DUTIES This is a non-career, term job with the Metropolitan Washington Airports Authority (Airports Authority). Serves as a Structural Maintenance Mechanic Apprentice in the Engineering and Maintenance Department (Department) at Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD). Participates in the formal, state-approved Trades Apprentice Employment Program of the Airports Authority to develop the knowledge, skills, and abilities necessary to become a journey level Maintenance Mechanic. Receives on-the-job technical training and attends formal classroom technical training to build structural maintenance knowledge and skills and to help Structural Maintenance Mechanics in the construction, maintenance and repair of Airports Authority structures involving a number of recognized trades (carpentry, roofing, masonry, wood crafting, etc.). Learns and performs progressively complex and responsible (elementary to semi-skilled to fully skilled) structural maintenance work as knowledge, skills and abilities in the trade increase. Performs related functions.

Learns how to use, and gains full proficiency in using, manuals, technical guides, tools and materials such as measuring tools, guiding and testing tools, marking tools, tooth cutting and sharp edge tools, smooth facing and boring tools, fastening and holding tools, prying and sharpening and power tools to perform structural maintenance work processes including layout and form work, reinforcing and pouring concrete, rough framing and finish carpentry.

Helps higher grade Structural Maintenance Mechanics in their work by assembling and transporting tools and materials to the job site, supplying requested tools and parts as work is performed, lifting and holding the work object(s), and cleaning up. Performs other tasks requiring elementary to fully proficient levels of structural maintenance knowledge and skill consistent with the Trades Apprentice Employment Program.

As directed and guided by a higher grade Structural Maintenance Mechanic, builds knowledge and skills in the trade consistent with the apprenticeship program:

Performs a wide variety of duties involving a number of recognized trades (carpentry, roofing, masonry, wood crafting, etc.) in the construction, maintenance and repair of airport structures.

Constructs stud walls and installs drywall (sheetrock) for office renovations. Install high impact panels and framing on terminal walls. Repairs plaster walls installs lath and stucco on walls. Prepares floor surfaces and installs and repairs flooring such as tile, linoleum, asphalt, rubber and cork; ensures alignment and evenness. Installs and repairs carpet as needed. Installs and repairs acoustical and suspended ceilings.

Performs roof repairs (e.g., hypalon, elastic polymer membrane product, stainless steel and glass block). Inspects roofs to pinpoint the location of leaks and the extent of repair required. Repairs may range from small patches to repairing an entire roof or repairing extensive leaks. Constructs masonry and concrete units such as sidewalks, curbs, steps

and retaining walls using brick, concrete, cement and cinder block.

Designs, constructs and repairs a variety of wood items such as bookshelves, cabinets, wall units, and custom picture frames. Some items such as cabinets require detailed and precise layout and measurements and cuts to fit in designated areas. May customize furniture items to meet specific needs of the user, e.g., placement in an odd shaped space or to accommodate an existing obstruction such as a radiator. Discusses needs with the user and frequently prepares drawings of furniture design based on verbal instructions. Build models for special events and custom display cases.

Performs monthly preventive maintenance inspections of all airport structures. Inspects structural items such as seats, doors, rest room partitions, windows, and signs and makes repairs or initiates work orders for repair. Installs doors and closure handles.

Operates hand and power tools such as saws, tile cutters, hammer guns, drills and planers. Operates stationary and portable power tools such as table saws, ban saw, and drill press. Uses measuring devices such as rules, spirit levels, squares, and plum bobs. Uses various building and construction materials including wood, drywall, ceiling and floor tile, ceramic tile, and roofing materials such as tar, slate, rubber, and shingle. Mixes and applies compounds such as wood stains, mastic, grout, sealers, tar, waterproofing, asphalt and concrete.

Follows up on work requests and determines actual work to be done for projects requiring one or two persons and the steps needed to accomplish it. As required, plans and estimates materials needed for projects, determines sequence of work, estimates time required and coordinates working time with requestor, e.g., time needed to install cabinets to minimize disruption to an office. Uses blueprints available in determining specific layout of construction projects. May develop layout remodeling of office space without the aid of blueprints. Refers to written guidelines such as work orders, technical manuals, maps and labels on various materials.

