PAVEMENT MANAGEMENT PROGRAM
Background
• Roadways are a vital infrastructure component of every Municipality.
• The condition of the roadway pavement will deteriorate over time due to:
• Poor quality of material
• Improper design mix & pavement thickness
• Excessive traffic loads
• Poor subbase material.
• Without a properly organized road maintenance effort, pavements may deteriorate at an accelerated rate.

What is a Pavement Management Program?
• A Pavement Management Program is a comprehensive planning tool to guide the management of roadway maintenance by:
• Evaluating the existing condition of a roadway,
• determining when a roadway should be treated,
• determining the appropriate treatment for a roadway,
• and determining a budgetary cost for each roadway.
• The program will also serve as a guide to maintain the Townships roads that are in good condition, while improving the roads that are in poor condition.

Program System – Roadway Evaluations
• Each roadway by evaluated by one individual. This is done to avoid subjective discrepancies.
• During the evaluation, the following roadway information is collected on a Roadway Evaluation Form:
• Roadway Length
• Roadway Width
• Type of Curb (if any)
• Sidewalk (if any)
• Curb Ramps (if any)
• Storm Sewer Catch Basins (if any)
• Striping and/or Pavement Markings (if any)
• Roadway Composition
• Road Condition Rating
• Recommended Treatment 3

Program System – Pavement Rating System
• The Pavement Rating System evaluates the severity & frequency of roadway defects and is used to determine a roads Road Condition Rating.
• These defects include:
• Alligator Cracking
• Potholes
• Drainage / Ponding Problems
• Pavement Polishing
• Pavement Distortions
• Transverse / Longitudinal Cracking
• Riding Quality

Program System – Pavement Defects
• Alligator Cracking: This condition is characterized by a series of interconnecting cracks that divide the pavement into many‐sided, sharp‐angled pieces resembling an alligator’s hide. Alligator cracking usually occurs in wheel paths or other areas subjected to loading. Alligator cracking can be caused by weakness in the base or sub‐grade, which results in the fatigue failure of the asphalt concrete surface under repeated loading.

Program System – Pavement Defects
• Potholes: This condition is characterized by holes in the pavement surface at least ½” deep and at least one square foot in surface area. Potholes generally occur when a serious distress, such as alligator cracking, combines with excess water, freeze‐thaw cycling, and traffic loads. Potholes are also caused by poor quality hot mix asphalt (low asphalt binder contents or soft aggregate) or insufficient pavement thickness. These result in localized disintegration of the pavement materials and the materials are dislodged by traffic.

• Drainage / Ponding Problems:
This condition is typically characterized by inadequate roadway cross slopes holding water on a roadway. This can also be contributed to improper shaping of the road; improper spacing and sizing of drainage inlets, and blocked culverts usually cause poor drainage.7

Program System – Pavement Defects
• Pavement Polishing:
This condition is characterized by the wearing away of the pavement surface caused by the dislodging of aggregate particles and loss of asphalt binder. The pavement surface becomes smooth and rounded (and subsequently slippery) under the action of traffic. Polishing is normally caused by oxidation of the asphalt binder of the mix, resulting in loss of flexibility and ability to hold the aggregate.PAVEMENT MANAGEMENT PROGRAM

• Pavement Distortions:
This condition is characterized by the pavement being out of its natural or proper shape. Pavement distortions can be caused by base or sub‐grade failure, shoving, or rutting.9

• Pavement Distortions:
This condition is characterized by visible fractures or separations of the pavement surface occurring transversely across or longitudinally down the roadway. This cracking may be caused by a poorly constructed paving joint, shrinkage of the surface due to low temperature, asphalt hardening, or a reflection crack from an underlying rigid base.PAVEMENT MANAGEMENT PROGRAM

• Riding Quality:
This condition is characterized by the feel a driver gets when driving an automobile through a segment of a roadway at the posted speed limit. If the pavement appeared to be new and there was no discernible roughness felt in the ride of the vehicle, the pavement smoothness was rated very good. If there was substantial roughness felt in the ride of the vehicle, and it became necessary to lower the speed of the vehicle below the posted limit, the pavement smoothness was rated as very poor.11

• Each of these defects are assigned a numerical value from zero (0) to five (5).
• Zero (0) = Very Good
• Five (5) = Very Poor
• The various numerical values are then used to calculate the Road Condition Rating
• The Road Condition Rating can range from zero (0) to one hundred (100)

• Based upon a roadways Road Condition Rating, a recommended treatment & budgetary cost for improvement is established by utilizing a cost per square yard ($/SY):
• This information is then used to compare & evaluate pavement maintenance priorities across the entire pavement network within the Township of Cinnaminson.
