Sealed Tenders are being invited from manufacturers or their authorized agents to supply & install GPS Based Vehicle Tracking System, Fuel Monitoring System and Passenger Information System with at least the minimum technical specifications given below:

GSM Related specifications:

 Should support GSM and GPRS technologies. i.e. should be able to send the location information through SMS and GPRS connection.

 Should allow automatic switching between SMS and GPRS when vehicle moves to a location where there is poor GSM coverage or GPRS is not present.

 In places where GSM coverage is not there, gadget should store the updates and forward it when it returns to GSM coverage area.

 Should allow doubling of update interval in case GPRS connectivity fails.  Should restrict the gadget to communicate only using GPRS.

 In case of GPRS failure should try reconnecting after 3 mines.

 In case Primary Server is down for a GPRS connection, then it should try connecting to alternate server.

 Gadget should allow access of the vehicle location through SMS from authorized users with proper authentication.

 Gadget should allow OTA (Over the Air) configuration and updates.  Should have an automotive standard GSM chipset

GPS Related specifications:

 Should allow fine tuning of the accuracy of the GPS readings using HDOP check.  When the vehicle is in GPS shadow (No clear sky view), gadget should send the

location information using GSM cell ids.  GPS accuracy should be 7.0m or less.  CEP should be 95% of the time.

Others:

The GPS unit has to be mounted on board the bus and the assembly has to be designed in a way that integrates with the dashboard of the bus. The bidder has to provide a design which should be theft proof and cannot be in normal circumstances removed from the bus unless standard technique specified by the bidder is applied. Live tracking, tracking data, related reports etc. should be available on the server

space provided by the bidder which should be secure and should be exclusively used by OSRTC.

Should show fuel position on live tracking as well as back tracking. Fuel report should show actual fuel consumed / added show as to identify fuel loss / pilferage. Location data of vehicles should be sent to the bus stands on real time basis which

should be displayed on the display boards at the bus stands along with approximate time of arrival calculated on the basis of average speed of the vehicle.

Reports:

1. Detailed Trip reports giving distance traveled, actual fuel consumed.

2. Reports on excess speed, excess idle time, excess fuel addition / consumption

3. Fuel usage, fuel available (in Ltr.), fuel added (in Ltr.), fuel consumption (in Ltr.), mileage (KMs / Ltr.) for a trip.

4. Alerts – over speed, excess stoppage time, excess fuel withdrawn.

Other reports as and when felt necessary by the Corporation during implementation of the system should be generated.

Tenderers can quote separately for more sophisticated system.

TERMS & CONDITIONS

1. The filled in tender application form should accompany a Demand Draft of ` 2000.00. No application will be considered without the application fee.

2. The Tender application forms consist of the following documents - formats for which are enclosed separately.

(i) Capability Statement (ii) Technical Proposal (iii) Financial Proposal.

3. The application form should be accompanied by a forwarding letter in the letter head of the firm. Other forms may be typed on the letter head / plain paper and duly signed.

4. The rate quoted should remain valid for one calendar year starting from the date of awarding the contract.

5. The manufacturer shall attend to the technical problems of the gadgets at the site of installation.

6. Minimum warranty period of one year shall be provided by the bidder. Subsequent maintenance facilities should be explicitly mentioned in the bid.

7. Sealed Tenders may be dropped in the Tender Box kept for the purpose at General Manager’s Chamber, OSRTC, Paribahan Bhawan, Sachivalaya Marg, Bhubaneswar.

8. The last date of submission of the Tender is 20.07.2012 up to 3.30 P.M. The date of opening of the Tender is on 21.07.2012 at 3.30 P.M.

9. Accuracy of fuel consumption report will be the main criteria for selection of the supplier. The firm with the lowest quoted price will be given the preference to give a technical demo of its system. If the results are in order the firm will be selected otherwise the technical demo of the next tenderer will be taken. The process will be adopted to find out the supplier with best price-performance.

10. Chairman-cum-Managing Director, OSRTC reserves the right to impose any other condition considered necessary in the interest of the Corporation.

11. The Chairman-cum-Managing Director, OSRTC reserves the right to reject any or all the tenders without assigning any reason thereof.

CAPABILITY STATEMENT

The Capability Statement should include the following information. 1. Name of the firm with detail address.

2. Telephone No 3. Fax

4. Email

5. If the tenderer is not a manufacturer, details of the manufacturer whom he represents with copy of letter of authorisation to be produced.

6. Proof in support of Purchase of Tender Paper. 7. Income Tax Clearance Certificate

8. VAT clearance certificate of the concerned state of the tenderer.

9. List of similar projects undertaken by the tenderer with details such as Name of the Organisation where it has been implemented, No. of units installed, Contact persons of the Organisation with Phone No., a brief description of the project should be given. At least 3 such reference is to be enclosed. Weightage will be given to experienced bidders.

TECHNICAL PROPOSAL

The VTS unit shall be proven industry standard unit which can provide vehicle tracking accurately and reliably. It should also be capable of monitoring distance traveled, fuel usage and identify fuel addition, loss / pilferage. The Passenger Information System software should be capable of sending location data of the vehicles and expected time of arrivals at the bus stands at regular intervals to the respective bus stands.

Salient features of the system with technical features should be enclosed. Functional architecture of the system should be enclosed. The manufacturer may also highlight the technical features which the manufacturer thinks, gives it technical advantage.

FINANCIAL PROPOSAL

The financial proposal shall be given for the components separately including software & hardware:

a. Basic VTS unit b. Fuel Sensor

c. Passenger Information System

The proposal shall consist of the following:

1. Base price per unit including installation charges if any 2. VAT as applicable

3. Total price per unit

4. Monthly / annual charges ,if any, after installation of the gadget, 5. Warranty period

6. Provision of maintenance of the gadgets after expiry of the warranty period.
