2 Request

Summary

Malaspina University-College (Malaspina) is seeking proposals for consulting assistance with the planning component of implementing Microsoft Office SharePoint Server (MOSS). Our desire is to ensure that appropriate expertise is brought to bear in the initial planning process, thus ensuring that our initial implementation will provide both good value and a good base on which to further develop SharePoint based services.

The services desired include the initial assessment of Malaspina’s requirements; identification and prioritization of opportunities for providing significant added value through implementation of SharePoint Server based solutions; recommendation for an initial server configuration; a roadmap for on-going development of services and applications in the context of the prior prioritization; identification of staffing requirements and knowledge gaps; and a growth plan for the server infrastructure. Outcomes from the above are to be provided to Malaspina in report form as a final deliverable.

It is our intention that any service implementation that follows from this planning work will be completed by Malaspina staff. Should we identify the need for further assistance from outside Malaspina, a separate acquisition process will be conducted.

Information and Instructions to Proponents

a) Any questions concerning this proposal must be in writing and communicated to the Manager, Purchasing at the address for delivery of this request or via facsimile to 250-740-6465 or via e-mail to [email protected] by 2:00pm PST November 23, 2007. Addenda, if any, will be issued by 2:00pm PST November 27, 2007. Addenda will only

be sent to those firms who have returned the Confirmation of Intent to Bid form.

b) Proposals must be in the office of the Purchasing Department, Malaspina University-College

Building 300, Room 143 900 Fifth St.

On or before the closing date and time stated: 2:00:00 PM December 5, 2007.

Proposals received in the Purchasing Dept. office after the closing date and time will be returned unopened. Faxed proposals will not be accepted. Deliver proposal by Hand, Post or Courier. Allow enough time for receipt by closing date and time.

c) This completed proposal form; specifications, general conditions and any attachments hereto shall become part of any contract entered into between the successful vendor and Malaspina University-College. Time shall be the essence of this contract. d) Unless otherwise noted in specific conditions, prices will:

e) Proposals may be amended or withdrawn by written notice only, provided such notice is received in the office of the Purchasing Manager prior to the date and time set for the closing of this request. No telephone messages will be accepted.

f) Malaspina will not assume any responsibility or liability for any costs incurred by the vendor in the preparation of their proposal.

g) Where applicable, all equipment proposed must be certified and approved for use in British Columbia by the laws of British Columbia. Specifically: All electrical equipment must be certified by the Canadian Standards Association (CSA), Underwriter’s Laboratories - Canada (ULC), or other agency acceptable to the Electrical Safety Branch, Province of British Columbia

h) Any repairs, service, replacement, etc., in conjunction with the warranty/guarantee shall be at no cost to Malaspina

i) Unless otherwise stated, the Purchasing Manager has conduct of the contract. j) Malaspina reserves the right to reject any or all offers at any time without further

explanation, and is not necessarily bound to accept the lowest bid submitted. Malaspina may clarify any proposals received, enter into negotiations with any proponent

submitting a proposal, contract for services and/or equipment different from that specified herein, and/or to accept any offer considered advantageous to Malaspina. Offers which contain qualifying conditions, or otherwise fail to conform to this request for proposal document may be disqualified or rejected. Malaspina may waive any non-compliance with the request for proposal documents, specifications or any conditions, including the timing of delivering of anything required by this request and may at its sole discretion elect to retain for considerations proposals which are non-conforming because they do not contain the content or form required by this document or because they have not complied with the process for submissions set out herein.

k) Acceptance will be based on the best value to Malaspina based on quality, service, price, reputation of the vendor and/or contractor, and any criteria set out herein based solely on Malaspina’s assessment of the proposal.

l) Acceptance of your proposal shall be by official purchase order issued by Malaspina University-College. Standard purchase order terms may be viewed at

m) The Supplier will obtain permits, pay all fees therefore, and comply with all Provincial, Municipal and other legal regulations and by-laws applicable to the work. If no local regulations, comply with the National Building Codes of Canada, latest revision. n) The Supplier will be in good standing with the Workers Compensation Board of British

Columbia (Worksafe BC) and provide its W.C.B. registration number on the response page of this document. The Supplier receiving award of this request shall provide a letter of good standing with the W.C.B. within ten (10) days of notification of award. o) The Supplier shall ensure compliance by all their employees, partners, individuals,

sub-Suppliers and/or consultants employed on this contract with all provisions of the Workers’ Compensation Act and the Occupational Health and Safety regulation made pursuant thereto, which are in force at the time the work is being performed.

