Rationale Student Commendations

Alvin ISD is proud to announce that 11 students from their high school music programs have been chosen for the 2021 Texas Music Educators Association All-State Band and Choir. High school students selected for this honor have competed through multiple auditions to qualify at the state level. All-State is the highest honor a Texas music student can receive. The competition, sponsored by the Texas Music Educators

Association, is a competitive process that begins throughout the state in auditions hosted by 33 TMEA Regions. Individual

musicians perform selected music for a panel of judges who rank each instrument or voice part. From this ranking, a select group of musicians advance from their Region to compete against musicians from other areas in eight TMEA Area competitions. The highest-ranking musicians judged at the TMEA Area competitions qualify for the TMEA All-State music group.

Congratulations to these outstanding students and their directors.

Alvin Elementary has a student, Jordan Hicks, who lost

everything in a house fire. Mrs. Webster and Mrs. McCord’s 5th grade classes took it upon themselves to raise money for him so that he can go out and buy the clothes he likes. This wasn't a teacher idea. It was all the student’s idea. They opened up their hearts to someone in need. These two classes raised $500 to give to their classmate. One student, Bristol Overby, brought in her $200 Christmas money and gave it to him! In the present state the world is in, there is hope that our youth will become adults who truly care about others. We have Jordan, the student who lost everything in the fire and his classmate Bristol, who donated her $200 Christmas money, and Mrs. Webster and Mrs. McCord here to accept the commendation on behalf of their classmates.

On January 12, 2021 the Alvin Independent School District Board of Trustees met for a Regular Meeting at the Alvin Independent School District – 301 E. House Street – Alvin, Texas with the following members present:

Cheryl Harris, Tiffany Wennerstrom Earl Humbird, Regan Metoyer, Nicole Tonini, Julie Pickren and Vivian Scheibel

Superintendent Nelson and other administrative staff were also present.

ITEMS #1 - CALL MEETING TO ORDER

President Humbird called the

meeting to order at 7:00 p.m. in accordance with the Texas Open Meetings Act, Texas Government Code Section 551.001 stating that a quorum of Board members was present notice was duly posted in accordance with the Texas Open Meetings Act, Texas Government code Section551.001.

Superintendent Nelson reviewed current and upcoming district activities. She also gave an in depth review of the Covid Cares Act.

The Board of Trustees was then recognized and honored with an appreciation video and small gift in honor of School Board Appreciation Month.

to engage students and meet their remote learning needs. Learners were challenged to design and build healthy spaces for animals and humans to coexist in Minecraft.

Isabella Morales and Naaman

Roberts, members of Team Cubic Force, competed with over 1,250 teams from 61 countries around the world. They were 1 of 3 finalists in the 2020 Minecraft Global Build Championship with their world, “Terrapod and Aquapod.” Special recognition was given to their Instructional Technology teacher, Ms. Rita Coulon, as well.

Per Texas Education Code 44.031, contracts for the purchase of goods and services valued at $50,000 or more will be presented for award based on approval competitive proposal method. This RFP meets these requirements. This non-exclusive proposal is requested for a one year contract with a two year renewal extension.

Per CH (local) a single item over $75,000 must have Board approval. Currently Tyler Technologies – meets the criteria of Board approval for an expenditure over $75,000. Munis, the financial management system utilized by Alvin ISD, is from Tyler Technologies. (We are within the 7-year contracted service period agreed upon in 2015) with a current yearly renewal cost of approximately $158,000.00 for Munis support and application software maintenance. ITEM G – REQUEST TO CONSIDER

PURCHASE

The roof at RL Stevenson Primary has reached the end of its life cycle and is experiencing multiple water leaks. The Board was asked to approve the replacement from Jaco Roofing and Construction, using interlocal purchasing agreement cooperative pricing as presented

with funding through a budget amendment.

CALENDAR

The District Education Improvement

Committee (DEIC), which is

comprised of teachers, parents and community leaders, collaborated over several meetings to create the

2021-22 Alvin ISD Academic

Calendar. The committee members went through a process of collecting data and input from parents,

district staff and community

members and then sharing the information at the December Board meeting. The community also had an opportunity in November to submit comments about the draft

calendar through a Qualtrics

survey. The committee then reviewed all of the information gathered to create the recommended calendar for Board approval.

The calendar includes:

 173 Student Instructional Days

 77,370 Instructional minutes

 187 Teacher Working Days

August 18th is the first day of school

for Pre-K, Kindergarten, 6th Graders

and 9th Graders. This is considered

a transition day.

The first day for all other students will be August 19, 2021.

Trustee Harris made a motion to approve the 2021-2022 Alvin ISD calendar as presented. Trustee

CONSIDER APPROVAL OF COVID RESPONSE RESOLUTION

The COVID-19 Pandemic has

presented unique challenges that have necessitated an extraordinary response to meet the needs of Alvin ISD’s students.

