INTRODUCTION
This Code of Practice has been developed to assist Road Haulage Companies to comply with the hygiene and traceability requirements for grain moved by Road for the CBH Group of Companies within the CBH network.
CBH carries responsibility to handle and deliver Grain product that meets industry Quality and Food/Feed Safety specifications. Transportation of grain is an integral part of meeting these Quality and Food/Feed Safety standards at all stages of the Grain Supply and Logistics Chain.
Within this document you will find the compliance guidelines required by the CBH Group for Road Haulage of Grain Products.

1. GENERAL OVERVIEW
As part of your transport contract with CBH, you are required to become part of the Road Haulage Code of Practice (COP). So what do you have to do??
• Please contact CBH Quality Assurance on (08) 9416 1343 or 9416 1346 about the COP.
• A meeting can be organised to discuss requirements and records if required.
• Provide a list of fleet to CBH Quality Assurance on fax: (08) 9416 1348 or by email (Edward.Brett@cbh.com.au), so that Designated Load Trailer (DLT) number/s can be allocated.
• Arrange an initial audit which is free with CBH Quality Assurance (08) 9416 1343 or 9416 1346. This must be arranged within three months from initial contact.
• Ongoing Audits occur annually once a Road Haulage Company is part of this program.
• When there is a change (addition/removal) in fleet please notify CBH Quality Assurance on fax: (08) 9416 1348 or by email.

Road Haulage Company receives contract with CBH

When you pass the audit you receive Designated Load Trailer number/s
If you fail to arrange a follow up audit within 3 months or if there is continued issues the Road Haulage Company will be removed from system and will not be able to cart export or spot grain within the CBH network
* Road Haulage Company must notify CBH Quality Assurance of any fleet changes (additional/removal)
* This must be no longer than 3 months after first contact with CBH
As a best practice the following key points shall be observed. All Road Vessels provided by the Road Haulage Company shall be:
• Grain leak proof, to address the issue of environmental impact from bulk grain escaping during transportation; and
• Of sound construction (i.e. tailgate chains, zero harm tailgate openers, sound tarps, no flaking paint/corrosion inside load carrying area).
As a Road Haulage company being part of this Code of Practice means that appropriate control mechanisms need to be put in place to avoid potential Quality and Food/Feed Safety issues such as:
• Grain Insect infestation,
• Taint,
• Moulds,
• Water Ingress,
• Admixture and; any other associated hazards during the transport process.
2. COMMITMENT
CBH Quality and Food Safety Policy
The primary objective of Co-operative Bulk Handling Limited is to receive, handle store and deliver feed and food grade grains in a manner which fulfils customer needs, standards and expectations in the most cost effective manner.
Co-operative Bulk Handling Limited is committed to providing quality service to its customers by conforming to contract, statutory and legislative requirements.
This Policy provides a clear message of Senior Management’s commitment to the Integrated Quality System and its continual improvement. This Commitment to quality and food safety is recognised as the key to meeting customer needs; to achieve this, CBH will:
• Implement and maintain a quality and food safety management system that meets the requirements of AS/NZS ISO 9001:2008 and HACCP Codex Alimentarius
• Provide staff with equipment, facilities and ongoing training to fulfil customer requirements and that of AS/NZS ISO 9001:2008 and HACCP Codex Alimentarius
• Set and monitor on a regular basis the performance of our business objectives and organisational goals
• Promote a Continuous Improvement philosophy
In order to achieve the objectives of this Policy it is essential that all employees provide their full cooperation in meeting the requirements of our quality and food safety system.