p) The Supplier shall ensure compliance with all provisions of any other legislation, and/or Malaspina University-College Policy and Procedures, which relate to Occupational Health and Safety.

q) It is the Proponent’s responsibility to view the site(s) to determine the existing conditions, critical dimensions and limitations. The Proponent will rely entirely upon their own judgment in submitting an offer, and will include in their tender a sum sufficient to cover all items required for the contract. In submitting an offer, the Proponent confirms they have viewed the site(s) to their complete satisfaction.

r) Any dispute arising under this contract not resolved between the parties will be resolved according to the laws of the Province of British Columbia.

s) Payment by Malaspina will be made the later of 30 days after acceptance of goods and/or services or receipt of invoice.

t) Any notice required to be given in this contract shall be deemed to be duly given to Malaspina if sent by registered mail addressed to the Purchasing Department,

Malaspina University-College 900 Fifth St. Nanaimo BC, V9R 5S5 and to the selected Supplier/vendor/contractor if sent by ordinary post to the address set forth in the

response and shall be considered to be received no later than five days from the date of mailing.

u) The Supplier may not assign or subcontract this agreement without the prior written consent of Malaspina University-College

v) Should any term or portion of this agreement be found to be invalid or unenforceable, the remainder shall continue to be valid and enforceable.

w) This request is subject to the provisions of Annex 502.4 of the Agreement on Internal Trade.

x) All documents submitted in response to this Request shall become the property of Malaspina University-College and as such will be subject to the disclosure provisions of the British Columbia Freedom of Information and Protection of Privacy Act.

4

General Terms & Conditions

4.1 Definitions

Coordinator: The person appointed by Malaspina University-College from time to time to represent Malaspina as liaison between Malaspina and the Supplier.

Malaspina: Malaspina University-College

Proponent: The company, individual or entity responding to this Request for Proposal.

Purchasing Manager: The person acting as the Purchasing Manager for Malaspina University-College or designate.

Supplier: the person or company selected to provide products and/or services under the terms of this contract. This extends to and includes any sub-contractors to the Supplier.

4.2 Term of Contract

Contract term shall be from acceptance and continue until 60 days following substantial completion.

4.3 Default

Malaspina may by notice of default to the Supplier, terminate in whole or in part the contract if the Supplier fails to make delivery of the item(s) or to perform any provision of this contract within the time specified, or within a reasonable time if no time is specified.

In the event Malaspina does terminate the contract in whole or in part as specified above, Malaspina may procure items or services similar to those so terminated and the Supplier will be liable to Malaspina for any excess costs for such similar items or services.

The Supplier will not be liable for any excess costs if failure to perform is due to strike, lockout, or Acts of God. Malaspina will not be liable where delivery sites are not available due to strike, lockout, or Act of God.

4.4 Indemnification

The Supplier and/or Contractor will indemnify and save harmless Malaspina, its employees and agents from and against any and all losses, claims, damages, actions, causes of action, costs and expenses that Malaspina may sustain, incur, suffer or be put to at any time either before or after the expiration or termination of this contract, where the same or any of them are based upon, arise out of or occur, directly or indirectly, by reason of any act or omission of the Supplier or of any agent, employee, officer, director or sub-contractor of the Supplier pursuant to this contract, excepting always liability arising out of the independent negligent acts of Malaspina.

4.5 Insurance

The Supplier shall, without limiting its obligations or liabilities herein and at its own expense, provide and maintain the following insurances with insurers licensed in British Columbia and in forms and amounts appropriate to the indemnification requirements of this contract. The minimum insurance shall be:

Comprehensive, Commercial General Liability, third party, in an amount not less than

injury, property damage and liability assumed under this contract. Malaspina University-College shall be named as an additional insured.

Automobile Liability on all vehicles owned, operated or licensed in the name of the Supplier in an amount of not less than $2,000,000.

All the foregoing insurance shall be primary and not required the sharing of any loss by any insurer of Malaspina.

All required insurance shall be endorsed to provide Malaspina with 30 days advance written notice of cancellation or material change.

The Supplier hereby waives all rights of recourse against Malaspina with regard to damage to the Supplier's property.

The Supplier shall require and ensure that each subcontractor maintain liability insurances comparable to that required above.

Unless specified otherwise, the duration of each insurance policy shall be from the date of commencement of the work until the date of the total Performance of the Work.

4.6 Coordinator’s Rights

The Coordinator shall have the right to inspect all products supplied under this contract. The Coordinator may accept, reject and/or specify acceptable product and/or services to be supplied under this contract. In the event that products and services supplied under the contract are not acceptable and not made acceptable after the Supplier is given reasonable notice to do so then the Coordinator may advise the Supplier that they are in default of this contract and the contract may be terminated. The Coordinator will not make unreasonable demands of the Supplier.