Trustee Wennerstrom made a

motion to approve the following resolution presented in response to these significant circumstances. Trustee Metoyer Peterson seconded

the motion. Motion carried

A RESOLUTION OF THE

ALVIN INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES

WHEREAS, the Alvin Independent School District (the “District”) has always been and will remain committed to providing the best possible educational opportunities for its students while at the same time being good stewards of its resources;

WHEREAS, due to the COVID-19 global pandemic, Alvin ISD staff members have faced unprecedented challenges in providing instruction to students and carrying out the operations of the District simultaneously in virtual and physical space;

WHEREAS, due to the COVID-19 global pandemic, Alvin ISD staff members have assumed and will continue to assume additional or increased duties, beyond their normal job duties;

WHEREAS, these challenges and a number of other factors have contributed to increased responsibilities and added stress among school district personnel in Alvin ISD and nationwide;

WHEREAS, the Alvin Independent School District Board of Trustees believes that the District’s educational mission and thus its public purpose is served by retaining its committed, experienced and skilled staff members; and

WHEREAS, the Alvin Independent School District Board of Trustees finds that establishing a COVID-19 Pandemic Staff Retention Incentive Program for all permanent staff will further the District’s stated public purpose, and as set forth herein, and will establish sufficient controls to ensure that this public purpose and the attendant benefit to the District is achieved.

NOW, THEREFORE, BE IT RESOLVED:

That the Alvin ISD COVID-19 Pandemic Staff Retention Incentive Program will provide a one-time salary supplement to each permanent staff member in the 2021 Spring semester, for additional duties performed due to the COVID-19 Pandemic, as follows:

a. Payment will be in the amount of $500.00; b. Individuals must be actively employed by

the District on January 5, 2021.

BE IT FINALLY RESOLVED that the Superintendent of Schools is authorized by the Board to take such actions necessary and appropriate to implement the intent of this Resolution.

(FFCRA) RESOLUTION

EXTENDING PAID AND UNPAID SICK LEAVE

Leave benefits that employers are required to provide through the Families First Coronavirus Relief Act (FFCRA) expired on December 31, 2020. Due to the ongoing need for employees to take paid and unpaid leave that is currently covered under the FFCRAQ, the resolution below will allow for Alvin ISD to continue to temporarily provide additional paid and unpaid leave options to employees. This resolution gives the district the option to offer additional leave tailored to the district’s needs. Trustee Pickren made a motion to approve the following resolution. Trustee Tonini seconded the motion. Motion carried unanimously (7-0).

Resolution of the Alvin Independent School District Board of Trustees

Regarding Extension of Time to Use Sick Leave in Accordance with the Families First Coronavirus Response Act

WHEREAS, the Families First Coronavirus Response Act (FFCRA)requires the Alvin Independent School District to provide its employees with up to 80 hours of paid sick leave for specified reasons related to COVID-19; and

WHEREAS, the entitlement of Alvin ISD employees of up to 80 hours of sick leave under the provisions of the FFCRA apply from April 1, 2020 through December 31, 2020; and

WHEREAS, the Board finds that a need exists to extend until the end of the 2020-2021 school year the ability of employees to avail themselves of up to 80 hours of paid sick leave in accordance with the terms of the FFCRA; and

WHEREAS, the Board concludes that an extension of time through the end of the 2020-2021 school year for employees to use up to 80 hours of paid sick leave according to the terms of the FFCRA serves the public purposes of protecting students and staff, maintaining morale, and reducing turnover.

NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Alvin Independent School District authorizes allowing employees until the end of the 2020-2021 school year to use up to 80 hours of paid sick leave according to the terms of the FFCRA.

On February 3, 2021 the Alvin Independent School District Board of Trustees met at noon for a Workshop Meeting at the Alvin ISD Administration Building – 301 E. House Street – Alvin, TX 77511.

Earl Humbird, Regan Metoyer Peterson and Chery Harris were in attendance. Trustees Tonini, Wennerstrom, Pickren and Scheibel were unable to attend the meeting.

This proposal was established to qualify approved vendors under the State Purchasing Guidelines CH Legal and Education Code 44.031(a) whereby school districts are required to utilize a competitive bidding method that provides the best value for the district when making purchases valued at $50,000 or more in the aggregate for a 12- month period. To satisfy this State Law, Alvin ISD extended this proposal.

The proposal was extended based on prior year’s usage, staff requests and vendor requests. Over 110 vendors were extended packets by email. There were 46 qualified responses. Additional information on the proposal was extended through notice in our county newspaper, emails to budget managers as well as the District website to solicit participation in our bidding process. The proposal was monitored through our Purchasing Department for participation and evaluation.

A non-exclusive award is requested to allow each participating vendor to supply discounts off catalog pricing and company price quote requests to meet our campuses and departments classroom needs at the lowest practical price and best value with the flexibility to purchase from a list of approved qualified vendors meeting the terms and conditions established for this contract.

This proposal is requested for award under a one-year contract with a two (2) year renewal extension as long as both parties agree to the terms of the contract for use on an as needed basis and funds are available for these

commodities. Renewal of this contract is not anticipated until February, 2024. Additional proposals of this nature may be extended for vendor participation; however, this will not disqualify any vendors awarded under this contract, but will allow for additional vendor participation in the future under these commodities.

