PRE-NOTICE OF RACE

1 ORGANISATION

The “XVI TROFEO S.M. LA REINA – 2014 ORC EUROPEAN CHAMPIONSHIP - Regata Homenaje a la Armada - XXVII Copa Almirante Sánchez-Barcaíztegui” is organised by the Real Club Náutico de Valencia (RCNV), the Real Federación Española de Vela (RFEV) and the Offshore Racing Council (ORC), with the collaboration of Federación de Vela de la Comunidad Valenciana (FVCV) according to the provisions given by the International Sailing Federation (ISAF).

The “XVI TROFEO S.M. LA REINA – 2014 ORC EUROPEAN CHAMPIONSHIP - Regata Homenaje a la Armada - XXVII Copa Almirante Sánchez-Barcaíztegui” is considered to be an international sailing race at the Official Calendar of the Real Federación Española de Vela. It is therefore, the ORC European Championship, the Campeonato de España zona mediterráneo and it scores for the Memorial Juan Moreno.

2 VENUE AND DATES

The event will be held in the waters of Valencia from the 1st of July until the 6th of July

2014, both dates included.

3 RULES

3.1 The Regatta will be regulated by:

a) The Rules defined in the ISAF Racing Rules of Sailing 2013 – 2016. b) ISAF Offshore Special Regulations, Category 3.

c) RFEV Cruise Ships technical Regulations in force, if applicable. d) The ORC Championship Rules, if applicable.

e) The IMS Rule

f) The ORC Rating System Rules

3.2 The official languages will be English and Spanish. In case of divergence, the text in English will prevail.

3.3 In case of divergence between this Pre-notice of Race and the Sailing Instructions, the Sailing Instructions will prevail. (Modification of Rule 63.7)

3.4 ADVERTISING: The event’s advertising will be established according to ISAF Regulation 20.

3.4.1. The boat’s will be required to display advertising under point 20.1 of the ISAF Regulation 20 in the following way.

4 PARTICIPANTS

4.1 The participation at this Regatta is limited to boats provided with an International ORC certificate. Boats provided with an ORC Club certificate will be able to participate in the Open class only.

4.2 The Race Committee will divide the registered participants into Groups for the European Championship 2014, according to the number of participants.

4.3 For the Spanish championship, the Groups will be set according to the RTC in force.

5 ELEGIBILITY

Participants must further comply with the requirements stated at ISAF Regulations 19.

6 CORINTHIAN DIVISION AND TROPHY

For the Corinthian Division and Trophy the ISAF Sailor Classification Code, Regulation 22 shall apply and all crew shall hold a valid Group 1 classification. Unclassified sailors will be deemed to be Group 3. A boat entered in the Corinthian Division shall also be entered automatically in the Open Division and shall be eligible for prizes and trophies in both divisions. Details of the ISAF Sailor Classification Code and information on how to apply can be found on the ISAF website: www.sailing.org/classification.

The closing date for the receipt of valid Corinthian entries shall be [insert date which

shall be no later than 10 days prior to the start of registration]. Each entry shall include

a complete crew list and show the classification and ISAF Sailor ID for each crew. All crew shall hold valid classifications prior to this date that do not expire until after the final day of the regatta. Late entries and incomplete entries cannot be considered for this division.

Should a boat whose Corinthian entry has been checked and accepted need to change a crew member between the closing date of the entry and the start of the regatta, the name of the new crew member with their valid ISAF Sailor ID must be submitted to the Organizing Authority for their approval [and for the approval of the International Jury]. All crew lists will be posted on the Official Notice Board or website as soon as possible after the Registration deadline.

Note: A representative of the ISAF Sailor Classification Commission will be present during registration and will carry out spot checks. Competitors shall attend interviews with the Commission when requested to do so. Competitors are reminded that the Commission has the power to change a classification at the event with no prior notice. Any changes are effective immediately.

6 PRE-ENTRIES

6.1 The pre-entries shall be formalised using the registration form available on the event’s website.

The Entry Fee must be received by the Pre-registration deadline. Failure to comply with this requirement will result in an increase of the entry fee according to paragraph 7.5 of this Pre-notice of Race.

6.3 The Entry Fees shall be paid either by cheque made payable to the Real Club Náutico de Valencia or by sending a copy of the receipt of the transfer or payment to the following bank account:

6.5 A boat is considered to be Pre-registered if the following documents are received before June 1.

a) Completed and signed official entry form b) Current ORC Class Certificate

c) Entry fee payment confirmation

6.6 The organizer is not responsible for any costs incurred by the non-acceptance of a boat’s registration.

6.7 Late entries may be accepted at organizer's discretion.

8 INSPECTION AND MEASUREMENTS

8.1 Certificate inspections may be performed by the Measurement Committee, according to the ORC Championship Rules and RTC in force, if applicable.

8.2 Daily safety and measurement controls will take place during the Regatta.

9 INTERNATIONAL JURY

There will be an International Jury according to the RRV Rule 90 and RRS Appendix N, with no right of appeal according to RRS 70.5.

10 SAFETY

10.1 The safety of the Race is considered as Category 3 according to ISAF Offshore Special Regulations

10.2 Participants must carry on board under their own responsibility, updated registration and ownership documentation of the boat as well as applicable navigation licenses.

11 TROPHIES

Trophies will be published on the ONB and at the Notice of Race.

12 MOORINGS

12.1 Once the registration is accepted for this event, boats will be provided with a free mooring, which will be reserved from 12.00 hrs. on the 29th of June until 12.00 hours on

the 14th of July 2014.

13 SUPPORT BOATS

Participants must request a mooring for the support boats at the Race Office of the Real Club Náutico de Valencia before the 30th of June 2014.

14 OFFICIAL SOCIAL ACTS

Official social acts will be published on the ONB and at the Notice of Race.

16 LIABILITY

16.1 All boats and participants compete at the Race at their own risk and responsibility. 16.2 The RCNV, the Organizing Authority and any other person or entity involved in the

organization of the event, will not accept any liability for loss, damage, injury or trouble caused to people or things, either on the water or on shore, as a result of taking part in the races announced at this Pre-notice of Race

16.3 Attention is drawn to Fundamental Rule 4 DECISION TO RACE, from Part 1 RRS that states:

“The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone”

17 MARINA LOCAL RULES

The Real Decreto 62/2008 establishes the maritime, navigation and life at sea safety conditions applicable to the nautical sport races.

Participants are warn, before the beginning of the races, that boats will only be able to participate if they are statutorily released for free navigation on the race waters and if their Captain has the relevant licence or qualification for their steering.

Moreover, participants must declare in adequate advance to the beginning of the race, the signed insurance policy, where appropriate, including the covered risks and the limits of liability, according to the Notice of Race, which must be covered in case of participation in nautical sport races.