Coordinates with other trades, e.g., electricians, plumbers, HVAC mechanics, etc., on the sequence of work to be completed. Escorts contractors and/or suppliers, as needed.

Erects and works from fixed and suspended scaffolding or mobile lifts at various heights. Occasionally may be required to work at extreme heights on roofs and towers. Regularly drives vehicles to airport locations. Operates equipment such as forklift, hydraulic crane, snow removal equipment and lifts from twenty (20) to ninety (90) feet in elevation. Ensures equipment is level. Operates forklifts, cranes, and flatbed truck to lift and haul hazardous material, bus shelters (install and take apart), and cooling towers.

As needed, supplies main support for functions, e.g., ceremonies, awards luncheons, etc., by removing furniture, setting up tables, putting on table skirts, helping vendors load and unload, breaking down room after function, etc.

trouble calls and preventive maintenance; enters data into the Airports Authority’s Computerized Maintenance Management System (CMMS).

Performs shop keeping tasks common to the trade including painting equipment such as pumps, piping, boilers, air compressors and concrete foundation pads. Stores and stocks materials and equipment, as assigned.

Drives a pick-up truck or similar vehicle (with tools, parts, etc.) to airside and landside work sites, and may drive to/from suppliers and other sites. Operates indoor electric vehicles in public or service areas of terminals. Uses personnel lifts and other equipment.

Communicates and interacts effectively with internal and external business contacts including, but not limited, to other members of the unit/team, other Airports Authority employees, tenants, and airline employees, tenants, concessionaires, vendors/suppliers, and, on occasion, the general public.

Uses a computer and (a) modern office suite software (such as MS Office) to plan, schedule, communicate, word process (light word processing only), prepare and develop reports, and perform research (Internet use, as in searching for trades practices, HVAC codes and regulations); (b) enterprise systems/software for requisitioning, time and attendance reporting, and other functions; and (c) special systems/software to process work orders and perform other functions.

MINIMUM QUALIFICATIONS (MQs)

To be rated qualified for this job, an applicant must meet all of the MQs listed below at the time of vacancy announcement closure.

1. Be at least 18 years old.

2. A high school diploma, a Certificate of General Educational Development (GED), or an equivalent combination of education, experience and training.

3. Have completed at least one trades course (such as Carpentry, Electrical, HVAC, Plumbing, Automotive Mechanics) in high school OR be currently enrolled in a degree or certificate program at a trades school accredited by an accrediting agency recognized by the US Department of Labor.

4. Possess a valid driver’s license and have a good driving record. (Depending upon the occupation, as indicated on the vacancy announcement, must also possess or be able to obtain a Class B Commercial Driver’s License).

5. Be able to successfully complete an Airport’s Authority background investigation which includes a full employment history check, a credit check, a criminal history records check, and a driving records check.

The qualifications listed below (if any) are preferred and may be considered in the selection process, but they are not required to be rated qualified for this job.

KNOWLEDGE, SKILLS, ABILITIES, AND OTHER FACTORS (KSAOs)

The following KSAOs are required for successful performance of this job and are a basis for rating and ranking applicants who are found to meet the MQs. Local, Federal, airport industry or Airports Authority specific bodies of knowledge listed below may be acquired on the job, typically; ability to rapidly acquire them is required at application/placement.

1. Ability to learn bodies of knowledge and gain skills in the Structural Maintenance Mechanic trade consistent with the schedule for progression as an Apprentice in the Trades Apprentice Employment Program of the Airports Authority; this includes, but is not limited to, ability to acquire and apply (a) knowledge of structural maintenance principles, terminology and accepted trade practices to progress from elementary and helper level work to full journey level work, (b) skill in using such tools as measuring tools, guiding and testing tools, marking tools, tooth cutting and sharp edge tools, smooth facing and boring tools, fastening and holding tools, prying and sharpening and power tools, (c) skill in problem solving to select, organize, and logically process relevant information (verbal, numerical or abstract) to solve problems in the trade (using schematics/other references, troubleshooting techniques, etc.), (d) knowledge of building, fire and other codes and regulations pertinent to the trade in general and in an airport environment; and (e) knowledge of, and skill in, working safely in the trade in general and in an airport environment.

