FOR ENGAGEMENT OF FACILITY MANAGEMENT SERVICES PROVIDER
Mazagon Dock Limited (MDL) invites Expression of Interest (EOI) from reputed Facility Management companies interested in working with MDL for providing facility management services.
While the EOI responses may contain indicative commercially relevant information, it will not be construed to be a commercial bid. Bidders are advised to carefully review and submit all relevant information with their EOI bids.
The deadline for submission of the EOI bids is 9th March, 2015 at 1430 hrs. The

1. PREAMBLE
1.1 Mazagon Dock Limited (MDL) is a Public Sector Undertaking (PSU) fully owned by the Government of India under the administrative control of Department of Defence Production, Ministry of Defence. MDL’s core activities/businesses are Shipbuilding, Submarine Construction and Heavy Engineering Works.
1.2 MDL is a Mini Ratna Category-I Central Public Sector Enterprise (CPSE) with turnover in excess of `2850 Crores. MDL has been actively contributing towards the ‘Swachh Bharat Mission’ call given by the Hon’ble Prime Minister of India.
1.3 MDL’s facilities are located at Dockyard Road, Mumbai, which is spread over an area of 30.55 hectares. The facilities include Office Buildings, Workshops (open & closed), Marine Structures with shore access, Residential Buildings, Gardens, internal road networks etc. In addition to the above, MDL also has Storage Yards at Anik Chembur & Sewree admeasuring 10.93 hectares & 3.35 hectares respectively, which comprises of stores sheds, offices, Canteen, Gardens, internal roads etc.
1.4 MDL presently engages multiple agencies for carrying out various housekeeping, maintenance, gardening, pest control activities etc. In order to have coordinated efforts towards achieving cleanship at workplaces and common areas with a view to improve the overall ambience within the Yards, MDL proposes to engage the services of a ‘Facility Management Services’ provider under one umbrella with ‘Single Point Contact & Responsibility’.
1.5 MDL intends to engage a Facility Management Services provider for Housekeeping, Gardening & Pest Control services.
2. INFORMATION TO APPLICANTS:
2.1 EOI documents shall be downloaded from our Mazagon Dock Limited’s website at www.mazagondock.gov.in Tenders Technical Services.
2.2 Applications shall be submitted in a sealed envelope super scribing “Expression of Interest (EOI) for engagement of Facility Management Services Provider”
on or before 09 March, 2015 up to 1430 hours in the office of

2.3 The application shall be submitted only as per the enclosed format (s) along with Annexure I to VII. Self attested documentary proof(s) in respect of the details furnished in the application form shall be submitted along with the application. The intending applicants shall also submit the list of such projects where due to any disputes, litigation/arbitration was invoked and or the services were abandoned/suspended by the Facility Management Service Provider. Suppression of any information in this regard may lead to cancellation of engagement of the Facility Management Service Provider concerned, if such information comes to the notice of MDL after empanelment. Incomplete applications will be summarily rejected.
2.4 The application shall be signed by the authorized person (s) of the firm. All pages of the documents shall be signed / sealed.
2.5 MDL reserves the right to reject any or all applications without assigning any reason thereof.
2.6 The engagement of the Facility Management Services Provider will be for a period of 02 years or till fresh engagement is done whichever is earlier.
3. INSTRUCTIONS TO APPLICANTS:
3.1 GENERAL
a) The applicants are requested to visit the site and understand the requirements of MDL before submission of the EOI. Requests for site visits can be made on email id [email protected] indicating the details of personnel, date & time for the visit.
b) All information requested for in the enclosed forms should be furnished against the respective columns in the format. Applicants are cautioned that non-submission of complete information as per the required formats or making any change in the prescribed forms may result in the application being summarily rejected.
c) The application shall be type written. The applicant’s name, signature and stamp shall appear on each page of the application form.
d) The application form as downloaded from the website of MDL www.mazagondock.gov.in, only shall be submitted.
e) Copies of the References, information, work orders and completion certificates from the respective clients certifying the suitability, technical know-how, experience or capability of the applicant shall be submitted by the applicant, which could be verified by MDL, when required.
f) The applicants are advised to attach any additional information which he thinks fit and necessary in regard to proving his capabilities. No further information will be entertained after submission of the application unless it is called for by the MDL.
g) The cost incurred by the applicants in preparation & submission of this application, providing clarifications or attending discussions in connection with process of empanelment shall be borne by the applicant and MDL in no way will be responsible or liable for these costs regardless of the outcome of the process.
