January – March 2014

Integrated Pipeline Project

The Integrated Pipeline (IPL) is a regional partnership for water supply between Tarrant Regional Water District (TRWD) and the City of Dallas Water Utilities (DWU). This vital project exhibits a commitment by two of the region’s largest water providers to meet water demands for an increasing population in the Dallas/Fort Worth metroplex.

When completed, the IPL will extend approximately 150 miles from Lake Palestine to Lake Benbrook interconnecting Cedar Creek and Richland Chambers reservoirs. Raw water delivery capabilities for both agencies will increase by a combined 350 million gallons per day (MGD), providing operational flexibility, energy efficiency, and construction cost savings to the more than 5 million existing residents.

Fair Opportunity Purchasing and Contracting Policy

TRWD and DWU are committed to promoting the utilization of Minority/Women Owned Business Enterprises (M/WBE) and Historically Underutilized Business (HUB). In a concerted effort, the IPL Fair Opportunity Purchasing and Contracting (FOPC) Policy was developed to encourage procurement of goods, equipment and services through M/WBE|HUB Contractors and vendors.

The FOPC policy establishes the following primary program goals:

• A 25% good faith effort for all phases of the project;

• Develop opportunities for M/WBE|HUB companies;

• Create networking opportunities to encourage prime and sub-contractors teaming agreements;

• Sponsor or identify training programs or events to increase firm capabilities and services;

• Assist eligible firms in obtaining certifications through identified registration authorities; • Coordinate efforts between TRWD and DWU,

as well as local chambers, advocacy groups, local trade organizations and other small business enterprise assistance agencies in order to increase local business utilization.

Public Outreach Program

A list of programs currently in effect with a brief description is provided below:

Consultant Liaison Program

On a monthly basis, a representative of the Public Outreach staff contacts M/WBE firms currently under contract for the IPL Project. The primary objective of the Liaison Program is to ensure that M/WBE firms are having a good experience with the IPL. The Liaison Team provides assistance or training for these sub-consultants. Another focus of the Liaison Program is to provide a connection to the IPL Project team and to encourage identification of needs that sub-contractors may have in regard to the IPL.

Networking Program

Networking events are planned to create opportunities for M/WBE|HUB firms to maximize potential teaming opportunities. Similar events sponsored by local agencies are identified and attended to increase IPL opportunities within the local community.

Public Outreach Pre-Screening Program

As the IPL Project team prepares for construction, the pre-screening program identifies sub-contractors that have specific capabilities and/or services required for large pipeline and pump station construction. The information for this will be available for potential prime contractors in order to better match project needs with firm capabilities to further encourage M/WBE|HUB firm utilization.

Public Outreach Pre-Screening Program Statistics • 109 total pre-screened vendors to date; • Of the 1 0 9 vendors, roughly 45 are

professional services and the remaining 58 are contractors and suppliers;

• 3 joint ventures prepared to bid on Section 15-1;

• M/WBE vendor was apparent low bidder on the valves

Below is a summary of completed or planned effort or design, construction and/or supporting services specific to the Integrated Pipeline project.

• Pre Proposal for Procurement Package 03 - Gate Valves.

IPLProject.com was created in 2013 under

ongoing and continuous revisions and updates in order to better inform those interested in the IPL Project.

This site includes the following:

• General overview, timeline and map of the IPL Project.

• Program management information, including design components

• Relevant and pertinent news articles pertaining to the IPL.

• An informative ‘Contracting’ tab with links to our vendor database and pre-screening questionnaire, as well as the highly anticipated ‘Bid Opportunities’ information. • Frequently asked questions with answers to

some of the most commonly received questions from our ‘Contact Us’ database. IPLProject.com Google Analytic Statistics

• To date, the site has received 3,521 visits with 72.82% of these visits falling in the new visitor category.

• 27% of the total visits are considered returning visitors to the site.

• The average number of pages viewed during one site visit totals 3.57 pages, more than half of the sites total content.

The IPL Outreach Team actively participates in community events and M/WBE|HUB networking activities, by partnering with local M/WBE|HUB organizations.

Outreach Activities and Events for Next Quarter:

- Public outreach event scheduled in Ellis County;

- Continue to inform local firms about the pre-screening program and encourage good faith effort - The Public Outreach Coordinator will continue to meet with 10 M/WBE|HUB firms

- The Liaison Program will interface with IPL M/WBE firms to provide resources for a positive growth experience.

Certification Assistance

Firms interested in the IPL Project request assistance and guidance in becoming certified as an M/WBE/HUB. The IPL PROJECT MHL Business Coordination Team has assisted 3 firms with certification this quarter, and continues to meet with additional firms to help them get their certification. Validation of Certification

In order for a firm to be counted towards the overall M/WBE/HUB participation goal, the M/WBE/HUB firm must maintain a valid and up-to-date M/WBE/HUB certification. To date, the IPL Project Team has successfully awarded 65 contracts certified M/WBE|HUB firms shown in the list below:
