General Information
Location: Washington University, Danforth University Center, 6475 Forsyth Blvd., Saint Louis MO 63015
Check-In: Sunday, June 3, 4:00-8:00pm, Monday, June 4, 6:45am-7:45am, Danforth University Center (DUC)
Goldberg Lounge, Second Floor. You will receive your namebadge and be directed to the appropriate
classroom. Bike Check will open in the Mudd House Multipurpose Room at 12:00pm on Sunday, June 3.
Schedule: The class will begin promptly at 8:00am on Monday. Please wear your full duty uniform. Your bike
should be in the Bike Check area, fully assembled and ready to ride. Lunch will be served at noon each day. On
Wednesday, June 6, class will be held from 1:00pm-11:00pm to accommodate Night Riding Operations.
Be Prepared to Work Hard: This demanding class involves over 20 hours of on-bike time to develop and
improve your riding skills. The remainder of the 32 hours will be spent in classroom sessions.
Certification
The course concludes on Thursday, June 7, at 5:00pm. IPMBA Police, EMS, and Security Cyclist Certificates
will be presented to those students who successfully complete the course. You may attend workshops on Friday
and Saturday as registered.

Greetings from the 2018 IPMBA Conference Committee! We look forward to welcoming you to the 28th Annual IPMBA Conference in Saint Louis, Missouri. surrounding area. Transportation will be provided to training sites that are not within cycling distance.

Bring your confirmation, your completed PAR-Q (unless you submit it in advance), and your authorization to participate in live-fire exercises (if applicable and if you do not submit it in advance). You will sign a waiver and receive your name-badge, program, app instructions, welcome bag, meal card, parking pass (if applicable), and residence hall room assignment/access card (if applicable; see the section on Residence Halls for check-in times).

Multipurpose Room, off Wydown Blvd. Check in for the conference at the DUC first and then proceed to bike check. If you have a pass, park
in the Wallace Drive Garage, top level. If you do not have a pass, the closest parking is the DUC garage.

FIREARMS & AMMUNITION
Under the provisions of H.R. 218, the Federal Law Enforcement Officers Safety Act, police officers are authorized to carry firearms in all states.
Flying with Your Firearm: FAA Regulations for Commercial Airlines
1) Weapon must be declared at the ticket counter on date and time of departure; 2) Weapon must be unloaded; 3) Weapon must be in a locked hard-sided case and placed inside a lockable suitcase; 4)
weapon; 5) Luggage must be placed in checked baggage. No mace or OC spray, no matter what size, is allowed on board.
Weapons left in hotel or residence hall rooms should be secured in a safe or lock box. Housekeeping will not service rooms if weapons are visible.

