called atten-tion to the fact thatthe effortstoward
"Industrial education as carriedoutby

wholly inadequate.That

trainingwas
entirely secondaryand
thatthough
itaimed
atmanual
aptness it
was
not of such a nature as fitted foran
occupa-tion."Mr.
Orth
suggested that theBoard
set inquiries afloat lookingtoward
the establishment of a school for such ofour youth as desiretochoose fortheircallingsome
branch of the mechanical arts.On
February
29th the President, in accordance witha resolutionadoptedby
the Board, appointed the following EducationalCommission

The
Cleveland TechnicalHigh

findings of the EducationalCommission
were
em-bodied ina
series of reports submitted to theBoard
of Ed-ucationduring
the years 1905and
1906.Among
therecom-mendations
was
one urging
the establishment of amanual
traininghighschool
and
thisformed
the basis for the furtherwork
of theBoard
in carrying out the suggestionmade
by
Mr. Orth
in hisopening
address.On
September
26, 1905, the following resolutionwas
adopted:
"That
the EducationalCommittee
of thisBoard
be hereby instructed to investigate the advisability of estab-lishing a

Training
High
School in the cityand
thatit be
empowered
to extend its investigations to other cities as itmay
deem
wiseand
that theexpense
of such investiga-tion beand
is hereby authorizedby
this Board."On
Monday,
March
5, 1906, theBoard
ofEducation
unanimously adopted
a resolution authorizing the issue ofbonds
for $350,000 for thepurpose
of erecting aManual
Training
High
School.Sincethattime a
marked
change
as towhat
shall be the policy of this school hasbrought
about achange
inname
and
henceforth the institution is to beknown
as the Cleve-land TechnicalHigh
School.Four
months
later after carefully considering the ques-tionof a suitable location forthe institution, selection of sitewas
definitely agreedupon and
the property acquired Au-gust13,1906. Itslocationon East
55th Street, atthe corner of ScovillAvenue,
places the school within easy access ofall parts of the city.
The
East 55th Street car linemakes
it possible to reach the school
from
the south side directand from
the eastand west
sidesby
transferfrom
variouslines.
The
Scovillavenue
line connects directly with thebusiness district.
The
neighborhood
is ideal, being justde-TECHNICAL
HIGH
SCHOOL.

yet the building is not actually within thesmoke
and grime
of such localities.The
magni-tude of the undertaking, the intricate
problems
involvedand
thenewness
of this type of schoolhave
all served tomake
a proper solution difficult.The
planshave
been thoroughlyand
carefully preparedand
thework
of Archi-tect F. S.Barnum
in this connection hasbeen
most
effi-cient. Active operation
was
begun on
the buildingAugust
30th, 1907. It is expected that the building will becom-pleted in time for the
opening
of school in September, 1908.The
design, as preparedby Mr.
Barnum,
is EnglishGothic a style
which
iscoming
more
and
more
intovogue
for school buildings. It is executed in a darkreddish-brown
shale brick withbrown
terra cotta trimming, rest-ingupon
aheavy
cut stone water table.The
front is di-videdby
the projections of theend wings and
the central pavilion intomost
pleasingand
harmonious
proportions.The
selection of the bricknamed was made
through
a de-sire to give the building as massiveand
strongan
appear-ance as is possible, to balance the very largeamount
of wall space sacrificed toample
lighting.The
plan is like the letter"E"
in form, there being threewings
abuttingupon
themain
buildingwhich
has itsmain
facade facing the east.The
front entrance isapproached on
East 55th Streetby an imposing
flight of granitesteps.The
otherentrances are locatedupon
Portlandand
Scovill avenues respectively.Upon
entering the buildingon
East 55th Street, access ishad
to themain
corridor leading both northand
southand
into thewings
over this entire floor.At
the right islocated a reception
room
and
at the left the offices of ad-ministration. Immediately opposite the entrance is a spa-cious auditorium with a seating capacity, includingmain
floor
and
balcony, of thirteen hundred, available for school assemblagesand
popular evening lecture courses. Pro-vision is beingmade
toaccommodate one thousand day
students.6

ground
floor isappoached by
a flight of stairs leadingdown
from
the corridor opposite the front entrance.The
center space is assigned to the ventilating apparatus.The
lecturerooms
and
laboratories for physicsand
chem-istry are at either end. In the north
wing
the entire area hasbeen
devoted to a lunchroom
with the necessary kitch-ens, serving rooms, etc.Immediately under
theaudito-rium
are thegymnasium, running
track,showers
and
locker rooms.The
southwing
hasbeen
devoted to the shopson
this floor as well asupon
the first floor.The
potterydepartment
will be equipped with potters' wheels, lathes for turning models,a
sliphouse and
glazeroom
set, kilns,etc.
Adjacent
to this is the forgeshop
with provision for a blacksmith class of thirty-six.The
forges will bear-ranged
fordown
draught and
theequipment
thoroughlymodern
and
up
to date in every respect.The
next
room
is themachine shop
withheavy
equip-ment
suitable for the very best of trade instruction.Lo-cated at the
end
of the corridor is afoundry
provided witha
cupola for the melting of iron, a brass furnace, suitable core ovens, etc.At
theextreme back
of the building the heatingand
power
plant hasbeen
installedwhere
it ispro-posed
to generate heatand
electric lightand
power.This
plant will
have
a capacity of over400
horse power.On
the first floor in themain
part of the buildingand
also in the Scovill
avenue
wing
therooms
will be devoted to recitations.Two
largerooms
at each corner of the buiding, with a seating capacity of 250,have been
set aside for sessionrooms
in order that the pupilsmay
have
an
undisturbed opportunity for study.
In the Portland
avenue
wing
are fivewoodworking
rooms
including joinery, turning, cabinetmaking,
patternmaking
shops.There
is also aroom
for re-sawingand
storing stock.
Modern
methods
make
it essential that in addition to the usualhand
tools in theserooms
suitablewoodworking
machinery