Attached please find the vendor profiles that details the approved qualified vendor information, commodity sub-category discounts off catalogs and other pertinent information extracted from their qualified proposals. Request approval for award to all vendors meeting specifications outlined under the Proposal #2102 GENERAL

OPERATING EXPENSE- RFP as a non-exclusive award.

____________________________________________________________________________________________ Policies and procedures have been established to provide for any and all Service Contract Proposals to be extended monthly for board award due to the total aggregates in any given category being over the $50,000 threshold pursuant of 44.031 (a) and 44.031(f). These are January’s submissions for award by the board at the February board meeting. All proposals and agreements were extended meeting the specified commodity code qualifications identified per contracts. The proposals and agreements were made available on the Alvin ISD Website, as well as, staff were informed of the proposal process and encouraged to contact vendors.

We are requesting all proposals to be awarded as NON-EXCLUSIVE contracts as one by which multiple vendors may be designated as suppliers for the items covered under the terms of the contract for the duration of said contract. Contracted Consultant Proposal (CCP)– #2102CS RFP

Under the state Purchasing Law, Subsection 44.031(f) in regards to Professional Services, architects, attorneys, CPAs, engineers and fiscal agents may opted to follow Texas Government Code 2254.003 for the award of a contract. Additionally information under 44.031 (f), states competitive bids shall not be solicited for professional services of any licensed or registered certified public accountant, architect, landscape architect, land surveyor, physician, optometrist, professional engineer, state-certified or state-licensed real estate appraiser, or registered nurse. Texas Government Code 2254.003 basically states that the District “may not select a provider of professional services or a group or association of providers or award a contract for the services on the basis of competitive bids submitted for the contract or for the services, but shall make the selection and award on the basis of demonstrated competence and qualifications to perform the services; and for a fair and reasonable price.”

Upon review of the currently received Professional Services Contract, vendors shall be required to meet the CH (Local) provision whereby any single line item over $75,000 must have Board approval, regardless of whether the goods or services are competitively bid. Currently, we have the 5 following vendors that will meet the criteria of Board approval for single line item expenditure over $75,000.

JOINT CONTRACT FOR ELECTION SERVICES

THIS CONTRACT (this “Agreement”) is made effective as of the Effective Date (as defined below), by and between the ALVIN INDEPENDENT SCHOOL DISTRICT, TEXAS, acting by and through its governing body, hereinafter referred to as “ Political Subdivision,” and County Clerk of Brazoria County, Texas, hereinafter referred to as “County,” and by authority of Section 31.092(a), Texas Election Code, and Chapter 791, Texas Local Government Code, for the conduct and supervision of the Political Subdivision’s election to be held on MAY 1, 2021. Political Subdivision and County may be referred to individually as a “Party” and collectively as “the Parties.”

This contract is made by and between the ALVIN INDEPENDENT SCHOOL DISTRICT, TEXAS, acting by and through its governing body, hereinafter referred to as “Political Subdivision,” and the County Election Officer of Brazoria County, defined by statute as the County Clerk through the authority set forth in Texas Election Code §§31.091 and 31.092. The purpose of this contract is for the performance of election services as authorized by statute. This contract shall serve as the general contract for each election for which the Political Subdivision requests the assistance of the County Clerk. Provisions specific to each particular election will be included as an attachment to the original contract. Political Subdivision and County Clerk may be referred to individually as “Party” or collectively as “Parties.”

RECITALS

The County Clerk has care, custody, and control over the electronic voting system, the Hart InterCivic Verity Voting System (Version 2.4), which has been duly approved by the Secretary of State pursuant to Texas Election Code Chapter 122, as amended, and is compliant with the accessibility requirements set forth by Texas Election Code Section 61.012. Political Subdivision desires to use the electronic voting system and to compensate the County Clerk for such use and to share in certain other expenses connected with joint elections in accordance with the applicable provisions of Chapters 31 and 271 of the Texas Election Code.

NOW, THEREFORE, in consideration of the mutual covenants, agreements, and benefits to the parties, IT IS AGREED as follows:

I. ADMINISTRATION

The Parties agree to hold a “Joint Election” in accordance with Chapter 271 of the Texas Election Code and this Agreement. The County Clerk shall coordinate, supervise, and handle all aspects of administering the Joint Election as provided in this Agreement. Political Subdivision agrees to pay County Clerk for equipment, supplies, services, and administrative costs as provided in this Agreement. The County Clerk shall serve as the administrator for the Joint Election;

however, the Political Subdivision shall remain responsible for the decisions and actions of its officers necessary for the lawful conduct of its election. The County Clerk shall provide advisory services in connection with decisions to be made and actions to be taken by the officers of the Political Subdivision.

It is understood that other political subdivisions may wish to participate in the use of the electronic voting system and polling places, and it is agreed that the County Clerk may enter into
