GUIDELINES and APPLICATION FORM

TIER 2 (grants over $2 000)

Aim

The aim of the Community Capacity Building Grants Program is to improve Tasmanians’ participation in the social, economic, political and cultural life of their community by building individual and community capacity. The Tasmanian Government recognises and values the important role that local government, non-government community organisations and community groups play in delivering initiatives that support Tasmanian communities.

Funding

Funding will be made available through the Community Capacity Building Grants Program to eligible organisations through a two tiered competitive grant process:

• Tier one is for grants of up to and including $2 000 (see guidelines and application form for Tier One) • Tier Two is for grants over $2 000

National Youth Week (NYW) grants (see NYW guidelines and application form).

Priority areas

Applications should represent value for money. The program aims to fund initiatives across all priority areas, distributing funding as widely as possible. Applications for over $2 000 will be accepted for initiatives that:

• develop skills and opportunities for individuals and families to overcome barriers to participation in economic activities, sport and recreation, arts and culture;

• provide innovative ways to assist community members ease cost of living pressures;

• foster leadership opportunities for a diverse range of individuals and groups throughout the community;

• address social isolation of community members by developing sustainable support networks and connections with the broader community, including actions that seek to prevent homelessness; and/or • build the capacity of community groups to meet and respond to identified needs in their communities. Organisations may submit a maximum of two applications only to Tier Two.

Timeframes

The 2010-11 Community Capacity Building Grants Program opens on Saturday 31 July 2010 and closes at 5 pm on Thursday 30 September 2010. Late applications will not be accepted.

It is anticipated that funding for successful applications will be provided in February 2011. The program will be completed on 31 October 2011.

Principles

Projects and programs should be developed using a high degree of participation and engagement with community in the planning and development stages.

Partnerships between organisations to deliver events and projects are strongly encouraged.

It is strongly recommended that in order to ensure that your project meets the aims of this grant program you email a draft of your project proposal to the Community Development Division at cdgrants@dpac.tas.gov.au. Please allow up to five working days to receive feedback about your proposed application.

Assessment Criteria

The application must address the selection criteria, as follows:

1. How the initiative will improve Tasmanians’ participation in the social, economic, political and cultural life of their community by building individual and community capacity.

2. The main objectives the initiative aims to achieve.

3. The evidence of need in the community for the proposed initiative. 4. The capacity of your organisation to manage the proposed initiative.

5. How your organisation will evaluate the proposed initiative and how the initiative will provide ongoing benefits to the community.

6. How your proposed initiative represents value for money (assessed against your budget).

Funding conditions and eligibility

Funding conditions

All funding is subject to the conditions of a Letter of Offer or Grant Deed.

Equipment, building, refurbishment and maintenance will only be funded if it is integral to the proposed initiative.

Catering costs should be kept to a minimum.

Competitions, commercial or fund raising activities will not be funded.

Funding is not available for staff wages unless it involves extra hours specifically for the proposed project. Funding must be spent on the project as described in the application (any changes will need to be provided to the Department of Premier and Cabinet for approval).

Initiatives must be covered by public liability insurance.

Organisations seeking retrospective funding for initiatives that have already started or have been completed will not receive funding.

Organisations are required to demonstrate that their initiative is not core business. Organisations may request funding for initiatives that run until 31 October 2012.

Applicants are required to demonstrate at least 20 percent in-kind support for the proposed initiative. Initiatives must be not-for-profit.

Vehicles will not be funded (refer to the Cars for Communities Program

Eligibility

Local government and not-for-profit, incorporated community organisations may apply for funding to deliver initiatives in Tasmania.

Not-for-profit organisations or community groups that are not incorporated are eligible to apply but must be sponsored by an incorporated organisation. The sponsoring organisation must provide a letter to attach to the application to confirm that it will accept the relevant legal and financial requirements.

State and Australian Government agencies, government and non-government schools, colleges and tertiary institutions, political parties, for profit organisations and individuals will not be funded.

Initiatives that require ongoing funding will not be considered.

Organisations that currently have a grant from the Department of Premier and Cabinet with reporting and acquittal obligations past their due date will not receive funding from this grant round until the reporting and acquittal obligations for the previous grant are completed.

Application process for Tier 2

Applicants must complete the application form.

Organisations may submit a maximum of two applications on separate application forms.

It is preferred that applications are typed and are submitted electronically at cdgrants@dpac.tas.gov.au

Faxed applications will not be accepted.

Your organisation will be contacted to acknowledge the receipt of your application within five working days. If you do not receive receipt of your application within this time you will need to contact 1800 204 224.

Assessment

In November 2010, an independent statewide panel will provide recommendations on the initiatives to be funded. The panel will be made up of two community representatives from each region.

Applications will be assessed against the assessment criteria and on the merit of the initiative.

Recommendations will be approved by the Premier or his delegate. Successful applicants for Tier Two grants will receive a Letter of Offer or Grant Deed outlining the funding conditions.

Unsuccessful applicants may request feedback on their application by sending an email titled ‘request for feedback’ to cdgrants@dpac.tas.gov.au

Reporting and Evaluation

If funded, your organisation will receive a Final Report form from the Department of Premier and Cabinet during 2011. The information from your Final Report will be used to evaluate the Community Capacity Building Grants Program and for internal reporting requirements in the Department of Premier and Cabinet. Organisations need to provide a budget outline to explain how the grant was spent and provide receipts for purchases on request from the Department. Your organisation will also be required to sign and return a Statement of Compliance to declare that the grant has been spent as described in your grant application. All reporting requirements will be outlined in your funding agreement.