3.2 DEFINITIONS
a) In the document, the following words and expressions shall have the meaning hereby assigned to them except where the context otherwise requires:
I) "Employer/Client" means Mazagon Dock Limited (MDL) of Dockyard road, Mazagon, Mumbai-400 010, Nhava Yard, Anik Chembur Yard, Sewri Stores and include the employer's representatives or successors.
II) “Applicant” means individual, proprietary firm, Partnership firm, Private Limited Company, Limited Company whose application has been received by the employer and includes the applicant’s personal representatives, successors and permitted assigns.
a) If the application is made by a proprietary firm, it shall be signed by the Proprietor above his full typewritten name and full name of his firm with the current address.
b) If the application is made by a firm in partnership, it shall be signed by all the partners of the firm above their full typewritten names and current addresses or alternatively by a partner holding Power of Attorney for signing the application, in which case a certified copy of Partnership Deed shall accompany the application.
c) If the application is made by a Limited Company, it shall be signed by a duly authorized person holding the Power of Attorney for signing the application, in which case a certified copy of the Power of Attorney issued by the Board of Directors shall accompany the application.
3.4 FINAL DECISION MAKING AUTHORITY
a) The Employer reserves the right to reject or accept any one or all applications and to annul the process and reject all the applications at any time without assigning any reason(s) thereof and without thereby incurring any liability to the affected applicant or without informing the applicants of the grounds for the Employer’s action.
4. SUBMISSION OF PROPOSALS:
4.1 The applications submitted by the interested Applicants should contain the following:
a) Profile: Company Profile detailing the services provided, list of Clientele, ISO Certification, Awards won etc.
b) Plan: Detailed Plan on how they wish to handle the entire activity.
c) Manpower: Assessment & deployment of total manpower required in different categories like Managerial, Supervisory, Workers, Gardeners, Technicians etc. with details like qualifications and the extent of experience, as applicable. d) Equipments & Machinery: Deployment of Equipments, Machineries, Tools &
Tackles required for carrying out the job.
e) Consumables: List of Consumables required for the desired level of Housekeeping, Gardening & Pest Control operations.
f) Documentation/Certification: Details of documents to be generated for ensuring effective and prompt services and Work Done certification.
g) Quality Assurance Plan: Detailed Inspection & Test Plan for activities involved indicating various levels of inspection and documentation.
h) Past Experience: List of completed assignments enclosing copies of Work Orders/Contract Agreements & Work Completion Certificates or Appreciation Letters from Clients.
i) Ongoing Projects: List of ongoing projects enclosing copies of Work Orders/Contract Agreements.
j) Financial Parameters: Copies of certified Audit Balance Sheets & Profit and Loss Accounts
5. PERIOD OF ENGAGEMENT:
5.1 The engagement of the Facility Management Services provider will be for a
period of 02 (Two) Years from the date of notification of the same. However, MDL reserves the rights to cancel the engagement of the Facility Management Services provider in case the services are not found satisfactory and request afresh proposals for engagement at any time.
5.2 MDL reserves the right to extend the period of engagement of the Facility Management Services provider for a further period of one year depending on the
requirement and performance of the Service Provider. The decision of MDL in this regard would be final.
6. CORRUPT OR FRAUDULENT PRACTICES
6.1 Mazagon Dock Limited requires that Applicants observe the highest standard of ethics during the submission of applications and further process of engagement of the Service Provider. In pursuance of this policy, MDL defines, for the purpose of these provisions, the following terms set forth below:
a) “corrupt practice” means the offering, giving, receiving or soliciting of any thing of value to influence the action of a public official in the selection process or contract execution; and
b) “fraudulent practice” means a misrepresentation of facts in order to influence the selection process to the detriment of the Employer, and includes collusive practice among Applicants (prior to or after submission of applications) to deprive the Employer of the benefits of free and open competition.
