SUBJECT: Fiscal Year 2021/2022 Budget Work Shop PRESENTED BY: Dan Newton, Interim City Administrator

SUMMARY: The budget preparation process began in April of 2021. Staff

presented a proposed budget to the City Council on May 19, 2021. A proposed budget including the line item budget was prepared and shared with the public via the City's web page and Administration's Facebook page. Additionally, seven zoom live videos were completed and posted on the City Administration's Facebook page.

The proposed budget is presented with a deficit of $1.1 million dollars.

The budget preparation methodology is consistent with past practice.

Reliable revenues are used to cover operational expenses. Grants for equipment are net zero revenue vs. expenses. Out of area fire

revenues are also net zeroed with expenses. The upside to this budget methodology is that it presents the financial position of the City in a conservative manner and exhibits that reliable revenues are not adequate to cover operating expenses. Increases in CalPERS costs, increases in staffing costs, and increases in materials and supplies will make it increasingly difficult to cover the deficit. Over the past few years, there have been major budgetary savings in salaries and benefits due to unfilled vacancies and one time revenues such a grants. Despite the adoption of deficit budgets, the City has not finished a year negative. Last year, FY 19/20 after adopting a

$570,000 General Fund Deficit, the General Fund finished positive

$80,000. Page 13 of the 2020 Comprehensive Annual Financial Report provides an analysis of the General Fund's position at the end of FY 19/20.

Staff will be providing a brief presentation and then facilitating a discussion to receive input from the City Council. Staff proposes to then prepare a plan to reduce the presented deficit by 50% and bring the budget back to the City Council for adoption.

FISCAL IMPACT: The proposed budget is presented as a deficit budget of $1.1 million dollars.

adopted budget for FY 2021-2022 through August 4, 2021 or at adoption of the City's budget, which comes first

SUMMARY: Each fiscal year the City Council approves and adopts a budget as required by law. With the approval and adoption of the budget, Council gives Staff the authorization to spend for the fiscal year.

Without a formally adopted budget the City cannot legally encumber and expend funds and the Finance Manager cannot issue checks.

FISCAL IMPACT: Without the proper authorization, the Finance Department would not be able to pay vendors and employees causing the City to shut down operations.

ACTION REQUESTED:

Motion to approved Resolution No. 21-5898 authorizing the continuing resolution authority to meet payroll and vendor warrants in the

absence of a formally adopted budget for FY 2021-22 through August 4, 2021 or at adoption of the City’s budget, whichever comes first.

RESOLUTION NO. 21-5898

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUSANVILLE AUTHORIZING THE CONTINUING RESOLUTION AUTHORITY TO MEET PAYROLL AND VENDOR WARRANTS IN THE ABSENCE OF A FORMALLY ADOPTED BUDGET FOR FY 2021-22 THROUGH AUGUST 4, 2021 OR AT ADOPTION OF THE CITY’S BUDGET, WHICHEVER

COMES FIRST

WHEREAS, the City Council has not yet approved a budget for FY 2021/2022; and WHEREAS, the City Finance Department must issue checks to employees and vendors in order to continue operations; and

WHEREAS, the City Council finds that services need to be continued at current staffing levels and for the purchasing of essential supplies, as determined by the City Administrator, but not to exceed the levels approved in the FY 2020/2021 budget.

NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Susanville that the Finance Manager is hereby authorized to continue to issue checks for payroll and vendor payments for essential supplies, not exceeding the FY 2020/2021 levels, through August 4, 2021 or at the adoption of the FY 2021/2022 budget whichever comes first.