PARKING
Summer conference attendees must purchase discounted parking passes in advance. If you purchased a parking pass, it will be distributed at registration. If you did not, you will have to park in the Danforth University Center Garage and pay the daily rate of $9 for each day you park on campus.
Conference Check-In/Registration (Danforth University Center—DUC): Enter the DUC Garage from Forsyth Blvd. Pull an hourly ticket, place the ticket on the dashboard, and park in VISITOR parking. If you purchased a parking pass, you will receive it at registration.
Residence Hall Parking (South 40 & Eliot B Houses) & Parking for Commuters with Pre-Paid Passes: Complete the dashboard tag and return it to the student working
check-in. Exit the garage and continue across Forsyth Blvd. onto Wallace Drive. The garage is on the right at the bottom of the hill. Park on the top level. You may also park on the top level of the Shepley Drive Garage. You must display the top of your dashboard tag each day you are parked in the garage. Overnight parking is for on-campus residents only.
Commuter Parking without Pre-Paid Passes (Danforth University Center): You must park in the Danforth
University Center Garage and pay the daily rate of $9 (cash or credit) for each day you park on campus. No overnight parking.
Campus Circulator: The Campus Circulator provides complimentary transportation around the Danforth Campus on weekdays from 7:40am-10:00pm and weekends from 12:00pm-10:00pm.
PATCHES/SHIRT SWAP
Bring your department and/or unit patches to trade and to make sure your agency is represented on IPMBA’s patch banners. If you have shirts to trade bring those, too, for the Shirt Swap.
RESIDENCE HALLS
Check in at Danforth University Center to receive your keycard and parking pass.
Sunday, June 3: 5:00-7:00pm Wednesday, June 6: 5:00-7:00pm Outside of these hours, check in at the Summer Conferences Office, located in Umrath Hall off Shepley Drive. The office is open Monday-Friday, 9:00am-12:00am; Saturday-Sunday, 12:00pm-12:00am. After office hours, call WUSTL PD at 314-935-5555 and ask them to page a Conference Assistant.
After receiving your parking pass, exit the DUC garage and continue across Forsyth Blvd. onto Wallace Drive. Wallace Garage is on the right at the bottom of the hill. Park on the top level.
The keycard will provide access to the building, your room, breakfast (included in your room rate), and lunch (included in your conference registration fee).
Linens (two sheets, one pillow, one pillowcase, one light blanket, two bath towels, two washcloths, and two soaps) will be placed in the rooms.
Please remember: there are no televisions, alarm clocks, toiletries, hairdryers, irons and ironing boards, coffee makers, or other amenities typically found in hotel rooms. Housekeeping services are not provided but linens will be replaced and trash removed for residents staying more than four days. Laundry facilities (coin-operated) are available in the South 40 House, but you must bring your own detergent.

All proceeds from sales of unit goods must be for the benefit of the unit or a charitable organization. Any seller of merchandise for
personal profit will be required to pay the $650 exhibitor fee or

Public Safety Category (Police, EMS, Security): Individuals or teams of four. Mixed teams (e.g., two police, one EMS,
and one security) are permitted. Team members must register at the same time. If all of your team members have not registered by 9am on Thursday, you will ride as an individual only. You will NOT be assigned to a team. Medals will be awarded to the top three teams and the top two winners in the following age groups: Male under 30, Male 30-39, Male 40-49, Male 50+, Female under 30, Female 30+.
Open Category (vendors, guest presenters, and guests): Individuals. Medals will be awarded to the top three riders.
E-Bike Category (public safety, vendors, guest presenters, and guests): Individuals. Medals will be awarded to the
top three riders. Riders may compete on a conventional bike in their respective category and/or on an e-Bike.
Washington University Welcomes You! The awards ceremony will start shortly after the conclusion of the
competition. Medals and awards will be presented, raffle prizes drawn, and an informal graduation ceremony conducted!

