RCSL relies on parents to assist with running the swim meets. This includes meet officials and stroke and turn judges.
•It's easy to do and is critical to your team.
•Effective, knowledgeable, and experienced Officials support competitive fairness of the league as well as efficiently executing dual meets and City Meet.
•Certification testing, Deck/Video Training, and Practice are the key components to becoming a good Official.
•It is a RCLS ROC requirement that every team to participate in league play have at a minimum of 2 certified Starter/Referee and 2 Stroke and Turn judge rostered to your team.
•Not having adequate depth of team roster of trained Officials available could lead to meet delays or even forfeiture of meet by the home team.
This presentation will establish the process for becoming an official and identify changes instituted for this year.
Purpose
Look at the current list of your certified officials and see who needs to recertify. Identify not listed who might be good candidates to get certified.
•Current status of each pool’s officials is maintained on the RCSL web portal. (copy also included, use postmark date on charts to know
currency of data.)
Take and pass the on line written and Officiating Video tests, attend deck training
•Written Test is mandatory, others depend on whether initial certification or a re- certification as an official
A new 2021 USA Swimming Rules and Guideline book has been published.

•Effective date is 5/01/21. However, there are no substantive changes have been incorporated
What to Do?
Certification tests will be written to be common to either USA 2020 or 2021 requirements
Certification test will be written to be common to posted release of the RCSL Rules of competition (No officiating changes have occurred since the 3/25/17 draft)
However, the most current USA Swimming rules and RCSL Rules of Competition will be used at the City Meet, Dual Meets, and other events
•It is the responsibility of Officials of each team to make themselves knowledgeable to the current release rules when they come available
Certification test site is available starting 4/27/21, you may then begin to start testing.
On line testing will now be available from late April thru January yearly to certify and re-certify your officials
• Current USA and RCSL Rules of Competition for previous year will apply
• Attending deck training (or approved equivalent by VP-Swimming) is required for initial level certification. (video has been integrated into the on line test.)

• More closely aligns to current USA Swimming slip
• Forms may be printed as needed from link posted on the web site
•Refer to the 2021 watermark and “(rev 04/2021)” in lower left corner of slip for current form
• Have Refs review new slips to become familiar prior to first meet
•If they should have questions have them email or call me.
•Discuss over with S&T Judges so they are also familiar.
What else to Do?
RCSL accepts valid certification from USA-S swimming
•Need to provide data showing your other league credentials are current.
•USA-S S-T are equivalent with a RCSL S-T certification. USA-S Ref is equivalent with RCSL Str/Ref.
•USA-S Str certified officials will need to take and pass RCSL Str/Ref recertification test and pay fee to be full certified to officiate as both a Str and Ref for RCSL meets
•NAHSSL may use RCSL certification to maintain credentials
•High School Swimming follows rules the National Federation of High School (NFHS) rules, additional rules may apply.

RCSL employs a third party on line testing provider
•To cover expenses, a small fee will be required to process Official certification/registration
• $15.00 fee for initial certification; $7.50 fee for re-certification
– Increased to cover processing costs.
• Permits up to 3 attempt to attain passing grade
• Fee paid on line with Paypay account or Credit Card
– Teams wishing to write a check for officials fees can be accommodated
Certification tests continue as a web based online test• Third party tool is used (classmarker.com)
• User able to define own username and password
• Grading automatic, can simply retake up to 3 times to attain 85%
passing grade

What else to Know?
All individual certification or recertification will do so using the online test
• Successful Fee processing or arrangement require for Officials to be compliant
Highly Recommended: Officials recertifying who have not viewed the USA Swimming Videos or participated in Deck Training in the previous 2 years
should consider doing so.

Recommended: Coaches and Pool Reps take the Practice Stroke-Turn and/or Referee-Starter Test. (there is no charge for practice test)
• Gives a very good overview of what officials will be looking at for possible disqualifications.
• Viewing of the USA Swimming Videos is excellent source of form and format of each stoke and what infractions are possible.
Exception: Current USA Swimming official certification of the same level will be honored by RCSL, no further testing will be required.
•Need to provide credentials for acceptance (with expiration date).
•If currently a S&T or Starter for USA Swimming, and wish to qualify as a Starter/Ref, only the Starter/Ref recert test need be taken.

Recert Officials need to take (and pass) the tests with “Recert” in test title (they are shorter tests!)
Initial Certification candidates need to register, take (and pass) test, and attend deck training.
•Attendance will be kept for Deck Training (make sure your attending officials sign it to get credit)
If an official happens to fail their test, just take the test again
• Review your failed results to support your next attempt.
• Official will have 3 attempts before a reset will be required.
On line testing leverages off video snippets as basis for testing.
However, still believe value in use of question and research of the USA- S Rules and the RCLS Rules of Competition questioning too. Test
question will be based on watching videos and answering questions and research rules to answer scenario based questions.

Initial official certification is good for one (1) year/season, with
recertification required the following year, and subsequent recertification are good for two (2) years/season after that.
• Str/Referee step up paradox
•If after becoming a S&T Official (pass test, deck train) you immediately “step up” to a Str/Ref the next year you would take 2 tests, and deck train again.
Then in a year would recert and take 2 tests ... Again
COVID-19 and policies and practices are still in work at the time of this presentation.
Team Reps will be responsible for communicating policies impacting Meets from the RCSL Board.

Access the test you need to take (refer to page 13 or 14, or the links provided in the RCSL web page)
•Provide Name, Pool/Organization name, Phone, Address, and Emergency POC
• teams providing payment by check need to given me this data with check
Follow instructions (new user will be asked to provide email and password)
• This is your access to return and complete test.
• Must submit test for grading (last question page)
• Must get 85% or better
• Re-attempt will just be like starting as a new user (3 total attempts)
New certification officials will need to be register and pay $15.00 fee;
Recertification will need to register and pay $7.50 fee
•Can take test before registration is complete, but will not complete

Practice tests provide opportunity to take tests to understand tool and test questions without having to be subject to grading
• Note, must take actual test for scored results
Reciprocal tests provide NAHSSL or other Park & Rec League certified officials to review and become consistent with RCSL unique rules/differences
• Certification good for period of initial league certification

Access the test http web link of test to be taken. Login screen will appear. (Start Test) Return to same page to resume test.
Input your email address and confirm password. This is your access to the test.
Will process an ‘Are you sure’dialog verifying our data (write you access down somewhere safe.)

Select the appropriate answer based on USA Rules and/or RCSL Rules of Competition. Note that True/False you must select the correct True/False answer AND the correct reference

Have enabled save option to permit you to save results and return before submitting.

On final question page, have button indicate you are Finished.
Press and will ask you to confirm submittal. Once pressed, will grade test with answer submitted.
Results are displayed.

Questions may be mix up in order for each attempt and tester, be careful!

Having insufficient number and type of Officials may be cause for forfeiture of a Dual Meet
•Officials are ultimately the responsibility of the Home pool
• Minimum needs for an effective and efficient dual meet
•1 Referee
• 1 Starter
• 4 Stroke and Turn Judges
•Need other volunteer officials too (clerk and computer table workers, place judges, head timer, timers, runners, etc.)
•You will need to have more than the minimum officials and these folks need to support City Meet!
•Every Pool to remain in good standing in the RCSL must maintain the minimum number of certified officials available.