4.7 Alternate Dispute Resolution

In the event of a dispute arising between Malaspina and the Supplier as to their respective rights and obligations under the contract, either party may give written notice to the other party seeking Alternate Dispute Resolution (ADR), but the contract shall continue to be performed by both parties.

In the event a party gives written notice to the other party seeking ADR, both parties agree to using their best efforts to resolve the dispute by mutual agreement for a period of not less than fourteen (14) days.

In the event the parties fail to resolve the dispute by mutual agreement after fourteen (14) days of the time specified, either party may give written notice to the other party declaring the

attempted dispute resolution by mutual agreement to be a failure.

In the event notice of failure to resolve the dispute by mutual agreement is given, the dispute shall be submitted to binding arbitration by a single arbitrator pursuant to the latest edition of the Rules for Mediation of CCDC 2 Construction Disputes with the costs of that arbitration being borne equally by the parties.

Any dispute may be submitted to arbitration except:

• The breach or alleged breach of the confidentiality provisions of this contract;

• The fundamental breach or alleged fundamental breach of this contract by either party; or • Where the contract has been lawfully terminated by Malaspina pursuant to this contract.

5 Specific

Conditions

Due to budget restrictions, Malaspina University-College may decide not to award a

contract, and may terminate this RFP at any time without penalty. Award decisions will

be based on Evaluation Criteria (as outlined in the “Evaluation Criteria” section below)

and the best overall value to Malaspina. Malaspina representatives shall have sole

discretion over the determination of the best overall value.

Please note that this purchase of services is subject to budget approval. If pricing for the

otherwise successful proposal exceeds the budget allocation Malaspina reserves the

right to enter into negotiations with the proponent to revise the scope of work with a

corresponding reduction in price or to collapse this request process.

Proponents agree, together with their officers, employees, agents and any permitted

subcontractors, to treat as confidential all information, data, documents or materials

acquired or to which access has been given in the course of this RFP process, or which

is incidental to the performance of the Contract. Proponents agree to take such steps as

are necessary to ensure that confidential information is not disclosed to any other

person and agree to maintain confidential and secure all material that is the property of

the Owner that comes into the possession of, or is under the control of, the Proponents.

The data, statistics, figures, plans, drawings, designs, infrastructure data and

documentation, and other information, documents, and material provided by the Owner

in this RFP or at any time during this RFP process, whether in oral, written, or machine

readable form, are considered by the Owner as confidential information. Any Proponent

who receives a copy of this RFP, whether or not they submit a Proposal, shall maintain

this information as strictly confidential at all times and shall not communicate such

information, documents or materials to any third party without the prior consent of the

Owner, even after award of the Contract .

The response to this RFP will be considered an offer to contract. At its option Malaspina

may:

a)

Accept the proposal as written;

b)

Enter into negotiations with one or more proponents, to reach a mutually

satisfactory agreement, as determined by the best overall value to Malaspina.

5a

Scope of Work

Requirements analysis

ƒ Faculty, staff, students – investigation of faculty, staff and student needs as they relate to potential SharePoint Server features

ƒ Potential value-add of SharePoint components/applications – analysis of the potential for added value to the institution through the implementation of components or development of solutions to specific problems through implementation of SharePoint Server based solutions. This section should give priority to key strategic directions of the institution as outlined in the outcomes of our strategic planning initiative, Signposts 2006-09. Please

see the document entitled “Final Strategic Priorities” at

http://www.mala.ca/EducationalPlanning/SignPosts/SignPostsOutcomes.asp. ƒ Analysis of alternatives to SharePoint Server – potential cost and benefit of other

solutions as compared to SharePoint Server both as a broad-based foundation for a range of services or as a solution for specific service offerings.

ƒ Quick wins – identification, if feasible, of one or two specific opportunities which will quickly provide benefit to the institution and demonstrate the value to the institution of SharePoint Server technology.

Deliverables:

ƒ Recommendations on:

• SharePoint vs. other options

• Hardware – the initial server platform should be sized appropriately for the initial implementation and should either include capacity to accommodate foreseeable service development or a reasonable growth plan provided

• Timing relative to Office 2007 deployment – Office 2007 will most likely be deployed institution-wide in the summer of 2008. Recommendations should be provided for implementation of appropriate components or services to support that in the context of the priorities established in the user requirements assessment and of the

institution strategic priorities.

• Initial service offering(s) – initial service offerings that are feasible given the

resources available and which will provide significant value to the institution. Ideally this would include a quick win but should provide clear benefit in the context of the institution’s strategic priorities.

