Welcome to the Town of Southborough.

The town has formed a Development Coordination Group to advise and assist applicants through the permitting process. The Group includes the Town Planner (Chair), Selectman or designee, Building Inspector, Superintendent of Public Works, Board of Health agent, Police Chief and Fire Chief or their designee and the Conservation Administrator. To facilitate the permitting process, we encourage you to meet with the Group even before you formally submit your applications. This will allow you to present your project to the various departments, ask questions, determine your initial steps, and solicit feedback.

Economic Development

Committee

The Economic Development Committee (EDC), appointed by the Board of Selectmen, serves in an advisory capacity and leadership role to provide recommendations to the Town about areas that impact all aspects of economic development. The EDC collaborates with the Town’s leadership and residents to retain and attract businesses that will expand and strengthen our business tax base while preserving the character and charm of Southborough.

Southborough’s Planning Board

The Planning Board consists of five elected members serving staggered five year terms, assuring continuity of policies and operations:

The Planning Board primarily reviews and approves subdivisions and site plan reviews. The Board usually meets twice monthly on Mondays at 7:00 pm at the Town House, 17 Common Street.

As the daily operational function for the Planning Board, the department executes the decisions of the Planning Board and serves as the primary liaison between businesses and the Town during the planning phases of new projects. MGL c 110 s. 5 states: “Any person conducting business in the Commonwealth under any title other than the real name of the person conducting business, whether individually or as a part-nership, shall file in the Office of the Clerk of every city or town where an office or any such person or partnership may be situ-ated.” There are two exceptions to this statute:

1. If you are incorporated. However, if you are incorporated but doing business under a different name, you are still re-quired to file a Business Certificate.

2. If you are operating a business under your own full name. (e.g. John Doe Construction).

Business certificates are valid for 4 years from the file date. 6

Selectmen Meetings, as are all Department Meetings, are posted on the Town of Southborough website as well as at the Townhouse, and are held on the second floor of the Townhouse in the McAuliffe Hearing Room. Meeting agendas and minutes of prior meetings are also avail-able on the Town’s website. Meetings are generally held the 1st & 3rd Tuesday at 6:30 PM.

Relative to Business Development Projects,the Board of Selectmen can play an active role in hearings, direction of certain activities, and in the requirement of specific actions to be taken or fees to be levied.

Because 98% of the town is not connected to any commercial or private communal sewer system, all commercial, industrial and small institu-tional activities must prepare plans and conduct appropriate on-site testing and evaluation for on-site sewage disposal, for systems which discharge less than 10,000 gallons per day of sewage. Much of this on-site testing takes time and can be weather dependent.

The Board of Health is involved in regulating private and public on-site soil testing for sewage disposal systems Including planning, specifica-tions, soil evaluation, and deep observation tests and the protection of the public health. The Conservation Commission typically meets every 21 days on Thurs-day evenings at the Town House. Agendas are posted on the town web-site.

The Conservation Commission is the official local authority charged with the protection of Southborough’s natural resources.

The Conservation Commission is charged with administering the MA Wetlands Protection Act (MGL c. 131 s. 40), MA Rivers Protection Act (MGL c. 268), the Southborough Wetlands Protection Bylaw (Chapter 170), and the Southborough Stormwater and Erosion Control Bylaw (Zoning Code 174.13.5). The Conservation Commission is also charged with preserving important local land and water resources through land acquisition and through conservation restrictions, and with management and stewardship of conservation lands.

The Fire Department’s primary focus is to ensure all
