Account Manager I – Responsible for client servicing and client acquisition. Serves as the direct link between the agency and the client, managing day-to-day affairs and ensuring customer satisfaction. Responsible for more practical parts of the advertising jobs (i.e. media placement, distributions, contract negotiation, etc.).

A Masters degree is required.

Account Manager II – Oversees and manages all aspects of client account, including client contact, creative team coordination, media production, and accounting.

A Masters degree can be substituted for two years of experience

Administration – Provides administrative and clerical support for clients and staff. Also works account teams tocoordinate production of large projects for a variety of tasks. Duties include word processing, research, proofreading, editing, copying and binding, maintaining department/client files, expense reports, and coordinating events/meetings. Knowledge of advanced office software applications.

Analytic I – Responsible for designing and programming consumer market research surveys, and conducting quantitative and qualitative analysis to understand consumer behavior and industry dynamics and trends. Develops financial models to size market opportunities and consumer demand. Support the design of business strategies, as well as conduct market analysis, financial and cost modeling and analysis, and advise clients and implement solutions in operational performance improvement and revenue growth.

A Masters degree is required.

Analytic II – Responsible for performing research and providing insights regarding the market, trends, competitors, potential and existing customers, and current campaigns.

Minimum Education: BA/BS or equivalent

Copywriter I – Works with clients and other experts in a leadership role to create and refine key messages in copy or scripts to achieve communications objectives. Provides high-level and original theme development, creative ideas, texts and visualizations to be utilized to create a variety of media. This includes studying information, ideas, services and products in order to determine and advise on how to best define and present them, including related strategic advice and planning regarding appeal, media, channels, style, editorial design and other elements. Creatively writes names, slogans, headlines, body copy, public relations pieces and scripts for radio, television, video and film, direct mail, presentations, signage, suitable for published use in the relevant group and mass media.

A Masters degree is required.

If needed, creatively directs complex media production processes taking overall creative responsibility for inputs such as actors, props, sets, colors, music, art, images, words and other elements, and that the final products are delivered on time and on budget (a.k.a. Executive Creative Director, Executive Producer).

A Masters degree is required.

Creative Director II – Works with clients in a leadership role to develop creative strategies that articulate and visualize key messages, address the audience profile, and meet objectives. Creatively advises managers and planners, and provides art direction to media producers including photographers, graphic designers, writers, moving media producers, public relations specialists and other experts, if so needed, creatively directs complex media production processes taking overall creative responsibility for inputs such as actors, props, sets, colors, music, art, images, words and other elements, and that the final products are delivered on time and on budget (a.k.a. Creative Director, Producer).

Qualifications at this level include a Bachelors degree or 2 additional years on-the-job training and experience.

Creative Director III – Assists the Creative Director or other experts in still or moving media productions to detail creative aspects to help articulate and visualize key messages, address the audience profile, and meet objectives. Assists in the coordination of the media production process taking overall responsibility for various details related to actors, props, sets, colors, music, art, images, words and other elements, and processes allowing final products to be delivered on time and on budget (a.k.a. Associate Creative Director).

Qualifications at this level include a Bachelors degree or 3 additional years of on-the-job training and experience.

Creative Director IV – Assists the Creative Director or other experts in still or moving media productions to detail creative aspects to help articulate and visualize key messages, address the audience profile, and meet objectives. Assists in the coordination of the media production process taking overall responsibility for various details related to actors, props, sets, colors, music, art, images, words and other elements, and processes allowing final products to be delivered on time and on budget (a.k.a. Associate Creative Director).

Qualifications at this level include a Bachelors degree or 4 additional years of on-the-job training and experience.

Design I – Extensive experience in print and multimedia design, as well as animation and illustration. Specializes in integrated campaign development to include design of marketing materials, direct mail campaigns, and Web pages. Carries regular and advanced degrees in graphic design. A Masters degree is required.

Design II – Creates imagery and graphics for projects, including graphics for print publication, website design, web user interface, mobile user interface, interactivity, flash and animation. Can provide Section 508 compliance, adherence to style guides and web standards, cross-browser compatibility, and web design best practices. Works under supervision of more experienced designers.

A BA/BS or equivalent and two years of general experience.

Design III – Creates and or supervises art and graphic designs, including graphics for print publication, website design, web user interface, mobile user interface, interactivity, flash, and animation. Works with Creative Director to ensure designs are consistent with vision and themes. Supervises work of less experienced designers to ensure quality and consistency. Has a BA/BS and 10 years of experience.

Qualifications at this level may include a BA/BS or equivalent and four years of general experience.

Developer I – Responsible for development and maintenance of web applications including websites, micro sites and customer specific sites. May be involved in coding and development for database management and design. May install new software releases and system upgrades, and evaluate and install patches. May maintain data files and

monitor system configuration to ensure data integrity. Must ensure that all development is conducted in accordance with processes relating to Standards, Configuration Control, Project Lifecycle Methodologies, Quality Control and Documentation.

Developer III – This position is responsible for reviewing, analyzing, and modifying web applications including coding, testing, debugging and deploying to support the organizations web applications. Works closely with manager or business analyst to develop the best solutions. Has knowledge of commonly used concepts, practices and procedures used in the web development environment. Relies on experience and judgment to plan, prioritize and complete assigned tasks. Works under the supervision of the project manager. Will work as team lead for small to medium sized projects.

