Summary

The industrial hygiene and safety (IHS) professional develops, recommends, and implements programs, policies, and procedures associated with the recognition, measurement, evaluation, and control of potential health and safety hazards. The IHS professional may provide daily industrial hygiene and safety support to programmatic or facility organizations or the IHS professional may manage and administer one or more institutional health and safety programs or services.

Entry-level position in professional field. Developing professional expertise, applies Laboratory policies and procedures to resolve a variety of issues. Can use and apply standard principles, theories, concepts and techniques as recognized within a profession or administrative specialty. Provides resolutions to an assortment of problems of moderately complex scope where analysis of situations or data requires a review of a variety of factors. Contributes to the fulfillment of projects and organizational objectives. Failure to achieve results or erroneous judgments or recommendations may require the allocation of additional resources to correct and/or achieve goals. Builds

productive internal/external working relationships. Requires little or no responsibility for making contacts outside of the immediate organization. Continually supervised and follows established directions. Receives detailed

instructions on new projects or assignments. Work is reviewed for accuracy, soundness of judgment and overall adequacy. Work is reviewed while in progress. Uses judgment within defined practices and procedures to determine appropriate action.

Job Duties

1.

Typical IHS assignments at this level include, but are not limited to, initially participating as a team member on a survey; assisting in routine inspections of facilities/operations; and working on in-house technical/program support projects under the supervision of a senior IHS professional. Participation in professional group activities is encouraged.

2.

Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or

compromises security.

3.

Assists in technical operational safety and health reviews and inspections to determine deficiencies that require corrective actions, reports results, and recommends corrective actions.

Assists others with reviews and interpretation of national, federal, local, and Department of

Energy/National Nuclear Security Administration (DOE/NNSA) safety standards, manuals, reports and other formal written communications and compares to institutional and/or local requirements and guidance for compliance.

5.

Assists with evaluation of work activities and recommends safety and health protective equipment and risk mitigation or abatement controls, under guidance/supervision of senior IHS professional and/or IHS manager.

6.

May assist with development, maintenance, and implementation of industrial hygiene and safety programs and services including: asbestos, aviation safety, beryllium, biosafety, carcinogens, chemical management, confined space, cranes/hoists/rigging, electrical safety, ergonomics, industrial hygiene and safety

equipment, explosives, fall protection, firearms, forklifts, indoor air quality, injury/illness recordkeeping, lasers, lockout/tagout, machine shop safety, noise, non-ionizing radiation, personal protective equipment, pressure safety, reproductive health hazards, respiratory protection, vehicle/pedestrian safety, ventilation, and other Laboratory programs as assigned.

May assist with the planning, development, production, and presentation of health, safety, and environmental training programs.

8.

Assists with the assessment of related training requirements based on regulatory requirements and best practices.

9.

Assists in evaluation of industrial hygiene and safety program effectiveness and the achievement of safety objectives.

10.

Assists with identifying deficiencies, recommending corrective measures and with the development of implementation plans.

11.

Assists with tracking program- or activity-specific performance metrics.

12.

Assists with performing safety analyses of data to identify trends and hazard reduction requirements and actions.

13.

Assists in the investigation of events to determine causation factors and/or improper work/behavioral practices.

14.

Assists with the review of plans, designs and specifications for operations and facilities to identify proper hazard controls.

15.

Assists with the development, maintenance, and implementation of industrial hygiene and safety programs and services.

16.

Assists with and/or observes ergonomic evaluations of work stations and operations.

17.

Assists customers in implementation of integrated work management initiatives (IWMI) by gaining an understanding of operations, assisting with the development and review of integrated work documents (IWDs) and associated operating procedures to ensure hazards are appropriately identified and controlled, participating in pre-job walk-downs prior to commencement of work, and conducting periodic safety and health inspections to ensure compliance with applicable safety and health requirements.

Complies with IH/S, project organization, and site-specific requirements.

Assists with industrial hygiene and safety field measurements and evaluations, with direct supervision.

Assists in the development of hazardous materials communications.

21.

