This amendment is raised for: A. Questions and Answers
Question no.1:
It’s my understanding that if the AED is deployed, it would most likely be used by a minimally trained
(BLS) or untrained responder. Is it fair to interpret that the customer is requesting a Public Access /
Regular workplace AED rather than a “professional rescuers AED” intended for use by minimally trained
responders or the lay-person?
Answer no.1:
Yes, a Public Access / Regular workplace AED similarly to the Philips model that was previously retained
Question no.2:
Would the customer prefer an AED with a superior battery warranty and device warranty than outlined in the RFP?
Answer no.2:
As long as the device can be delivered before the end of fiscal and at minimal cost, yes. (Newer models have 8 year warranties and should definitely be considered) The minimum lithium batteries warranty must be at least the amount stipulated in the SOW however, any device that exceed our basis specifications should be considered over devices that meet the basic requirements.
Question no.3:
Per the latest Heart & Stroke Guidelines, it’s “suggested” to use a CPR Feedback device with AED if
available. Is this something the customer is interested in having as part of the offering?
Answer no.3:
Could you please forward the latest H&S Guidelines?
To the best of my knowledge the CPR Feedback device is meant for CPR Training and is not a life saving
device, so the answer to your question would be no. Please correct me if I’m wrong.
As per the SOW, we do want:
All Download/Communication Cables and Software.
A minimum 5 year Warranty.
1 hard-copy owner/operator manual in both official languages of Canada.
**Any audiovisual or training material provided must be in both official languages**
1 hard-copy of the AED maintenance instructions and schedule.”
Question no.4:
There is no mention in the RFP about the customer’s AED energy delivery preference. Is it important for the customer to have an AED that automatically escalates energy beyond 150J if the first shock is unsuccessful for the patient?
Answer no.4:
We would prefer this option if possible. However, we need delivery by end of fiscal year so want to make sure that this would not cause unnecessary delays.
Question no.5:
Is the customer accepting bid proposals that include a different manufacturer model that meets or
exceeds the “mandatory specifications” outlined in Annex B?
Answer no.5:
As long as there are no further delays, the device will be delivered before the end of fiscal and as long as the device are fully bilingual with an English/French voice selection option at AED start-up without the need of adjusting device default settings.
Must: Provide voice commands and screen messages, in either English and French, to guide the
responder through the defibrillation process step-by-step. Provide CPR coaching by voice prompts and/or audio cues, in either English and French.
Question no.6:
ANNEX A-REQUIREMENT/BASIS OF PAYMENT
Under this section, Item 06 the description states AED Trainer 3 but the item number referenced is for an AED International Wall Sign-Green.
Please confirm you are looking for AED Trainer 3 item number 861467 in your Request for Proposal.
Answer no.6:
We are requesting both, AED Trainer and wall signs to identify AED locations. Please provide your
working document; On our copy of the Statement of Work, item 6.0 refers to “6.0 PROCESS FOR
REQUESTING SERVICE DURING WARRANTY PERIOD”.
Question no.7:
Section 6.2.1 Installation
On-site installation must be provided and be carried out by a qualified service technician.
AED cabinet installation may be safer and definitely more cost effective if completed by a member of the building maintenance team at each site. The maintenance team will have knowledge of what is behind the walls where the AED cabinets will be mounted. Having your own specialist install the cabinet is also far more cost effective than hiring a third party contractor.
The installation of the cabinet is simple and we provide an easy to follow step by step instruction sheet. Installation consists of drilling 4 screws into the wall through the predrilled holes on the back of the
Would you consider the option of having a member of your maintenance team at each site provide the installation of the AED cabinet? If that is not an option, please define "qualified service technician."

We will have our maintenance staff or building management maintenance teams install the AEDS, as previously specified and confirmed.
Question no.8:
In reference to section 3.1.1 Installation you state that “On-site installation must be provided and be

Given the multiple provinces and delivery locations, is it possible to reevaluate the installation requirement for this bid? We have not been required to install on similar AED tenders.