Qualifications at this level may include a BA/BS or equivalent and three years of general experience.

Developer IV – Implement a strategic, technical direction for the ongoing development, maintenance and

integration of a variety of client-facing and internal vendor management and procurement systems. Evaluate various technologies and assist in implementing solutions which will assure high performance, scalability and availability of these systems.

Qualifications at this level may include a BA/BS or equivalent and four years of general experience.

Information Architect I – Translates user behavior into media structure, craft interactive experiences, produce workflow diagrams and other production materials, as well as organize information into site maps. Coordinate with Web Producers and creative and production departments to implement their strategies. Understand web production software, such as Visio, Dreamweaver, Office and Photoshop.

A Masters degree is required.

Develops long and short-range marketing operation plans. Identifies and analyzes customer needs and satisfaction. Evaluates effectiveness through attainment of goals and analysis of statistical data. Develops promotional strategies for but not limited to, advertising, outreach and event

Network Architect I – Plans, installs, configures, monitors & maintains various infrastructure projects involving Windows & UNIX systems. Maintains Active Directory, Exchange, SCOM, SCCM, SharePoint, SQL servers, computer/

communication networks, hardware, security & system software. Designs, develop & implements disaster recovery plans, backup plans & system management. Uses Windows, UNIX, Linux Servers, AD, VMware, VPN, Remedy, Java, .Net, LAN/WAN, etc.

Master’s degree in Comp Science, Engineering, or related field and two years experience in offered position or positions involving similar duties or BS and five years of experience.

Network Architect II – Runs and maintains network and server infrastructure including all peripherals. Provides full technical support to all employees and helps in projects that require any server side assistance. Ongoing site optimization, domain name management, and receipt and staging management of 3rd code. Stages code in test and prod environments. Assists in web site testing. Creates test data & setup. Database admin and backup while testing. Qualifications at this level may include a Bachelors degree, with three years experience in

all required skills.

Program Manager I – The Program Manager has oversight of the purpose and status of all projects in a Program and can use this oversight to support project-level activity to ensure the overall program goals are likely to be met, possibly by providing a decision-making capacity that cannot be achieved at project level or by providing the Project Manager with a program perspective when required, or as a sounding board for ideas and approaches to solving project issues that have program impacts. Typically in a program there is a need to identify and manage cross-project dependencies and often the PMO (Program or Project Management Office) may not have sufficient insight of the risk, issues, requirements, design or solution to be able to usefully manage these.

A Masters degree is required.

Program Manager II – The Asset Management IT Program Manager will be responsible for managing a variety of asset audits utilizing historical and emerging audit methodologies. The role will also contribute to asset policy, standards, and corresponding procedures, assist with post-audit investigations of asset data quality, and support asset movement. The role must support the asset compliance needs of a large scale, rapidly changing environment which is subject to operational practices that drive for high availability and minimal cost and meets the needs of a robust security program.

Bachelor’s degree required with one year of related experience.

Program Manager III – Responsible for the coordination and completion of projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Prepares reports for upper management regarding status of project. Familiar with a variety of the field’s concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected.

Bachelor’s degree required with two years of related experience.

Project Manager I – Responsible for planning and executing a project, and works closely with other project staff. Drafts input to status reports for the client. Works with project supervisor/manager in planning and executing a project, and supervises some project staff.

Minimum Education: Bachelor’s degree or equivalent in relevant field and ten years of managerial experience, including four years of related managerial experience.

Support Technician – Responsible for the completion of client maintenance requests. Requests will deal with design, programming and or basic web site changes. Position requires great attention to detail and the ability to communicate well with clients.

Requirements: B.A./B.F.A. in Design or Computer Science.

User Experience I – Create and assist in the creation of the “user experience” for websites, Intranets, and Web applications. This includes devising clear interaction strategies in sync with business and user goals, developing navigation and site structure, organizing content, and irelessladvocating the rights of real people as “users”. Leads and assist with usability assessments and tests of interactive systems. The best candidate will possess outstanding creativity, a highly detailed nature, and the ability to help define and solve complex user interface problems.

A Bachelor’s degree or equivalent in relevant field and seven years of managerial experience, including two years of related managerial experience.

User Experience II – Responsible for managing and completing the testing of specific web sites and/or functionality. Uses insights for the front-end of the project and the customer needs to help plan elements for much later testing - equipment needs, personnel needs, etc. They should be involved during the project in design reviews and more detailed test planning, as well as customer planning for beta tests, and reviews of user documentation.

A Bachelor’s degree or equivalent in relevant field and four years of managerial experience.

7. QUANTITY DISCOUNTS

• Blue Water Media offers a discount of 1% to any agency that issues a task order between $100,000 and $250,000.

• Blue Water Media offers a discount of 2% to any agency that issues a task order between $250,000.01 and $500,000.

• Blue Water Media offers a discount of 3% to any agency that issues a task order over $500,000. Blue Water Media agrees to pass on to the government any quantity or frequency discounts earned by the government. Also, Blue Water Media will charge the government by projects in the same manner it charges for other services under the labor categories. Any commission provided by media placement will be returned to the ordering agency.
