SUMMARY OF ACTION:
Neil Brock has applied for a Main Street Facade Enhancement Grant for the front of his Nationwide Insurance
business, which is located at 9 North Main Street. The Main Street Advisory Board has reviewed this request
and has recommended approval of it. The enclosed information shows the proposed improvements and total
budget. The grant request is for $2,500, which will be paid for through the Main Street program line item
within the planning department's budget.

Background:
FEG application # 2017.17, was submitted by Neil Brock, tenant of 9 N. Main Street. The applicant
utilized the services of the NCMS partnership with UNCG Department of Interior Architecture, Center for
Community-Engaged Design. The design rendering is included with the application packet.
Purpose:
The Main Street Façade Enhancement Grant program is available to business and property owners that are
located within the Main Street District.
The purpose of the grant is to provide financial incentives that will encourage private investment in
the preservation, restoration, and enhancement of downtown building facades. This investment will
contribute to and enhance the unique character of downtown Belmont.
Eligibility:
Any owner or tenant of a commercial building located within the Main Street District as identified
by the City of Belmont may apply.
Tenant applicants must submit owner’s written permission with application.
A façade is defined as an individual storefront or commercial building wall which faces a public
right-of-way or is otherwise visible to the general public.
For buildings with multiple public-facing facades (i.e. corner buildings), each façade is eligible for a
grant. Applications must be filed separately and each is treated independently.
Project applications must be reviewed and pre-approved by the City Council prior to
commencement of work.

Considerations, conditions, and recommendations from MS Design and Advisory Board:
Phase II work includes the replacement of the storefront door in the amount of $2,243.25. Due to the
door being a custom order, it is recommended to allow the work to be completed separately and not tied
to the completion of the grant and disbursement of funds.
Condition to allow vinyl signage to be applied to the new glass windows, as it can easily be removed.

Work Description
• Remove metal panels from recessed bulkhead below display windows to reveal brick.
• Inspect and assess the condition of the bulkhead masonry. Repoint masonry mortar joints to match in strength and profile existing mortar joints as necessary prior to repainting. Scrape, prep and prime all bulkhead masonry for repainting. • Repair recessed entry beadboard ceiling and trim as needed to prepare surface for repainting.
• Prepare, prime, and repaint wooden ceiling and door frame. Remove loose paint to a sound substrate; sand or gently rough surface if needed for a good paint bond; wipe clean; Repaint with appropriate primer and two topcoats of a high gloss finish. Follow manufacturer’s recommendations for application of coatings, including temperature parameters for paint application. Generally paint when the sun is not shining directly onto surfaces to be painted. Paint colors to be Sherwin Williams or equal quality exterior paints as follows:

• Assess condition of storefront display windows, aluminum framing, and entrance; replace storefront glass with tempered glass. Ensure display windows are weathertight. Routine maintenance will include replacement of missing screws and fasteners, hinges cleaned and lubricated, and masonry surrounds caulked. Repair areas of decay or other damage. Repair any damaged areas with epoxy filler, as appropriate. Storefront Enhancement Description
9 Main St. is a contributing building in the Belmont Historic District in downtown Belmont, NC. The one-story brick commercial building was constructed in 1910 and features a corbelled cornice and storefront with a deep recess entry and metal-framed storefront display windows.
A conceptual rendering for the storefront is included. The proposed storefront improvements include exposing and painting the brick bulkhead, painting the door frame and ceiling in the entryway, and cleaning the tile floors.
All proposed facade enhancements are intended to be consistent with the Secretary of the Interior’s Standards for Rehabilitation.

Work Description
• Clean mosaic tile floor. Begin by sweeping tile area. Cleaning should always begin with the gentlest means possible, which may be as simple as warm water. All cleaning and stain-removal products should always be tested on a small, inconspicuous area before using. Abrasive cleaners (including powdered cleansers and even “mildly” abrasive creams) and mechanical equipment can damage and wear away the protective surface, as well as the decorative design on the tiles, and should not be used on ceramic tiles. Organic growth, such as mold or mildew, can be eliminated with a dilute solution of household bleach and a neutral household detergent, or a dilute (5-10%) solution of tri-sodium phosphate (TSP). After applying either of these solutions, it may be necessary to scrub the tiles with a natural bristle or nylon brush, and then rinse with clear water. Please note that the appearance of recommended colors and samples provided in this proposal will vary depending on computer screen or printer used.