is easily accessible to all pupilsin the
woodworking
department.There
isalso aroom
for varnishingand
finishingwoodwork.
Adjacent
to allwork
shops are located
wash
rooms
provided with individual lockers for the storage ofworking
clothes, unfinished pro-jects, etc.On
the second floor are additional recitation rooms, the school library, elementary science laboratoryand
me-chanical
drawing
rooms.On
the third floor the Scovillavenue
wing
is de-voted entirely to the girls' department.Here
are located the kitchens for instruction in cooking, the diningroom
for lessons in table serviceand
the laundry.Rooms
for in-struction in plain sewing, dress-makingand
millinery are situated atthe cornerofthebuilding. Additionalmechan-ical
and
freehand drawing, applied artand
recitationrooms
occupy
the remaining floor space.A
clubroom
for school organizations, separate restrooms
forwomen
and
formen
teachers, are also given space in the building.
No
cloakrooms
for the storage ofwraps have
been provided, this featurehaving
been cared forby
ventilated lockers con-veniently distributed about the corridors.The
courses offeredby
this school will be radically differentfrom
those offeredby
the other high schools ofthe city. College entrance requirements can not in
any
way
enter into a determination of the outlines of this school's courses.However,
the preparationneeded
for admission to the colleges is evennow
undergoing
radical revisionand
doubtless the industrial instruction afforded by this school will in theimmediate
future receive recogni-tion.But
firstand
foremost the Cleveland TechnicalHigh
School is intended to be a finishing school in itselfwhose
graduates will leave school prepared to enter a vocation.
Throughout
the country specialization in every direction hasmarked
allgrowth and development and
schools de-voted to special purposes areno
exception.For

wishing to prepare for college or

wish
a general educa-tion the present high schools are available.A

In the Technical
High
School theatmosphere must
be one ofmanufacture
and
industryand
upon
thesethemes
the
academic
studies are to bear with particular force.High
Schools in the pasthave
not taught verymany
subjects with a definite
view
to their ultimate utility buthave
sought only general culture. In a schoolwhich
trains foravocationlessattentioncan
be paidtogeneral education; subject-matter of amore
specific naturemust occupy
the timeand
efforts of the students. Arithmetic, also algebra of a very definite character dealing largely with shop prob-lems is essential; English, treating of industrialand
laborproblems, of
manufacturing
processesand
distribution of the product together with the study of the great industrial authorssuch
as Carlyle,Ruskin and
William
Morris,can
well supplant themore
purely literary authors.So
also withGerman
which
offers a fine field of technical reading; history can be taught along lines of industrialdevel-opment;
science can be applied science of themost
inten-sive sort;and
soon throughout
the entire list of studies comprising the course. Thismeans
a radical departurefrom
current high school practiceand
courses will not parallel those in the other high schools.So
largean
amount
of time will be devoted toshop
practiceand
ap-plied mechanical
drawing
that pupils entering this schoolfrom
other high schools will be at a distinct disadvantage along these lines.The
courses inmanual
trainingwhich
remain
in the present high schoolsmust
nevertheless beguided by
the type of industrial instruction of the TechnicalHigh
School; thismakes
advisable the supervision of allhigh school
manual
trainingfrom

this school with classes in all departments, including the juniorand
senior years.
The
upper
classes,however,
will necessarily be small innumber
and
itmay
not befound
possible toadmit
all applicants.The
rating of the diplomafrom
the TechnicalHigh
School shouldmean
somuch
inan
indus-trial
way
that thenumber
of pupils constituting the firstgraduating classes
must
be greatly restricted, sincenone
willhave
had
the full mechanical arts course of instruc-tion.During
the lasttwo
years of the course pupils will be allowed to specialize along lines towhich
they arepar-ticularly adapted in order that
upon
graduation theymay
be better fitted for their life work.Some
vocationmust
be chosen
by
a great majority ofyoung
men
and
young
women
since only a small proportion find it possible to enter a profession or a business career. This is forcedupon
a majority of ouryoung
people early in lifeand
ifproper choice can then be
made
it is a distinct advantage. Since the principles underlying all arts are identical, during the firsttwo
years amore
or less definitely pre-scribed outline of instructionmust
be laiddown.
If at theend
of this time peculiar adaptability inany
particular directionbecomes
evident to student, parent or teacher, specialization along this line will be possible.To
illustratemore
clearly, take the case of ayoung
man who
finds that his tastesand
talents run along lines ofmachinery
con-struction.During
his thirdand
fourth years hemay
de-votetwenty
hours aweek

