Background:

Attached is the feasibility report detailing the 2021 Street Reconstruction Improvements project (Contract 2021-03), including removals, watermain replacement, sanitary sewer replacement, lot services, storm sewer construction, grading, aggregate base, bituminous paving, turf restoration and related improvements.

The streets proposed to be included in this project are as follows:

20th Street NW (2nd Avenue NW to East End)

Faribault Road (Highland Place to South End)

Lofts at Evergreen Knoll (Sewer and Water Main Relocation Only) The preliminary total estimated cost of the improvements, including 10% contingency and 15% engineering, is $1,075,500.00. Proposed funding for the project is as follows:

RECEIVE/FILE FEASIBILITY REPORT AND ESTABLISH PUBLIC HEARING FOR 2021STREET RECONSTRUCTION PROJECT –CITY CONTRACT 2021-03

WHEREAS, a report has been prepared by the City Engineering

Department with reference to the 2021 Street Reconstruction Improvements project (Contract 2021-03), including removals, watermain replacement, sanitary sewer replacement, lot services, storm sewer construction, grading, aggregate base, bituminous paving, turf restoration and related improvements on the following streets:

20th Street NW (2nd Avenue NW to East End)

Faribault Road (Highland Place to South End)

Lofts at Evergreen Knoll (Utility Relocation Only)

and it is proposed to assess the benefited property for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, and this report was received by the Council on March 9, 2021.

NOW, THEREFORE BE IT RESOLVED, that the Council will consider the

2021 Street Reconstruction Improvements project (Contract 2021-03), including removals, watermain replacement, sanitary sewer replacement, lot services, storm sewer construction, grading, aggregate base, bituminous paving, turf restoration and related improvements on the following streets:

in accordance with the feasibility report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Mn. Statutes Chapter 429.

Project Initiation

The improvements are included in the approved 2021-2025 Capital Improvements Plan (CIP) as well as the approved 2021 Annual Budget. The project was formally initiated upon the passage of Resolution 2021-016 by the City Council on January 26, 2021, which also ordered the preparation of this report. As this is a non-petitioned improvement project, an 80% majority (6/7) vote of the City Council is required to order the improvements.

Project Scope

Part 1: Faribault Road – Highland Place to South End

Street Improvements: The right of way (ROW) width for Faribault Road is 66 feet and the current roadway is a 24-foot-wide rural roadway section with no curb and gutter. The roadway was originally constructed in the 1970’s and a review of records available indicate the road has not had any significant pavement improvements since. Proposed street improvements include the full reconstruction of the roadway section with 8” aggregate base, B618 concrete curb and gutter, and 3½” of bituminous pavement. The proposed width for the reconstructed street is 31-feet (back of curb to back of curb). Faribault Road currently terminates in a dead end at a parking lot with no public turnaround. The City acquired a deed from a previous property owner (Doc. 226411) in 1972 that established area for the City to construct a turnaround for public roadway purposes. The proposed project includes constructing said turnaround within the public land as shown below.

Sanitary Sewer: The sanitary sewer was installed in 1978, consisting of 8” vitrified clay pipe (VCP). It is proposed to replace the piping with new 8” PVC, with new precast concrete manholes. Individual service lines will be replaced out from the main to the boulevard, typically with 4” or 6” PVC piping depending on the property use.

Watermain: The watermain is 8” pipe (material unknown), installed in 1972. There are no known history of watermain breaks on this segment of watermain. It is proposed to replace the main with new 12” PVC watermain parallel to the trunk sanitary sewer in the MnDOT right of way as identified in the most recent City comprehensive water plan. Individual service lines generally will be replaced with 1” copper or matching size to existing and fire service lines will be installed to commercial properties. New valves and hydrants will also be included with the project. Temporary water services if needed will be set up during the construction to maintain service to the area properties.

Storm Sewer: There is currently no storm sewer in the area and given the existing adjacent grades and ditch elevations it is not feasible to install storm sewer. In lieu of storm sewer, drainage from the roadway will continue to be directed to the ditch along the interstate exit ramp/CSAH 48.

Sidewalks: There are no sidewalks adjacent to Faribault Road and none are planned as part of this project as the 2000 Comprehensive Sidewalk and Trails plan does not identify this area as planned for sidewalk.

Part 2: 20th Street NW – 2nd Avenue NW /TH 3 to East End

Street Improvements: The right of way (ROW) width for 20th Street NW is 66 feet and the current

roadway is a variable width gravel roadway. Proposed street improvements include the full reconstruction of the roadway section with 8” aggregate base, B618 concrete curb and gutter, and 3½” of bituminous pavement. The proposed width for the reconstructed street is 32-feet (face to face) with no proposed parking on either side of the road. The road will be terminated on the east end with an

offset cul-de-sac as shown below and driveway curb cuts will be provided along 20th St NW in

conjunction with the proposed Malecha Auto Body and Kwik Trip projects. Based on preliminary review of property ownership, roadway easements may be needed for the construction of the cul-de-sac. Easement acquisition is not anticipated to be challenging as the area the cul-de-sac would be in is already encumbered by a utility easement in favor of the City.