Assists with written technical reports based on the interpretation of data, observations, and current regulations.

22.

Assists with recommendations for changes in the work environment based on interpretations and principles of professional practices.

23.

Keeps current on existing and proposed changes in health and safety regulations.

24.

May assist with the design requirements for industrial hygiene and safety databases.

25.

Observes and learns how to assist emergency response.

26.

Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to industrial hygiene and safety.

27.

Assists with ensuring all industrial hygiene and safety work, materials, processes and final products meet quality specifications and are completed according to established requirements.

Contributes to the development of techniques and completes work in innovative and effective ways.

Some specific positions may require the application of advanced technical principles, theories, and concepts.

Job Knowledge

 Basic knowledge of Occupational Safety and Health Administration (OSHA) requirements, National Fire Protection Association (NFPA) life safety code, and 29 Code of Federal Regulations (CFR) 1910, General Industry, and 1926, Construction.

 Basic knowledge of and/or experience with industrial hygiene and safety controls and the surveillance of related safety measures and requirements.

 Basic knowledge of and/or experience with industrial hygiene/safety-related risk assessments and corrective actions.

 Basic knowledge of Laboratory requirements, environmental policies, practices and procedures, and federal, state, and local laws, regulations, policies, and procedures pertaining to industrial hygiene/safety.

 Basic knowledge of and/or experience with common and unique work hazards, occupational safety practices, operating configuration, and lockout/tagout policies and practices.

 Basic knowledge of and/or basic experience with techniques and procedures for IHS monitoring and sample analysis.

 Basic knowledge of electrical and mechanical systems, including facility and R&D.

 Basic knowledge of ergonomic and human factors design policies, practices, and guidelines.

 Basic knowledge and basic skill in observing worksite procedures, physical layouts, and in interviewing employees to gather information on operations, material used, and equipment that may result in illness, impairment, injury, or impact on the health of workers and members of the community.

 Basic experience in conducting research, investigating alternative solutions, and recommending solutions to problems affecting industrial hygiene/safety.

 Basic knowledge skill in preparing written reports.

 Basic skill to communicate basic elements of industrial hygiene/safety to technical and non-technical personnel.

 May require the basic knowledge and skill in coordinating with occupational medicine personnel regarding workers enrolled in the medical surveillance program.

 Basic skill in the preparation and presentation of industrial hygiene/safety technical reports.

 Basic knowledge and ability to evaluate hazard controls (i.e., personal protective equipment (PPE), engineering controls, and work practices) and recommend improvements to eliminate or reduce hazards.

 Basic ability to assist with accident investigations.

 Basic knowledge of statistical analysis techniques (descriptive and inferential) for trend identification.

 Basic knowledge of office automation application (i.e., spreadsheets, graphics, database management, communication practices, the compliance tracking system (CTS)).

 Basic knowledge and basic ability to review work plans, blueprints, specifications, and other documents to ensure the application of health standards for illness and injury prevention in the construction and

modification of facilities.

 Preferred requirements: At this level, an undergraduate degree in a science, engineering, industrial hygiene or safety, and at least one year of related experience may be acceptable. Individuals without an

undergraduate degree and at least one year of related experience must demonstrate knowledge and skills in their technical specialty and use that ability as a skilled specialist.

Education

 Position typically requires a minimum of two years related experience, or an equivalent combination of education and experience.

 This position may be subject to DOE Order 5480.20A, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the positions can successfully perform the requirements of the job.

(2) Education or experience that is job related may be substituted on a case-by-case basis. The degree may fulfill 3 of the 4 years of nuclear experience required on a one-for-one time basis.

(3) Experience consistent with the material being presented.

(4) Instructors who are responsible for instruction on subjects such as Technical Safety Requirements shall have received training on facility operating characteristics and principles, and operating limits (Safety Limits, Limiting Control Settings, and Limiting Conditions for Operation) and their bases.

(5) Instructors shall have demonstrated knowledge of instructional techniques through training or experience and be qualified by the Training Manager (or equivalent) for the material being presented.
