Justification

The police department facility is approximately 15 years old. Some of the equipment is the original equipment, such as the some of the HVAC units and plumbing. Department Planning & Zoning (PZ)

Description

The Georgia Dept of Community Affairs extended the Qualified Local Govt (OLG) status of Doraville until Oc. 31, 2016. . Due to the time involved and review period required by ARC it is recommended that the City's effort begin no later than than July 2015. RFPs should have gone out and selection made by July 2015.

Project #

0066

Priority

Justification

In order to retain OLG status the City must update the Comp Plan. OLG status is required to obtain state funds. A letter from ARC is attached along with some preliminary very broad cost estimates from Caleb Racicot with TSW.

It has been 10 years since the 2005 comprehensive plan was adopted. Since adoption, our city has changed in population, we have weathered the great recession, might be on the verge of redeveloping a considerable portion of the city and have annexed potentially 3 geographic areas. We need a new base line to determine where are as a city, where we want to be as a city, and how to get there. ~Robert Patrick

Description

To have the City's records scanned and indexed by an outside vendor to expedite the process. After the records have been indexed, they will also be shredded by an outside vendor.

Project #

0072

Priority

Justification

Expediting the digitization of the City's documents will result in better, quicker responses to requests for information. It will also ensure that records can be found in a timely manner and that information stored in paper records is not lost due to deterioration.. City staff will review the City's records and make a determination based on the state's retention schedule as to whether the document will be scanned and saved or simply shredded.

Once the pertinent documents have been scanned and indexed, paper documents will need to be disposed of appropriately. This means that some records will be maintained in both paper and digital form in order to comply with legal requirements. The remainder cannot simply be thrown away without exposing the City to some liability with respect to personal information that may be contained therein.

Budget Impact/Other

Description

Prepare a RFP or RFQ for an assessment of our current zoning ordinance to determine if it 1) effectively represents the economic activities in the metro area that we want in our city, 2) accurately reflects the built environment and activities in the annexation areas and 3) can attract new desirable businesses to our city. In addition to assessing our current code, suggested modifications, including detailed specific language, should be prepared and explained to the council. At least 3 public discussions should be included for the residents and businesses to charter Doraville's future together.

Project #

0081

Priority

Justification

With the adoption of the LCC, the potential redevelopment of a large portion of our City and annexation of commercial, industrial, single family and multi-family housing, we need to reassess the effectiveness of our zoning ordinance to attract the most desirable business models, such as IT, medical research, small business start ups and perhaps new manufacturing, while making sure that we encourage existing desirable business models to stay in Doraville and thrive. We also need to reassess the zoning ordinance to determine if our existing house stock can attract various age and income levels to attract the most capable people to live in Doraville.

Citywide rights of way beautification and landscape policy.

Project #

Justification

As the council is contemplating out sourcing maintenance of our rights of way (ROW), now maybe the time to discuss a beautification and landscape policy. Perhaps we consider lighting effects for the I-85 interchange similar to what Tampa does for it's bridges or simply the

installation of attractive low maintenance plantings. In conjunction with the CIP wayfinding program (citywide signage) I believe this would be an opportunity to begin redefining the way most people perceive Doraville.

Initiate a citywide wifi system relying on our existing rights of way.

Project #

0083

Priority

Justification

In order for Doraville to stake out a competitive edge for residents and businesses over the surrounding cities, we should contemplate either starting our own system or see if there are private sector businesses that can help us. Perhaps we could work with the Board of Education to provide access to the internet at home for those with children that live and/or attend school in our city limits. With this in place, it could also provide the back bone for video security in our parks and sidewalks. This system could render the need for any new cell towers in our city irrelevant.

Budget Impact/Other

A public access GIS system would provide developers, businesses and future home owners access to critical data about the topography, public infrastructure, existing buildings, etc., about our City and encourage them to move here. As this could be potentially expensive, I believe this is something we should consider partnering with Brookhaven, Dunwoody, Chamblee and perhaps the future cities on the other side of I85.
