing the requirements. The present protection framework serves as the basis for the creation of the event-specific protection concepts. The protective provisions are continuously adapted according to the current COVID-19 regulations.

1. Responsibility of the Organizer

The organizer, represented by the Corona representative at the competition, is responsible for the implementation of this protection concept. In addition, in the interests of athletics and to- wards the entire population, every athlete is obliged to adhere to the protection concept in sol- idarity and with a high degree of personal responsibility and to implement the necessary measures consistently.

2. Approval of the Event

The approval for this competition issued via the Swiss Athletics competition registration tool does not refer to the implementation of the protection concept. With this permit, Swiss Athlet- ics only gives the green light for the organization of the competition. If Swiss Athletics has any signs in the run-up to the competition that the protection concept is not being implemented in all respects, the permit can be withdrawn at any time.

The competition is only considered to be approved if the facility operator's approval has been obtained.

3. Measures to be taken by the Organizer

• Every organizer has to create a protection concept and must be able to present it on re- quest. It is based on this “Protection Framework Athletics: Competitions” and supplements this with the points necessary for the respective event.

• For each competition, the points relating to this concept in particular must be detailed in the advertisement or in the competition information (instructions) (e.g. issuing of start num- bers, gathering for the competition, ...). This also includes the person responsible for the protection concept.

• The organizer ensures that at no time are there more than 1,000 people on the competition site or attending the event.

• The organizer must take appropriate measures to ensure that people who are not directly in the competition comply with the distance rule (e.g. when issuing the start number, when looking after the athletes, ...). If this is not possible, all persons on the competition site must be registered by name.

• The operation of a restaurant is permitted, whereby the applicable COVID-19 regulations for restaurants / take-away must be observed.

4. Special provisions and measures for the Vertical from August 15th, 2020

4.1 Overriding principles

The protection concept for running events is based on the following principles:

1. All present (participants, helpers, spectators, media professionals, sponsors, partners) commit themselves in the interests of running and the entire population to stick to the pro- tection concept in solidarity and with a high degree of personal responsibility and to imple- ment the necessary measures consistently.

2. Only those who are completely healthy, have no previous illnesses or disease / Covid-19 symptoms or have not been in contact with sick people may attend the event. Particularly vulnerable people must observe the specific requirements of the FOPH.

3. The hygiene rules and social distancing must be observed in accordance with the current requirements of the FOPH.

4. It must be ensured that the maximum permitted number of people in the start and finish areas as well as other zones with controllable access can be observed. The flow of people is to be controlled in such a way that the social distancing between the people can be main- tained.

5. All participants, helpers and all other people involved in the organization of the event must be registered in order to track possible infection chains. This also applies to all viewers, media professionals, sponsors and partners in the start and finish areas, as well as other zones with controlled access.

5. Measures to organize the Vertical

Derived from the principles listed above, the measures below for the implementation of the event are defined. Each participant and each helper confirm on a health form that he will only take part in the event if he is healthy and free of symptoms. This form will be sent with the start number and must be completed and signed upon arrival at the start.

5.1 Number of participants / helpers / spectators

The number of participants is fixed at 250 starters. The organizer knows the personal details of the participants; they were communicated to Datasport when they registered for the run.

There are 50 volunteers in action. The personal details of the helpers are recorded by the or- ganizer.

Sponsors, media professionals, guests of honor must register and provide their contact details.

There are max. 50 additional people from this group admitted. The aim of these restrictions is to ensure that the total number does not exceed 1,000 people.

Spectators, media and helpers are asked to adhere to the hygiene and distance rules and not

All media professionals, photographers, guests of honor and sponsors are accredited and rec- orded with their contact details.

Minimum distance

Each participant and helper undertake to maintain the distance of 1.5 m to the other run- ners/helpers at any time. The prohibition of physical contact and the keeping of the minimum distance is lifted on the running track. The participants are obliged to wear a hygiene mask when entering the starting area until immediately before the start and after the finish.

5.2 Starting number issue

The start number will be sent to the participants. Late registrations are not possible. Runners without a start number may not take part in the run.

5.3 Arrival at the start

When traveling by public transport, the corresponding protection concepts and measures of the respective transport company must be observed. The operators are responsible for defining protective measures in public transport (e.g. wearing hygiene masks). The start times of the start fields / blocks are set in such a way that peak loads on public transport can be avoided.

All participants of the ESL, Muragl-Lauf and the Vertical will also receive a hygiene mask when the start number is sent.

5.4 Starting area

The starting area is at the Signal area, between the Pitsch ski house and the new Pitsch build- ing in St. Moritz Bad. No sponsor village will be available. The visibility of the sponsors is en- sured with beach flags, banners and other displays. The event organizer does not operate a permanent restaurant in the starting area. Participants are required to wear a face mask in the starting area until the starting shot. The facility operator's protection concept must be ob- served, and the measures taken. The participants must keep the minimum distance before en- tering the starting area.

Toilets

The toilets of the valley station of the Signalbahn can be used and three ToiToi toilets are set up. The facilities are regularly cleaned and disinfected by helpers.

Dressing rooms

There are no dressing rooms available. The participants will start in sports clothes. Spare clothes, in a bag max. 5 kg, can be given for transport at the start.

Food/drink at the start

No refreshments are available at the start. Runners are asked to bring their own food in a hy- dration belt or backpack with a hydration system. On the route there is a refreshment station at masts 9, above Alp Giop.

