INTRODUCTION
The following Area Structure Plan Capacities Report provides detailed information of the existing residential and available capacity for dwelling units and population within the Calgary Regional Partnership’s (CRP) member municipal boundaries as they exist in 2014.
CRP staff reviewed each member municipality’s Greenfield Area Structure Plan (ASP) for dwelling and population capacity estimates, total land area and land use types. This information was then geo-referenced using Geographic Information Systems (GIS) technology to create spatial data (i.e. shapefiles) including attributes consistent with area and land use. From that, we were able to utilize the regional density calculation methodology consistently for each ASP to determine what density target the ASP was reaching. Other key outcomes included being able to total the population and dwelling capacity for each ASP – how many people will ‘fit’ in the ASP as it is currently planned and once it is built out?
The next step was to gather information on the existing, residential built out areas within each municipality and analyze a 25% intensification capacity as per policy 3.a.7 in the Calgary Metropolitan Plan (CMP).
Key outcomes of this report include: • Analysis of each member municipality’s
Greenfield ASP
• Identification of regional land uses, total population, dwelling units and the average people per houselold.
• Utilization of the regional density
methodology which allows municipalities to assess their progress towards meeting the regional greenfield density targets they adopted as part of the CMP.
This information was then reviewed with each member municipality staff team to ensure the inputs and outcomes reflected what was happening on the ground.
REGIONAL DENSITY METHODOLOGY
CALCULATING DENSITY IN THE CALGARY REGION
STEP 1: calculate the gross developable area
STEP 2: calculate the gross residential area
STEP 3: calculate the gross residential density
GROSS TOTAL AREA (all lands) NON-DEVELOPABLE AREAS (environmental reserves, expressways, railways, other non-developable lands) SUBTRACT EQUALS GROSS DEVELOPABLE AREA GROSS DEVELOPABLE AREA REGIONAL LAND USES GROSS RESIDENTIAL AREA
(regional open spaces, major commercial centres (> 4 ha/10 ac), major institutional sites,
senior high schools, industrial areas, public lakes and water bodies,
other regional uses)
SUBTRACT EQUALS TOTAL NUMBER OF RESIDENTIAL UNITS GROSS RESIDENTIAL AREA GROSS RESIDENTIAL DENSITY DIVIDED BY EQUALS
What do you ‘keep’/what’s included in the gross residential area?
• Single unit residential • Multi unit residential • Local commercial • Local parks & open space (municipal reserve) • Elementary & junior high schools • Local roads including majors & lanes • Church sites • Daycare centres • Community centres • Small indoor recreation centres • Small site fire and police stations • Private lakes, wet/dry ponds • Public utility lots (PULs) • Other local uses
CRP POPULATION OVERVIEW MAP
two page spread map
This map shows the dwelling and population capacity total according to:
• review of approved Area Structure Plans, • 25% residential intensification on existing
footprints and,
• estimates of unplanned or newly annexed lands.
The following sections provide an overview map for each municipality, then a map is provided to show how each greenfield Area Structure Plan dwelling and population density was calculated using the CRP’s density methodology (page 3).
A community’s existing area intensification was based on where communities were fully built out at the time of this report. Existing footprints need to be confirmed with each municipal member as they form part of their commitment to intensify by 25% over the life of the Calgary Metropolitan Plan.

NEXT STEPS
The CRP will review this information every 5 years to keep it current and up to date. As new Area Structure Plans, or new Area Redevelopment Plans are approved locally, CRP will input them into this report and update the community map.
This report will provide a baseline for the refinement of the Priority Growth Areas as outlined and approved in the Calgary Metropolitan Plan. By spatially analyzing what is happening within the boundaries of municipalities, we are better informed of what is needed to accommodate long term growth throughout the region.
One of the next steps for the CRP is to input where the jobs and employment locations and density are throughout the Region.
Other CRP plans and strategies this document will inform:
• Regional Transit Strategy
• Ecological Conservation and Protection Initiative
• Economic Development Strategy