ƒ Roadmap for service rollout

• Resource requirements for an initial implementation – including financial and people • Recommendations for future deployment of SharePoint Server features and

applications. This should include consideration of timelines and resource requirements

• Resource requirements – consideration of current staff capacity and potential gaps in our ability to support a SharePoint Server infrastructure.

• Training requirements – training required in order for existing staff to effectively support a SharePoint Server infrastructure

Timing:

ƒ This project must be completed and the final report delivered by January 31, 2007, in order that resource requirements for the initial service deployment may be addressed in the upcoming budget cycle.

5b Background

Information

Our preliminary investigations of Microsoft Office SharePoint Server (MOSS) have highlighted a number of areas in which MOSS would either fill an extant need or support improved service delivery. While other solutions are generally available to meet these individually it appears that a single solution which will address all or a significant portion of them would be more cost effective to both implement and maintain. Additionally, one might reasonably expect that supporting users on a single platform rather than several will be easier and more effective for both the user and the supporters.

Existing Requirements and Gaps

ƒ Departmental intranets – A number of departments have either requested or expressed an interest in departmental intranets. We expect that as such technology is deployed demand will increase dramatically. Desired features include discussion groups, blogs, documentation libraries, shared calendars, collaborative document editing and a flexible permissions structure.

Most departments currently make extensive use of shares hosted on a centralized file server. These shares typically serve as rudimentary documentation libraries, and platforms for collaborative document development. It is our expectation that these shares would be supplanted by department intranets hosted on a SharePoint infrastructure.

ƒ Faculty and staff web sites – The web site, web.mala.ca, is the host for approximately 550 sub-sites, most of which are for the use of individual staff members. These are created on request and are used for various purposes depending on the needs of the individual requesting them. Common uses include personal expression of views and interests, distribution of class materials to students and sharing information with peers. Editing and management of these sub-sites is done using Microsoft FrontPage.

We anticipate that these web sites might be more effectively delivered using the “My Site” feature on a SharePoint infrastructure.

ƒ Web authoring and content management issues - Currently Adobe Contribute is used by a limited number of content publishers for managing web content on the main Malaspina web site (www.mala.ca). A consistent web authoring and content management solution that can be applied across all web platforms and is readily available to all potential content editors is needed.

ƒ The MyMala site is the only content management system currently in general use by staff at Malaspina. MyMala has some basic integration features with the Outlook program, but lacks SharePoint’s more advanced integration capabilities with the entire MS Office suite of programs. It also does not support xml as SharePoint does, which can be utilized for portability of data across different data driven web applications.

ƒ Student shares and web pages – students can sign up for Windows network accounts. With these accounts they are provided a network share of limited size. On specific request they are provided a sub-site under in the www.discovery.mala.bc.ca\web, which is linked to a web folder in their share.

Students can readily access their shares from on-campus using either a lab workstation or their personal laptops connected through the wireless network. Access from

off-campus is provided though a sub-site under www.discovery.bc.ca/home and allows direct file access using WebDAV.

While this system is working adequately since the recent migration to a new server, the backend management is complex, requiring specialized scripts that must be constantly modified to address small changes in policy or structure.

ƒ Office 2007 deployment – We will be deploying Office 2007 to a few early adopters in January and February of 2008, followed by deployment throughout the campus in the summer of 2008. Office 2007 has numerous features for collaboration and publishing that require a back-end SharePoint infrastructure to be fully supported. We anticipate significant demand for these capabilities once users become familiar with them. ƒ Forms management – Most forms used in the institution are paper based. Many are

published on web sites but must be printed out, completed and authorized manually, and forwarded through the internal mail system for action. While there is, as yet, no

institutional impetus for automating these processes, it does appear to be an area in which automation can yield significant benefit to the institution.

Current IT Infrastructure

Web Services:

ƒ www.mala.ca is Malaspina’s primary face to the rest of the world as well as the main jumping off point for internal users seeking information about the organization. Content and styles on this site are strictly controlled by the Media Relations department to ensure a consistent look and feel. Adobe Dreamweaver and Contribute are the main tools used for web page development and content management.

The Communications & Public Relations web developers create sites using Adobe Dreamweaver, assign permissions using Active Directory on the server, then send the publisher an Adobe Connection Key so that the publisher can modify content within the defined editable regions on their website.

Recently publishers have been allowed to add their own photo galleries using an extension built for Contribute by the Communications and Public Relations Department using the Flickr API. In the future we hope to use more dynamic tools such as user feedback, blogs, newsletters, syndicated content (such as RSS), re-use of content blocks (using XML), etc.

