Poverty status is determined by comparing a family’s income to defined income thresholds that vary by family size and composition. An unemployed person is someone who does not have a job, but is actively looking for a job and is available for work. The unemployment rate is calculated as the number of unemployed persons in an age group divided by the sum of the number of employed and unemployed persons in that age group. A person who is not in the labor force is someone who does not have a job, and is not looking for one. The rate of labor force participation is calculated as the number of persons not in the labor force in an age group divided by the population in that age group.

Early Childhood Support Services (2017)
The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) provides federal funds for supplemental foods, health care referrals, and nutrition education for low-income pregnant, breastfeeding, and non-breastfeeding postpartum women, and to infants and children up to age five who are found to be at nutritional risk.
First Steps is a statewide early intervention system that provides services to children with
developmental disabilities from birth to age 3 and their families. First Steps is Kentucky's response to the federal Infant-Toddler Program. First Steps offers comprehensive services through a variety of community agencies and service disciplines for children with developmental delay.
The Kentucky Health Access Nurturing Development Services (HANDS) program is a voluntary home visitation program for any new or expectant parents. HANDS supports families as they build healthy, safe environments for the optimal growth and development of children. HANDS provides support throughout pregnancy and the first two years of a child’s life for families facing multiple challenges and burdens.

Subsidized Housing (2018)
Since passage of the U.S. Housing Act of 1937, the federal government has provided housing
assistance to low-income renters. Generally, households pay rent equal to 30 percent of their incomes while the federal government pays the remainder of rent. To qualify for a subsidy, an applicant’s income must initially fall below a certain income limit. Assistance provided under HUD programs falls into three categories: public housing, tenant-based, and privately owned project-based.
In public housing, local housing agencies receive allocations of HUD funding to build and operate housing. The housing is owned by the local agencies. Low-income renters may receive assistance only if they agree to live at a particular public housing project.
The housing choice voucher program is a tenant-based assistance program, which allows participants to find and lease housing in the private market. Subsidies are provided to the landlord to supplement the rent paid by low-income households. Under tenant-based programs, assisted households may move and take their subsidy with them. By contrast, subsidies provided to landlords within project-based programs are tied to the rental unit. The subsidy arrangement is termed project-project-based because the assisted household may not take the subsidy and move to another location. Unlike public housing, project-based units are built and operated by private landlords. The largest project-based program is the Section 8 program.

The Health Outcomes overall ranking represents how healthy a county is. It is derived from two types of health outcomes: how long people live (length of life) and how healthy people feel while alive (quality of life).
The Health Factors overall ranking represents what influences the health of a county. It is derived from four types of health factors: health behaviors, clinical care, social and economic factors, and the physical environment. In turn each of these factors is based on several measures:

Note: Population who are low income is defined as living at or below 200 percent of the federal poverty line. Not living close to a grocery store is defined as living further than one mile from a full service grocery store.
Food deserts are defined at the census tract level, when the tract is considered low income and low access. A tract is considered low income if the tract’s poverty rate is 20% or greater, or if the tract has a median family income less than or equal to 80% of the metropolitan area’s median family income. A census tract is considered to have low access if a significant number (at least 500 people) or share (at least 33%) of individuals in the tract is greater than one mile from the nearest grocery store.
