The Town of Chapel Hill is requesting proposals from qualified firms or individuals to provide general construction management services in connection with the renovations of the Town’s Colony Woods West Public Housing Development located at Legion Road, Jackie Robinson Street and Adelaide Walters Street in Chapel Hill, North Carolina. The successful firm will be asked to assist the Department of Housing’s Office with routine and customary project management/owner’s representative services as more fully described in the Request for Proposal.
Proposals are due to the Purchasing & Contracts Manager, Town Hall, 405 Martin Luther King Jr. Boulevard, Chapel Hill, North Carolina 27514 by Thursday, March 1, 2012 at 3:00 p.m.

REQUEST FOR PROPOSALS
CONSTRUCTION MANAGER SERVICES AT THE COLONY WOODS WEST HOUSING DEVELOPMENT
TOWN OF CHAPEL HILL, NORTH CAROLINA
The Town of Chapel Hill is soliciting proposals for construction manager services for the review and understanding of plans and specifications, Federal compliances and the monitoring and inspections of the Colony Woods West public housing renovation project. The renovation project is funded with the Capital Fund Program Grant and the Community Development Block Grant.
A. BACKGROUND
The Town of Chapel Hill owns and manages 336 public housing units located at 13 different housing sites. The Town’s Department of Housing manages and maintains the public housing units and administers the Capital Fund Program and the Community Development Block Grant activities relating to the comprehensive renovation work at the Colony Woods West public housing development. The Colony Woods West development is located on Legion Road, Jackie Robinson Street and Adelaide Walters Street in Chapel Hill, North Carolina consisting of thirty (30) apartments of two-, three- and four-bedroom duplex housing. This housing development was built in 1981.
B. SCOPE OF SERVICES
The scope of work includes the following tasks:
1. Provide comprehensive monitoring and reports of the construction work daily to ensure that construction is being performed in accordance with the construction contract; advising architect and Town of potential, incipient and actual problems with the work; coordinating construction work with planned and actual relocation of families; preparing comprehensive field notes, minutes of pertinent meetings, monthly progress reports; cost estimation and review of proposed change orders; reviewing pay applications; attending bid and pre-construction conferences, joint progress and final inspections and regular progress meetings with the contractor, architect and Town; participating in occasional progress meetings with the residents; insuring Federal compliances are met including the reviewing, monitoring, preparing and/or reporting on the Davis Bacon Act, Contract Work Hours Report, Record of Employee Interview, Certified Payroll Report, Semi-Annual Labor Standard Enforcement Report, Section 3 Requirements Report, American Recovery and Reinvestment Act Reporting Requirements, Contract and Subcontract Activity Report, Annual Lead-Based Paint Activity Report and any other HUD-required documentation of construction; and to maintain a high level of professionalism in the provision of these services on the following projects:
Provide comprehensive renovation of the buildings and site at the Colony Woods West Housing Development. Improvements to the buildings will include but not limited to the abatement of asbestos floor tile, new tub liners, lavatories, sinks, shower pan and head; installation of ceramic tile floors in baths, replacement of existing outlets with GFI outlets; upgrade electrical service; replacement of exterior siding; paint all exterior and interior surfaces; replacement of water and sewer lines to OWASA standards; installation of new washer and dryer hook-ups; replacement of wall and base cabinets and countertops to include new range hoods and sinks; installation of new furnaces including air conditioning and water heaters; and replacement of interior and exterior doors. Please note that the replacement or improvement of any appliance, equipment, system, facility, fixture, building components, etc. to the buildings must be replaced or upgraded with Energy Star or high efficient products. Due to the extent of building improvements, the relocation of residents will be required and the work will have to be scheduled in phases.
Site improvements will include but not limited to the planting of new shrubs and landscaping; replacement of retaining walls and storm drainage systems; fertilizing and re-seeding the existing lawns and elimination of erosion problems throughout.