The Road Haulage Company must have a commitment statement detailing its commitment to product quality and service as required by this Code of Practice and signed by the most senior management representative of the Road Haulage Company.(Record Required).
3. TRACEABILITY
It shall be a requirement of this Code of Practice that all trailers/road vessels are identifiable by CBH. All trailers/road vessels used to move grain within the CBH network shall be provided a Designated Load Trailer number by CBH Quality Assurance at the commencement of a contract or on the addition of rolling stock (i.e. new trailers or subcontractors). Designated Load Trailer stickers will be issued by CBH QA to the Road Haulage Company’s for each registered trailer/road vessel once the initial audit has taken place. These stickers will be used to identify trailers that are apart of the CBH Code of Practice.
This Code of Practice forms part of CBH’s traceability system, therefore all Road Haulage drivers will need to provide their Designated Load Trailer numbers to CBH site staff at the time of loading and these needs to be recorded in the top section of the Road Movement Authority Form.
Records must be kept by the Road Haulage Contractor and its Drivers of the three (3) previous cargos carried prior to transporting grains within the CBH system. (This may be an RMA or other record) (Record Required).
4. SAFETY
Drivers must comply with CBH Group and Local Site, Health and Safety Rules and instructions For further clarification please contact your local Area Manager.
5. HYGIENE
The following is the agreed standard of hygiene that the Road Haulage Company must comply with -
Vehicles, equipment and load carrying areas must be inspected before loading and if necessary, cleaned and dried to remove any residue accumulations. Signoff on the Road Movement Authority by both parties is required.
As part of the commitment to this COP it is the Road Haulage Company’s responsibility to ensure that if the load carrying area requires painting, then food grade paint is used, note the paint must not discolour or taint the grain in any way.
Exteriors of all vehicles must be presented in a clean condition for the cartage of grain.
When maintenance is carried out on the load carrying areas a record of post maintenance cleaning must be kept. (Record Required).
No vehicle that has carried material shown in the Class 1 Exclusion List shall be presented for the cartage of grain.
All vehicles and drivers must comply with Class 2 and Class 3 Product (refer to following page) cleaning requirements and a record must be retained by the road haulage contractor. (Record Required) Class definitions are as detailed in the following pages.
CLASS 1 PRODUCTS (EXCLUSION LIST)
The following materials must not have been carried in vehicles or trailers used for the transportation of grains covered by this Code of Practice. Road Haulage Companies must be prepared to give an undertaking to this effect if required.
• TOXIC AND CORROSIVE MATERIALS (INCLUDING ASBESTOS) AND ANY PACKAGING USED FOR THESE MATERIALS
• RADIOACTIVE MATERIALS
• ANIMAL/POULTRY WASTES (INCLUDING MANURES/LITTER) AND SOIL CONTAINING ANIMAL MANURE (PEAT).
• MAMMALIAN PROTEIN, e.g. MEAT & BONE MEAL, MEAT MEAL, CULL CAKE AND OTHER MAMMALIAN BASED PRODUCTS. (Milk & Milk products, Gelatin, Amino Acids, Dicalcium Phosphate, Dried Plasma and any other blood products are not permitted to be carried).
• NO PRODUCTS CONTAINING ANIMAL PRODUCTS MAY BE CARTED
• TALLOWS
• MINERAL CLAYS WHICH HAVE BEEN USED FOR DETOXIFICATION PURPOSES
• METAL FLAKES AND TURNINGS
• GLASS
• USED ACTIVE CARBON
• HIDES TREATED WITH TANNING SUBSTANCES AND ASSOCIATED WASTE
• SLUDGE FROM SEWAGE PLANTS TREATING WASTE WATERS (BIOSOLIDS).
• SOLID URBAN WASTE, SUCH AS HOUSEHOLD WASTE
• MATERIALS CONTAMINATED WITH SALMONELLA OR OTHER PATHOGENS
• UNTREATED WASTE FROM EATING PLACES
• ASPHALT (FRESH) AND ASPHALT RUBBLE
A Declaration indicating that items on the CBH Haulage Exclusion List (Class 1) have never or will never be transported in Designated Load Trailers for CBH, must be signed by the Senior Management representative for the Road Haulage Company. (Record Required). When there is a change to fleet (i.e. new or subcontracted) an additional CBH Exclusion List Declaration form must be provided with the change to Logistics.
CLASS 2 PRODUCTS
Cleaning required–All physical and chemical remnants removed (High Pressure Water Wash with Sanitizer and/or Steam).
PRODUCT –
• Coal and coal products
• Composts (including green plant material)
• Treated Bulk Grains (e.g. Pickled Grain)
• Treated Mineral based Fertilisers (e.g. Intake etc)
• Treated Wood Products
• Medicated Stock Feeds
• Insect Infested Grain Products