shop practice. Af-ter completing the firsttwo
preliminary years inwood

to devote his life work.In this selection the school can properly fill a definite place. If a
boy
has mechanical ability this is the school forhim
to attend. If his attainments point in other direc-tions the other high schools are available.The
department
for girls willhave
domestic scienceand
domesticand
industrial art for its basisand around
these studies the rest of their
work
will be grouped.Home-making
courses are of greatest value to girlsand
to train in this direction will be theaim
of these departments.Cook-ing willbe very practical
and
comprehensive, coveringprep-aration
and
analysis of foods, the study of food values,and
the preparationand
serving of complete meals.This
will be
supplemented
by
courses inhome
planningand
house
decoration, takingup
the studyand arrangement
of rooms, walland
floor coverings, study of furnitureand
pic-tures, draperies, etc. This will
be
organized with particu-lar reference toeconomy
and
good
taste.Segregated
classes for the study of physiologyand
personal hygienewill give students
an
opportunity to acquire aknowledge
of those thingswhich
are so essential to their future healthand
happiness.This
instruction will besupplemented
by
a complete course inhome
nursing, including first aid to the injured, the care of invalidsand
particularly of children. Instruc-tion in our high schools has neverbeen
specificenough
along these lines but hasbeen
of a purely general nature.These
courses are to be very practicaland
to the point to theend
thatwhen
a girl has forcedupon
her the care of thehome
and
the family she will be thoroughly prepared for functions of this sort.Keeping
of household accounts,economic
home
management,
marketing, etc., will receivedue
consideration. .Similar opportunities for specialization during the last

for boys. In
most
classes the nature of the studiesand
method
of teachingdemand
a separation of boysfrom
girls.
There
will therefore be organized within thisbuild-ing a boys' school
and
a girls' school.For
a course of study so enriched with industrialwork
as the
proposed
outline indicates, a longer schoolday
thanis at present the practice in Cleveland is absolutely
neces-sary.
A
two-sessionday
with four school periods in each half hasbeen
decided upon.The morning
session willopen
at 8:30and
continue until 11:45, the afternoon sessionopening
at 12:45, closing at4
:00 one-half of theday
be-ing devoted tomanual
instruction, the other half toacadem-ic studies.
The
deeper interest feltby
students undertakingan
education of this kind
and
the relaxation in industrialwork
of the nature to be provided at the Technical
High
Schoolmake
so long aday
possible.Then,
too, it is felt that pupils attending this school will be so thoroughly in earnest in their desire to fit themselves for a vocation that the hardwork
laiddown
in the courses will be entirely feasible.Many
graduatesfrom
the eighthgrade
upon
leaving thegrammar
schoolgo
towork
and,having
once started inan
earning capacity, never enter the high school.Were
studies inwhich
they are interested immediately availablemany
studentswho now
do
notgo
to high school at allwould
continue their education.By
eliminating entirely the longsummer
vacation a saving ofan
entire year in the high school course will be accomplished. This ismost
desirablefrom
the standpoint of the student of limitedmeans
who
wishes to secure amaximum
of education in aminimum
of time. It is there-foreproposed
to offera three-year course as wellas a four-year course. Inany

school year will thereforebe

interest already evincedby
merchantsand
manufacturers of the city
means
that this institution will bring employers into close touch with students seeking positions.The
school can thus include in its duties the bringing together of thesetwo
classes.The
school will beopen
to all sections of the cityand
students
from any
districtmay
attend.The
double ses-sionmakes
a lunchroom
absolutely essentialand
to provide awarm
noon
meal
at a very slight cost will therefore be necessary.The
lunchroom
will be conducted as nearly as possibleupon
a no-profit basis. It hasbeen
found
possible to supply
a
good
noon meal
forfrom
eight to twelve cents,and by
supplementing the hot dishes with a luncheonfrom home,
for asum
even less than this.One
of themost
important missionswhich
this school can fill is the betterment of people alreadyengaged
in a given vocation.The
abolishment of the apprenticeship system in the subdivision ofmanufacturing
processes has practicallymade
it impossible for mechanics to secureany
general trainingwhich
enablesthem
to better their con-dition.There
is a cryingneed
among
semi-skilledworking
classes ofan
opportunity for industrial educationand
the TechnicalHigh
School will offer trade courses during the evening tomen
and
women
alreadyengaged
in a given trade.The
night classes will be divided intotwo
sections, each reporting three nights aweek from
7 :00 until 9:30.One
section willmeet
Monday,
Wednesday
and
Friday evenings, the otherTuesday,
Thursday
and
Saturday
evenings. In this
way
the night trade school couldaccom-modate
1,400men
and
600women.
The

doubtless thewoodwork-ing

will not be as heavily taxed as will the ironworking
department. Instruction will be offeredmen

practice.Allied with these subjects will be instruction in trade
math-ematics
and
a course in Englishand
applied mechanicaldrawing;
architecturaland machine drawing

given.

binding, leatherwork,