Sanitary Sewer: There is no sanitary sewer currently in 20th St NW. There is 12-inch sanitary sewer

that flows from north to south in 2nd Ave NW/ TH 3 built in 1948 and a 24-inch trunk sanitary sewer

line that flows north to south in the old railroad right-of-way built in 2004. This project proposes to extend a new 21-inch trunk sanitary sewer line in 20th Street to connect to the existing sanitary sewer

trunk line on the east. This line is proposed to provide capacity relief for the existing sanitary sewer in TH 3 west of 2nd Avenue. New service size and locations will be coordinated with the proposed

Watermain: The watermain in 20th Street NW is 6” DIP, installed in 1985. Due to the pending

developments on the north and south sides of 20th Street NW, it is proposed to replace the 6” watermain

with 8” watermain. Service sizes and locations will be coordinated with the adjacent proposed developments.

Storm Sewer: There is currently no storm sewer in 20th Street NW as the existing roadway is a rural

gravel roadway. The roadway and surrounding area generally drains overland from west to east towards the Cannon River. This project proposes to install a new storm sewer system with a single outlet to the Cannon River. The storm sewer system will be sized to accommodate the post treatment runoff from the Kwik Trip and Malecha Auto Body parcels as well.

Sidewalks: There are no sidewalks adjacent to 20th Street and none are planned as part of this project

as the 2000 Comprehensive Sidewalk and Trails plan does not identify this area as planned for sidewalk. Part 3: Lofts at Evergreen Knoll Utility Replacements

Sanitary Sewer: There is existing 8” VCP sanitary sewer that runs along the east side of the plat for the Lofts at Evergreen Knoll. This sewer was installed circa 1962 in the now vacated 23rd Avenue SW

right-of-way. 23rd Avenue was never developed and the sewer line now lies in the rear yards of the

single-family homes on the west side of 22nd Avenue SW. This sewer line is in a deteriorated condition

and has regular issues with root intrusion and is difficult to access given the number encroachments built over it including sheds/fences/landscaping/etc. The only active service connections to the sewer are near the very south end of the line. The proposed project is to construct a new 8” sewer line along the south side of the Lofts at Evergreen Knoll plat in the existing utility easement that was retained when 3rd St SW was vacated and connect it directly to the sewer in Western Avenue (CSAH 93). This

will provide a modern sewer system with easier access to maintain.

Watermain There is also an existing 8” (material unknown) watermain that runs along the east side of the plat for the Lofts at Evergreen Knoll parallel to the sewer mentioned above. This watermain was installed circa 1954 in the now vacated 23rd Avenue SW right-of-way. Similar to the sewer above, the

only active service connections to the watermain are near the very south end of the line. The proposed project is to construct a new 8” water line along the south side of the Lofts at Evergreen Knoll plat in the existing utility easement that was retained when 3rd St SW was vacated and connect it directly to

the watermain in Western Avenue (CSAH 93). This will provide a modern water system with easier access to maintain.

It should be noted that the utility services for the new apartment building at the Lofts at Evergreen Knoll were directly connected to the existing utilities in Western Avenue (CSAH 93) and the proposed utility improvements therefore are for the benefit of existing utility costumers and the ease of maintenance for City staff. With that said, no special assessments for the replacement of these sewer and watermains is proposed. This portion of the project is being included with the 20th Street NW and Faribault Road

reconstruction improvements simply due to its similar nature to those projects and trying to take advantage of economies of scale.

Project Financing

The preliminary estimated cost of the improvements is $1,075,500.00, which includes a 10% contingency and 15% for engineering fees (a copy of the preliminary construction estimate is attached). Funding for the work will come from special assessments, the Street Improvement Projects fund (401), and the Water (601), Sanitary Sewer (602), and Stormwater (603) Utility funds. The adopted 2021 Capital Improvement Plan has $1,205,000.00 budgeted for this project.

Assessment rates for 2021 for street reconstruction projects were established by Resolution 2020-152, adopted by the City Council on September 22, 2020. As the City Council has done the past few years on street reconstruction projects, it is proposed to continue to cap the low-density residential property frontages for assessment purposes at 100 feet where applicable. Other standard credits, such as those for corner lots, are also applied. Following is a summary of the rates used on this project:

Bituminous Street Reconstruction

Low Density Residential Property $75.50/l.f.

High Density Residential Property $83.00/l.f.

Commercial/Industrial/Institutional Property $90.00/l.f. A preliminary special assessment roll is attached to this report. Estimated financing for this project is as follows:

Project Feasibility

The improvements proposed as part of this project do not appear to present any insurmountable design or construction issues. The assessments on this project are proposed to be applied in accordance with City policy and comparable to past projects that were similar in nature, at the rates established by the City Council for 2021 improvements. Additional funding sources available to the City and proposed to be used include the Street Improvement Projects Fund (401), and the Water, Sanitary Sewer and Storm Water Utility Funds (601, 602, and 603, respectively) as outlined in the previous section.

Based upon the information presented in this report, the City Council is hereby advised in a preliminary way that the proposed improvements are necessary, cost-effective and feasible, and should be made as recommended in this report.