CLASS 3 PRODUCTS
Cleaning required – All physical remnants removed (Blown out, Swept or Washed as Required).
PRODUCT –
• Untreated Bulk Grains (e.g. when changing grain types)
• Untreated Mineral based Fertilisers (e.g. Super phosphates etc)
• Inert Mineral Material (e.g. road base, sand, lime, gypsum etc)
• Untreated Wood Chips
• Salt
If at any stage the Transport Company is not sure which category a product that is going to be carted or that has been carted aligns with, it is their responsibility to contact the Manager CBH Quality Assurance - Australian Grain Centre (08) 9416 1300 prior to arriving on a CBH site so that the correct cleaning method can be detailed.
6. COLLECTION AND DELIVERY
1) The Road Haulage Company will be advised that bulk grains are to be transported and the site from which loading will occur.
2) All bulk grain will be consigned using a CBH Road Movement Authority Form and the Road Haulage Company and Drivers WILL supply Designated Load Trailer number’s to CBH staff to be placed on this form.
3) On arrival at the discharge site the Driver must provide a Road Movement Authority form.
The Driver must not at any time discharge the load of bulk grain if, weighing of the Road Haulage Vehicle has not occurred at some stage of the process.
4) If there is a hydraulic oil incident (hose burst, ram failure, damaged and/or leaking coupling, etc) whilst on a CBH Group site, a clean up will be required. Where contamination of grain product has/may occur notify CBH site staff and record in the Transporters Incident Management System (Record Required).
5) The Contractor is responsible for recovering and cleaning up any Grain spilt in transit, as well as any additional cost of disposal. The Contractor is to notify CBH Zone Management and Logistics immediately of any grain spills, the contractor will then be advised of the appropriate course of action. If the grain affected is identified as Genetically Modified and/or Organic, then the Contractor must contain the grain as above and also contact the Country Quality Manager - Australian Grain Centre (08) 9416 1300 for appropriate course of action. Any grain spills MUST be documented in the Transporters Incident Management System. (Record Required).
7. SUB-CONTRACTORS
1) Where a sub-contractor (which term includes an owner driver) is employed by the Road Haulage company to perform his contract with CBH for the cartage of grain as defined in this Code of Practice, the Road Haulage company must ensure that the sub-contractor is likewise bound by this Code of Practice through a Contractor Declaration. (Record Required).
2) Road Haulage Companies must keep a list of their approved Road Haulage sub- contractors detailing their method of approval and maintaining relevant cleaning records.
(Record Required).
8. TRAINING
The Road Haulage Contractor shall undertake correct training of staff (e.g. Drivers, logistic and maintenance staff etc). The purpose of this training is to promote an understanding of the purpose and requirements of this Code of Practice. Any training given should be –
1) Recorded (Record Required).
2) The operation of approved vehicles by the Road Haulage Contractors shall ensure that they will be able to comply with any direction, written or verbal, that relates to the collection and delivery of any bulk grains under this Code of Practice.
3) All drivers must have completed the training to enable compliance with this Code of Practice and posses a valid and appropriate driver’s licence. (Record Required).
4) A CBH Group Presentation is available to assist Road Haulage Companies to train staff.
9. CONDITIONS OF COMPLIANCE
1) Prior to the First Audit an optional visit may be conducted between a CBH Nominated Auditor and the Road Haulage company, with the aim of the meeting being to explain the requirements of this CBH Code of Practice and assist in the development of relevant documentation.
2) If desired subsequent meetings may be arranged to render assistance, but primarily the method of information transfer shall be e-mail/fax or telephone.
3) Appropriate records to be maintained by the Road Haulage Company as outlined in this CBH Code of Practice. (Refer to items marked (Record Required) in this document).
4) Upon the completion of documentation/records relating to this CBH Code of Practice, a CBH Nominated Auditor will conduct an audit to verify the implementation of this CBH Code of Practice.
5) If the findings of the audit meet the code of practice requirements, then the auditor will recommend the Road Haulage Company for certification.
6) If the audit results show that the contractor is unable to comply with the requirements of this CBH Code of Practice and the outstanding issues cannot be fixed during the CBH Code of Practice audit, the auditor will leave the audit finding and will then arrange for a follow-up audit to be conducted within a 3 month period.
7) A certificate will be issued following successful compliance with the CBH Code of Practice requirements, with the next audit occurring within 12 months of the initial/subsequent audit.
Please note that this audit must occur within one month of the anniversary date.
8) If there has been a serious breach of food safety/quality protocols, then a spot audit will be conducted and or/the CBH Code of Practice certification can be removed at any time.
There will be a charge of $260.00 for this additional visit which is payable by the Transport company to CBH.
