QP Certification Statement A

As the qualified person, I certify that: *

A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.

As of 2013/01/07, no phase two environmental site assessment

is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property.

As of 2013/01/07, in my opinion, based on the phase one environmental site

assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.

I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry.

The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location.

I do not hold and have not held

a direct or indirect interest in the RSC property or any property

which includes the RSC property and was the subject of a phase one or two environmental site assessment or risk assessment upon which this record of site condition is based

Premise for Filing the Record of Site Condition

Soil Engineers Ltd. was retained to carry out a Phase One Environmental Site

Assessment (ESA) at a property located at the northwest corner of Torbram Road and

Countryside Drive in the City of Brampton.

The Phase One report is titled:

Throughout the years, the Phase One Property has been used for agricultural purposes.

The RSC Property is a portion of the Phase One Property, as shown on Drawing No. 1.

At the time of the site visit, the RSC Property consists of a vacant agricultural field.

There is no structure on the RSC Property.

Our Phase One ESA has revealed that there is low potential for any environmental

concern attendant to the Phase One Site and within the Phase One Study Area.

Therefore, no further environmental investigation is recommended as we find the Phase

One Site suitable for the proposed development. This Record of Site Condition (RSC) is

being submitted in support of a mixed use residential and commercial subdivision.

The Phase One Conceptual Site Model includes information obtained during the

Phase One Investigation. The following table includes information and references to

drawings that pertain to the Phase One Property and the RSC Property.

(iv) Phase One Conceptual Site Model

Information Pertaining to Site

Figures of the of the phase one study area are provided that:

i. Show any existing buildings and structures There is no structure or building located on the Phase One Property and the RSC Property. Please refer to Drawing No. 1. ii. Identify and locate water bodies located in whole

or in part on the phase one study area

There is no body of water located on the Phase One Property and the RSC Property. There is an intermittent water channel located approximately 120 m south of the RSC Property.

iii. Identify and locate any areas of natural significance located in whole or in part on the phase study area

Please note that there are no identified Areas of Natural or Scientific Interest located within the Phase One Study Area. iv. Locate any drinking water wells at the phase one

property,

There is no well on the Phase One Property and the RSC Property. However, there are wells within the Phase One Study Area. Refer to Drawing No. 1.

v. Show roads, including names, within the phase one study area

Refer to Drawing No. 1. vi. Show uses of properties adjacent to the phase one

property

Refer to Drawing No. 1. vii. Identify and locate areas where any potentially

contaminating activity has occurred.

Please note that there is no potentially contaminating activity pertaining to the Phase One Property, the RSC Property and the Phase One Study Area.

viii. Identify and locate any areas of potential environmental concern.

There is no area of potential environmental concern pertaining to the Phase One Property and the RSC Property.

The following is a description and assessment of:

There is no potentially contaminating activity and no contaminant of potential

Underground Utilities

There are no underground utilities beneath the RSC Property. It is not

expected that any underground utilities will affect the distribution or transport

of potential contaminants.

c)

Geological and Hydrogeological Information

A geological map of the area was located at the Geological Survey of Ontario

Interactive Mapping Website on October 29, 2012.

The map indicates that the

RSC Property is generally underlain by Clay Loam Materials.

A watershed map generated by the Toronto and Region Conservation

Authority (TRCA) was located on October 29, 2012, showing that the subject

site is in the Humber River Watershed (West Humber River). Based on the

well records and information obtained from the TRCA, the approximate depth

below the prevailing ground surface to the nearest aquitard (Halton Aquitard)

is approximately 15 to 20 m. Based on the well records in the area, the depth

to bedrock is on average approximately 40 m below the prevailing ground

surface.

Furthermore, based on the topography of the Phase One Study Area and

information obtained through the MOE Well Records, the assumed

groundwater flow direction at the RSC Property is towards the east.

d)

Uncertainty or Absence of Information

Please note that the occupancy records were minimal pertaining to the Phase

One Property, RSC Property and Phase One Study Area. There was no other

uncertainty discovered in the remainder of the review of records, the interviews

and the site visit. The lack of occupancy records does not influence the