Helpdesks/Infopoints

If such are operated, help desks and info points at which personal contact can be expected should be provided with suitable protective walls (plexiglass). If this is not possible, the help- ers must wear hygiene masks and gloves. Disinfectants are available at the help desk. Helpers

5.5 Starting procedure

According to the easing of restrictions from June 19th, 2020, a starting block with max. 300 runners is possible. 250 starters are allowed to start the vertical run.

The runners start in starting blocks of 25 runners, which are sent every 5 minutes on the course.

Helpers in the starting area who cannot keep the 1.5 m distance wear a protective mask. The runners are obliged to wear a hygiene mask when entering the starting area until shortly be- fore the starting shot.

5.6Effects transport

For the transport of effects, each participant can hand in a bag of a maximum of 5 kg at the designated location. The helpers wear gloves, hygiene masks and disposable plastic aprons during the reception, loading, unloading and redistribution of the effects.

5.7 Behavior on the track

Each participant undertakes to comply with the hygiene and clearance rules in accordance with the FOPH. The minimum distance on the running track has been removed.

5.8 Food/drink on the route

Refreshments are planned for the tunnel to Alp Giop (masts 9). The food helpers wear plastic aprons, gloves and hygiene masks. The runners are only given packaged food, for example gel in closed packaging, bars in closed packaging, whole bananas etc. The participants and helpers are provided with disinfectant on the tables.

Drinks

The drinks are given to the runners by helpers in a cup with a lid. No self-service by runners.

Waste disposal

Runners are asked not to produce any waste or to take their waste home with them. Waste is continuously disposed of by helpers. They wear a hygiene mask, gloves and a plastic apron.

When disposing of waste, care must be taken that the waste bags are not compressed.

5.9 Finish

The finish is at Corviglia. Sectors are formed in the finish area to which each 50 runners have access. In these sectors, the personal effects are available for collection according to start number. The runners will also receive their finishing gift and refreshments here. They are then requested to leave the finish area. A waiting room for the descent to the valley is set up. The hygiene mask must be worn after the finish line and the minimum distance must be observed.

There will be no award ceremony. There are no facilities or festivities at the finish area.

Dressing rooms/Showers

There are no dressing rooms and showers available at the finish.

Toilets

The toilet facilities in the Corviglia mountain station can be used. It is the responsibility of the operator (mountain railways) to regularly clean and disinfect the toilets.

Descent

During the descent, the protection concept of the mountain railways is decisive and must be observed. Participants and helpers are obliged to wear a hygiene mask on the descent.

5.10 Means of communication

Radio equipment and headphones have to be disinfected, and microphones have to be wrapped.

6. Helpers and other people involved in the organization 6.1 Number

The helper operations are reduced to the bare minimum. The total number of runners, helpers, spectators, guests, etc. involved in the Vertical must not exceed 1,000. Communication with the helpers takes place electronically or via Whatsapp. The necessary equipment is distributed in consultation with the helpers. The helpers should go directly to the appropriate location and report their readiness via electronic communication.

6.2 Equipment / helper gifts

All helpers are equipped with a hygiene mask, those in the catering area are additionally equipped with gloves and plastic aprons. The event-specific protection concept specifies the activities for which the protection means are to be worn.

The helper gifts are given / sent to the helper / ... (tbd).

6.3 Compliance with protective measures

All persons involved in the organization of the event must be instructed on compliance with the applicable protective measures of the FOPH. Together with the health form, they will be given a leaflet with the precautionary measures and the measures that must be specifically observed depending on the application.

(Waste disposal, protection against sweat and breathing air, effects, food, etc.) 7. Spectators

7.1 Basics

In the public area along the route, the maximum permitted number for spontaneous gather- ings applies in compliance with the distance and hygiene rules of the FOPH. The organizer should forego offers for spectators in public spaces. The spectators are asked not to go to the start and finish, but to cheer runners on the course with sufficient distance.

Only accredited media and sponsors may stay in defined areas with a hygiene mask.

Outside of these sectors and on the way home, if there is a possibility of mixing the groups of people (in the entrance area, toilet area, when serving drinks), the minimum distance must be maintained, and a hygiene mask worn.

7.2 Protective measures

Spectators are responsible for compliance with the applicable protective measures of the FOPH.

7.3 Supporting runners

Spectators are encouraged to cheer on the runners on the course rather than at the start or finish to avoid large crowds.

8. Information

The organizer puts up posters and information boards about the applicable rules and precau- tionary measures (especially at critical points). The participants, helpers and other people in- volved in the organization receive instructions in advance with the applicable protective measures. Regular Covid-19 information announcements should take place via the public ad- dress systems.

9. Responsibilities Organizer

The organizer is responsible for issuing and implementing the event-specific protection con- cept. For this purpose, they designate a Corona representative, who directs and documents the instructions of the helpers and implementation.

Individual responsibility

Participants, helpers, spectators, media professionals, sponsors and partners act on their own responsibility and in solidarity, towards themselves and all other participants as well as to- wards the event. The organizers ensure that this appeal is communicated across all channels (information sheet for helpers, participants, sponsors, guests, spectators).

10. Responsibilities and communication of the protection concept

The local authority is responsible for the approval of the running event based on the running- specific protection concept after consultation with the canton.