2. Skill in oral communication sufficient to understand verbal information (instructions, descriptions, and ideas) and to express such information verbally so that others will understand. Examples include exchanging information with Supervisor, Leader, or higher grade Structural Maintenance Mechanic about trouble calls, procedures, and tools or parts needed.

3. Skill in written communication to understand written information (including instructions, descriptions, and ideas) and to express such information in writing so that others will understand. Examples include, consistent with programmatic progress, reading technical-operational materials (such as technical manuals, maintenance schedules, and work orders) and administrative-programmatic materials (such as Airports Authority supply procedures), and writing briefly about similar types of matters, such as closing out work orders.

5. Interpersonal skills to interact effectively with business contacts in a businesslike, customer service-oriented manner.

RESPONSIBILITY Is responsible for progressing in the Structural Maintenance Mechanic trade consistent with Trades Apprentice Employment Program of the Airports Authority; this includes, but is not limited to, building knowledge and skills in the trade and performing progressively complex and responsible (elementary to semi-skilled to fully skilled) Structural Maintenance Mechanic work as knowledge and skills in the trade increase. Reports to a Supervisor in the trade. Typically, a higher grade Structural Maintenance Mechanic, Leader or Supervisor makes specific assignments, but some assignments may be generated by work order given to the incumbent consistent with progress in the trade. The incumbent follows accepted trade practices in selecting the methods, tools or materials to use consistent with progress in the trade. A higher grade Structural Maintenance Mechanic employee is available for advice and assistance on new work; work that has been mastered may be performed on own. The work may be monitored in progress, but it is typically reviewed upon completion to ensure it complies with instructions, accepted trade practices, timeliness, teamwork, customer service and other types of requirements and standards.

EFFORT Work is sedentary (in certain classroom situations) and physically demanding. Incumbent moves about to service, troubleshoot and repair equipment. May sometimes be required to walk or move extended distances within the terminal(s) to deliver papers, keys or supplies/equipment or assist other technicians during critical situations. Work requires moderate to heavy physical exertion (such as frequent, prolonged periods of exerting 20 to 40 pounds of force or continual exertion of force in the range of 10 to 20 pounds), and considerable mental attention (as in working in very close proximity to areas under construction, i.e. floor openings). Exchanges work information by telephone and two-way radio. May be confronted with hard-to-reach and hard-to-see work situations that require standing, walking, stooping, kneeling, crouching, reaching, climbing or other positioning of self to access and work on carpentry projects. May work in cramped positions and tight spaces. Lifts, pushes/pulls or otherwise moves into position items weighing up to 75 pounds such as window units. Distinguishes different kinds of wood and veneers to identify and grade and to match grain. In driving, safely operates vehicle using judgment based on weather, traffic, and other factors; this includes operation of indoor electric vehicles in public or service areas of terminals.

WORKING CONDITIONS Works mostly inside in an environment which is adequately lighted, ventilated and temperature controlled; however, occasionally does work outside in all types of weather. Is exposed to various risks and hazards: is regularly exposed to dust, dirt, and dampness; cutting tools, moving parts of machinery and power equipment; and potential danger of falls (especially from ladders, scaffolds, and lifts); is exposed to noise of jet aircraft and shop equipment, tar fumes, and vibrations of equipment; possible cuts from saws, falls from roofs or

ladders, asphalt burns, and vehicular or construction accidents. Exercises care, follows established safety precautions and procedures, and uses personal protective equipment (such as hard hat and eye protection).

OTHER SIGNIFICANT JOB ASPECTS Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.