I) Will reject a proposal for award of work if it is determined that the Applicant shortlisted has engaged in corrupt or fraudulent practices in competing for the contract in question.
II) Will declare a Applicant ineligible, either indefinitely or for a stated period of time, to be awarded a contract / contracts, if it at any time determines that the Applicant has engaged in corrupt or fraudulent practices in competing for, or in executing the contract.
7. PROCESS OF ENGAGEMENT:
7.1 Submissions of applications against the Expression of Interest (EOI) do not automatically entitle the Applicants for award of contract.
7.2 Based on the proposals received from the interested Applicants and subsequent discussions with the respondent Applicants, MDL will formulate a detailed Scope of Work & Specifications to be incorporated in the Tender Document.
7.3 Tenders will be invited in two bids system with specific pre-qualification criteria for assessment of technical capability of the bidders.
7.4 Bidders qualifying in the Part-I bid shall only be eligible for opening of the Part-II (Price Bids).
8. BROAD SCOPE OF WORK FOR FACILITY MANAGEMENT SERVICE:
8.1 Mazagon Dock Ltd Office premises are located at Dockyard Road, Sewree and Chembur. Mazagon Dock Ltd Residential premises are located at Dockyard road,Vashi and Belapur.
a) PART I :INDOOR PREMISES
i) Cleaning/housekeeping of Indoor premises i.e. offices,buildings,shops,canteens & toilets, urinals, washplaces in buildings/shops in MDL's North Yard, South Yard,East Yard, MMP, Alcock Yard, Sewree Store at Sewree, Anik Chembur Yard at Chembur. ii) Approx. area for housekeeping = 2 Lakh Sq. M.
i) Cleaning / housekeeping of Outdoor premises i.e. Internal roads/pathways, paved areas, etc in MDL's North Yard, South Yard,East Yard,MMP, Alcock Yard, Sewree Yard, Anik Chembur Yard.
ii) Approx. area for housekeeping = 1.25 Lakh Sq. M.
c) PART III: RESIDENTIAL PREMISES
i) Cleaning / housekeeping of MDL's Residential premises at Dockyard Road,Mumbai and Vashi -Belapur at Navi Mumbai. It includes cleaning / housekeeping of Internal roads/pathways, and Surrounding of Residential Buildings, Building common spaces/ areas, staircases, passeges etc.
ii) Residential Buildings at Dockyard Road are as follows: I) Currie House – G+7 Storey
II) Sarin House – Stilt +10 Storey III) Angre House – Stilt +18 Storey IV) P and O Terrace – 3 Storey
iii) At Vashi (Navi Mumbai ) -91 flats at different buildings/location
iv) At CBD Belapur (Navi Mumbai)- 60 flats in 3 nos. G+4 stories Buildings.
d) PART IV: GARDENING / HORTICULTURE SERVICES
i) Maintenance of gardens, creations of new gardens, maintenance of potted plants etc at MDL's North Yard, South Yard,Dockyard Road Resi. Area, East Yard, MMP, Alcock Yard, Sewree Yard, Anik Chembur Yard. ii) Approx. area for Gardening = 15000 Sq. M.
iii) Approx. Potted plants = 3000 Nos.
e) PART V: PEST CONTROL
i) Pest control of Indoor premises i.e. offices, buildings, shops, stores, godowns, canteens etc in MDL's North Yard, South Yard,East Yard, MMP, Alcock Yard, Sewree Yard, Anik Chembur Yard. (Approx. Area = 2 Lakh Sq.M.)
ii) Pest control of Outdoor premises/ open areas in MDL's North Yard, South Yard, East Yard, MMP, Alcock Yard, Sewree Yard, Anik Chembur Yard.(Approx. Area = 1.25 Lakh Sq.M.)
iii) Pest control of Residential premises at Dockyard Road,Mumbai and Vashi -Belapur at Navi Mumbai. (Approx. Area =35150 Sq.M.)
