Townscape Incentive Grant Scheme

The main ideas behind this scheme are to improve the external appearance of the buildings for locals and tourists, and to see our older historic buildings properly restored in authentic colour schemes. It was decided that the incentive grant would be calculated using the factors contained in the Policy Guidelines outlined on page 3. The application of this Scheme is for the purpose or providing for an “incentive” rather than for Council to pay large amounts of the restoration costs. The incentive scheme will now apply to all buildings right across the municipality as defined in the Policy.

All applications received will be considered in accordance with Council’s policy. The incentive scheme especially lends itself to the following type of buildings:

 Buildings classified by the National Trust;  Buildings on the National Estate Register;  Buildings on the Tasmanian Heritage Register.  Significant buildings within the municipality.

Alterations

It could be worth your while to study your building before you paint to see that any alterations are in the right styling of the original building. The exterior of any building classified by the National Trust should not be altered, but even if it is not classified, it is in your own interests to see that alterations are in the same architectural style as the original building, because this can help you when the time comes to sell the building.

The Deloraine branch of the National Trust has loaned three books on altering or repairing buildings in authentic ways. These are also available at the counter of the Westbury Council Office.

Many of the tourists who come to admire our old buildings come also wanting to buy them because they have been so authentically preserved. If there are unsympathetic alterations which for various reasons you need to leave for the time being, you may need to reconsider the colour scheme. The schemes in our book may need to be adapted to a more bland choice of colours to somewhat hide the alterations. Perhaps fewer different colours would assist to hide incongruous additions.

Congratulations on your decision to restore your building, and we hope that the small grant which we offer will assist in some way. We are proud to have ratepayers who are civic minded enough to want to help improve our townscape, for the sake of locals and the many tourists visiting Tasmania.

POLICY GUIDELINES FOR GRANTS

 Applicant makes submission on the attached form. (This form broadly outlines the proposed upgrading/restoration works and indicates that the applicant will be seeking a grant for the works).

 Assistance will be given to the applicant concerning colour schemes, if required.

 Once received the application will be referred to the Director Governance & Community Services for assessment. Any enquiries can be directed to David Pyke on 6393 5316 or 0419 511 229.

 Applicant will then be notified of assessment outcome.

 Applicant can then proceed with work and as soon as it is completed advise the Director Governance & Community Services that the property is ready for a final inspection.

 After the final inspection is carried out, a recommendation on the amount of grant, up to a maximum of $600, will be determined by the Director Governance & Community Services and submitted to the next Townscape, Reserves and Parks Committee meeting for approval.