C. TIME FRAME
The Town intends that the construction work will be completed on a timely basis. The following is the projected schedule of the construction:

D. SUBMISSION REQUIREMENTS
All proposals submitted pursuant to this Request for Proposals shall include the following information:
1. Letter of Transmittal.
2. Name, location and when your firm was found. Work experience on construction management services of Capital Fund Program activities, Community Development Block Grant activities or any other HUD program activities. Also, include any experience with governmental entities, meeting schedule time and budget constraints.
3. Names and credentials including education, background and technical experience of persons proposed to be involved in the project.
4. Names and credentials of any consultant proposed to be hired by you for work on these projects.
5. Provide list of current work load, team organization for providing service and your approach and innovative ideas for providing the service.
6. Provide evidence of financial stability and insurability.
7. List any similar projects, as well as the name, address and telephone number of the clients you served.
8. List any additional references.
9. Provide a description of how your firm will perform the services of all items outlined in “SCOPES OF SERVICES”.
10. Provide a cost of hourly rate, mileage rate and a not-to-exceed cost amount based on the amount of hours and construction time needed for construction management services. E. SELECTION CRITERIA
Criteria for the selection of the consultant will include, but not be limited to:
1. Qualifications for construction management services, both in terms of documented experience and professional background of past performance and experience and the ability to perform the services determined by the proximity to work area, current work load and team organization for providing services.
2. Evidence of the construction manager and/or firm’s ability to perform the work, as indicated by profiles of the principals and staffs, professional and technical competence and experience and their facilities;
2. Capability to provide professional services in a timely manner and responsiveness to providing services in “SERVICES TO BE PROVIDED” section:
3. Past performance in terms of cost control, quality of work, and compliance with performance schedules;
4. Knowledge of State and Local Building Codes, Federal Labor and Wages Standards, Section 3 provisions, and Capital Fund Program and Community Development Block Grant requirements;
5. Certify that the construction manager or firm is not debarred, suspended or otherwise prohibited from professional practice by any Federal, State or local agency.
F. INSURANCE PROVISIONS
1. Workers’ Compensation: Coverage to apply for all employees for statutory limits in compliance with the state and federal laws. The policy must include employers’ liability with a limit of $100,000 each accident, $100,000 bodily injury by disease each employee and $500,000 bodily injury by disease policy limit.
2. Comprehensive General Liability: Shall have minimum limits of $1,000,000 per occurrence combined single limit for bodily injury liability and property damage liability. This shall include premises and/or operations, independent contractors, products and/or completed operations, broad form property damage and explosion, collapse, and under-ground damage coverage, and a contractual liability endorsement. 3. Business Auto Policy: Shall cover owned, non-owned, hired vehicles, shall provide for not less than a combined single limit of $500,000 per occurrence for bodily injury and property damage.
4. The Town of Chapel Hill, 405 Martin Luther King, Jr. Boulevard, Chapel Hill, North Carolina is to be named as an additional insured on the Comprehensive General Liability policy.
5. Current, valid insurance policies meeting the above requirements shall be maintained for the duration of the project. Renewal certificates shall be sent to the Town 30 days prior to any expiration date. There shall also be a 30-day notification of any stipulated insurance coverage. Certificates of insurance on an Acord 25 Form meeting the required insurance provisions shall be forwarded to the Town of Chapel Hill’s Purchasing Agent. Wording on the Certificate that states that no liability shall be imposed upon the company for failure to provide such notice is not acceptable. The Town may require original policies or certified copies of policies at any time. 6. Certificates of Insurance for all the insurance coverage described herein shall be
submitted to the Town upon execution of this contract by the Consultant.
7. If the Consultant does not meet the insurance requirements of the specifications, alternate insurance satisfactory to the Town of Chapel Hill, may be considered. All insurance required under this agreement shall be written with a company licensed to do business in North Carolina. Certified copies of insurance policies may be requested by the Town.
G. HOLD HARMLESS
The Consultant agrees to protect, defend, indemnify and hold harmless the Town from all loss, liability, claims or expense (including reasonable attorneys’ fees) arising from bodily injury, including death or property damage to any person or persons caused in whole or in part by the
negligence or willful misconduct of the Consultant except to the extent same are caused by the negligence or misconduct of the Town.