ƒ Web.mala.ca is a platform for serving of faculty, staff and some department web pages. These are in the form of approximately 550 sub-sites under the web.mala.ca site. Format and content are at the discretion of the individual sub-site administrators. Examples include: http://web.mala.bc.ca/education/index.htm and

http://web.mala.bc.ca/collicotb/.

ƒ Discovery.mala.bc.ca is the student web server. Student web pages and student file shares are hosted on this server – approximately 2500 of each. This function is co-hosted with student shares.

File shares are accessed using the WebDAV protocol via URL’s of the form

www.discovery.mala.bc.ca/home/<userid>. The web pages are accessed via URL’s of the form www.discovery.mala.bc.ca/<userid> and reference web folders within the

ƒ MyMala is the faculty and staff intranet. This site is increasingly becoming the primary vehicle for sharing information within the faculty and staff community. Recent initiatives have encouraged the development of forums on this site as an alternative to

all-employee Email distribution lists.

The full domain name is mymala.capitan.mala.bc.ca. This site is accessible only to faculty and staff from on or off campus. This service is based on out of the box software from Intranet Connections based on ColdFusion 7.0 and running on an MS SQL 2000 database. It supports a range of intranet services including discussion forums, classified advertisements, shared documentation, and calendars.

ƒ Isweb.mala.bc.ca provides web interfaces for many administrative functions such as the IT helpdesk ticket system; the employee portal – for access to payroll and employment status information; and account creation scripts.

ƒ Various web interfaces for the financial and student records systems are provided on a clustered Vax VMS system administered by the Information Systems team.

Servers:

Of the approximately 60 servers operated by the Information Technology Services

Department, most are running Windows Server 2003 or Server 2003 R2. Approximately ten servers are running Red Hat Enterprise Linux.

Desktop Computing:

Approximately 1500 faculty and staff computers and 900 lab computers and instructor stations are centrally managed by the ITS team.

The current standard software deployment on these stations includes Windows XP and Office 2003. We are in the midst of a transition from Internet Explorer version 6 to version 7. Systems are initially built using Remote Installation Service (RIS). On-going software

deployment and maintenance is managed through a combination of group policy and MS Systems Management Server (SMS). We are presently in the process of refining our deployment and updating processes to better leverage SMS.

Network

The MUC network consists of a high speed core network based on Gigabit layer 3 switches supporting links to most of the campus buildings on Gigabit links. Distribution/collector switches provide connectivity to the smaller and less computing-intensive buildings on 100 MB links.

Each building on campus has an internal network with a link to the campus core network. Depending on the size of the building and computing requirements the internal network can range from a single small switch mounted on the wall of an office to 30+ switches in several wiring closets.

Servers are distributed across two on-campus server rooms, one in the eastern campus and the other centrally located. The mail room houses the bulk of the servers, with the other providing overflow capacity and redundancy for critical infrastructure components. Within each room the servers are interconnected with Gigabit switches and are up-linked to the campus core through Gigabit links.

6 Response

Requested

Each proposal submission should include:

a) Executive Letter

This letter will include a summary of the proponent’s capabilities, proposed

solution(s) and costs.

b) Company Information

Proponents shall provide the following information about the proponent

organization: experience in the provision of consulting services; experience in

developing and supporting Microsoft Office SharePoint Server and predecessors;

size of the organization; head office locations; and number of years in business.

c) Methodology and Implementation Plan

The methodology that the proponent will apply to meeting the objectives of the

project. This should include a general overview of the proponent’s approach to

consulting engagements as well as specifics on the approach to this project.

d) List of Key Personnel

A list of key personnel who will be directly engaged in this project, their role, their

normal working location and their relevant credentials and experience.

Note that any changes to this list must be communicated to and approved by

Malaspina. If the proposed changes are not acceptable to Malaspina and no

acceptable alternative is provided by the proponent then the proposal may be

disqualified and any resulting agreement cancelled at the discretion of

Malaspina. Approval shall not be unreasonably withheld.

e) References

At least three past or current clients for which the proponent has provided

services of a similar type and magnitude. This should include at least one

account for whom the individual leading the leader is the same individual who

has been designated as lead for in this proposal.

f) Cost Statement

Fixed price quote – the proponent shall provide a fixed price quote for the

complete project. Significant components of the project should be identified along

with cost components associated with each.

Hourly rate – the proponents must provide an hourly rate which will be applied for

additional work that may be required and that may be outside of the defined

scope of the project. Any rates that are specific to certain key personnel must be

identified.
