Curbside Activities on 34th Street

In order to inform the preliminary design of the 34

th

Street Transitway, the New York City

Department of Transportation (DOT) set out in fall 2010 to collect detailed information on

curbside activities and needs along each block of 34

th

Street. DOT sought input from 34

th

Street

stakeholders at four Community Forums held in October and November of 2010, which gave

attendees a chance to learn about the Transitway project and speak directly to project staff. The

Community Forums were advertised through the project’s Community Advisory Committee,

online, and by fliers hand-delivered to each building on 34

th

Street.

During the forums, information on curbside activities was collected through a survey, which

gave participants an opportunity to provide detailed information on specific buildings, as well as

through comments and suggestions on the project. Stakeholders who could not attend a forum

were encouraged to fill out the survey online, or contact DOT project staff directly. DOT also

sent a letter to each 34

th

Street property owner notifying them of the project and the curbside

activities survey.

In addition to the Community Forums and survey, DOT reached out directly to building

managers to discuss typical curbside activities and needs of different building types, with a focus

on buildings with side street and avenue access. Project staff also conducted field observations of

curbside activities on 34

th

Street, 33

rd

Street and 35

th

Street, as well as along the adjoining

avenues, and reviewed GPS data on taxi drop-offs and pick-ups along the corridor. In addition,

DOT met with representatives of the trucking industry, including the New York State Motor

Truck Association and the International Brotherhood of Teamsters, to discuss delivery practices

on 34

th

Street.

Community Forums and Survey Summary

Four Community Forums in October and November 2010:

Curbside Activities Survey: Key Findings

Through the outreach process, DOT gained a thorough understanding of the curbside activities of

34

th

Street users. The main conclusion of the analysis is that the design of the proposed

Transitway must accommodate curbside access needs to work for residents and businesses.

Additional findings include:

Curbside access is key to businesses and the quality of life of residents

A wide variety of curbside activities occur throughout the day

The highest frequency of curbside activities is during daytime hours

Curbside needs vary by building type and by side street access

Certain curb activities must occur right in front of buildings, e.g. Access-A-Ride, oil

deliveries

Specific populations, such as the elderly, people with disabilities, and families with small

children, require special attention in the design

Curbside Activities

34

th

Street is home to a number of different land uses and building types. The charts on the

following pages list the curbside activities of each building type, broken out by whether the

building has a service entrance or second entrance on a side street or avenue. Activities are

classified by frequency of occurrence. The list of curbside activities for each building type is

intended to be expansive, including all possible activities for that specific building type.