COURSE. There will not be a pre-ride of the course prior to the event. There will be a walk-through and
demonstration of the course upon arrival at the event site.
COMPETITORS ON COURSE. Only one competitor at
a time may start the course. Depending on the course length, more than one competitor may be allowed on the course; however, there shall not be more than two participants on the course at any one time. The
Competition Coordinator, the Starting Coordinator and the Safety Officer will jointly determine if the course can safely accommodate more than one rider at one time. Depending on course size and number of participants, starts will be spaced approximately 1-3 minutes apart. Competitors will not be allowed to start in a “head to head” fashion.
WALK-THROUGH. Upon completion of the
walk-through and demonstration, all riders must be within the staging area, ready to ride. Riders will be prompted to move to the starting line at their respective times. No rider will be allowed to ride the competition course if a liability waiver is not signed or if the Starting Coordinator, who will conduct a safety inspection, deems the rider to be in non-compliance with any equipment or safety requirements.
STARTING. No one other then the participant will be allowed in the starting chute at the time of the start. The start will be from a standing, power pedal position. There will be no rolling starts and no assisted starts. All starts will begin from a dead stop. Upon being called, riders will move to the starting line, be asked if they are ready, and then be told to “go”.
OBSTACLES. Each participant must negotiate all obstacles on bike or on foot, at the discretion of the rider. A rider may not circumnavigate an obstacle to enhance their final time. If a rider does not complete an obstacle cleanly, he/she will be required to go back and attempt the obstacle again. A participant need only make a second attempt to cleanly complete the obstacle before continuing on, whether or not they are successful on the second try.
FALLS. Falls, or damage to the bike as a result of a fall or operator error, are not grounds for re-ride. A judge may award a re-ride in the event of a flat tire or other
unforeseeable mechanical failure, if a spectator or another rider impeded the rider, or if the course is called “cold” due to some safety concern. Re-rides will take place at the end of the competition, after all riders have completed their runs.
FINISH. A rider’s time will end with his/her front tire crossing the finish line. A rider may carry his/her bike across the finish line to complete the course.
UNIFORMS AND EQUIPMENT REQUIREMENTS.
As described previously, teams may be mixed, combining riders from all public safety cycling professions.
MINIMUM EQUIPMENT NEEDS.
Properly Maintained Mountain Bike: Riders are strongly encouraged to ride their department-issued mountain bikes, set up for patrol. However, riders who are not permitted to bring their duty equipment to the conference and/or who have rented bikes (if available) will be permitted to compete if the bike is equipped in a substantially similar manner to a typical duty bike. Bikes will be checked by the Starting Coordinator to ensure that they are properly equipped. The Starting Coordinator will also conduct a safety inspection of the bicycle and rider. Inferior bicycles will not be permitted. Any rider in any category who does not meet proper safety measures will not be allowed to ride. Because some departments allow knobby tires on patrol bikes due to local riding conditions, slicks, combination and knobby tires will be all accepted. However, it is strongly recommended that knobby tires not be used during the competition.
PUBLIC SAFETY CATEGORY
Helmet, gloves, eye protection and pedal retentiondevices ARE required. No exceptions.
Duty uniform
Duty belts and duty gear for police and security officersare NOT required.
Body armor is NOT required.
EMS riders are NOT required to carry panniers withweight.
OPEN CATEGORY
Helmet, gloves, eye protection, and pedal retentionARE required. No exceptions.
E-BIKE CATEGORY
Riders may compete on a conventional bike in theirrespective category and/or on an e-Bike.
Riders competing on both types of bikes will first ridethe course on a conventional bike.

1. Has your doctor ever said that you have a heart condition and that you should only do physical activity recommended by a doctor?
2. Do you feel pain in your chest when you do physical activity?
3. In the past month, have you had chest pain when you were not doing physical activity? 4. Do you lose your balance because of dizziness or do you ever lose consciousness?
5. Do you have a bone or joint problem (for example, back, knee or hip) that could be made worse by a change in your physical activity?
6. Is your doctor currently prescribing drugs (for example, water pills) for your blood pressure or heart con-dition?
7. Do you know of any other reason why you should not do physical activity?
PLEASE NOTE: If your health changes so that you then answer YES to
any of the above questions, tell your fitness or health professional. Ask whether you should change your physical activity plan.
Regular physical activity is fun and healthy, and increasingly more people are starting to become more active every day. Being more active is very safe for most people. However, some people should check with their doctor before they start becoming much more physically active.
If you are planning to become much more physically active than you are now, start by answering the seven questions in the box below. If you are between the ages of 15 and 69, the PAR-Q will tell you if you should check with your doctor before you start. If you are over 69 years of age, and you are not used to being very active, check with your doctor.
Common sense is your best guide when you answer these questions. Please read the questions carefully and answer each one honestly: check YES or NO.
Talk with your doctor by phone or in person BEFORE you start becoming much more physically active or BEFORE you have a fitness appraisal. Tell your doctor about the PAR-Q and which questions you answered YES.
• You may be able to do any activity you want — as long as you start slowly and build up gradually. Or, you may need to restrict your activities to those which are safe for you. Talk with your doctor about the kinds of activities you wish to participate in and follow his/her advice.
• Find out which community programs are safe and helpful for you.
