1.0 Background

The site has access from highways to the north being the main road into the village, the B3343 Beach Road and South Street to the south via the centre of the village.

The existing drive which provides vehicular access to the site from Beach Road is restricted in width, initially forming a shared public footpath down towards South Street, with the main school entrance gates positioned at the first change in direction. Vehicular access along this route is normally limited to disabled users and occasional visitors. Staff has parking space provision within the grounds of the adjacent Village Community Hall. No change is proposed to these existing arrangements during the construction period.

In addition, pedestrian access is available from the southern perimeter of the site which is close to the centre of the village. This dual access provides existing access from both the surrounding residential areas and the centre of the village.

Woolacombe is a premier recreational sports resort and major surfing centre and as such becomes very busy at weekends and during the summer holiday period.

The proposal is a new classroom and associated cloakroom/lobby, toilet and storeroom. The proposal will allow an increase of the Net Capacity to 210 and PAN to 30.

The construction site must be organised so that vehicles and pedestrians using site routes are segregated and can move around safely. The routes need to be suitable for the persons or vehicles using them, in suitable positions and sufficient in number and size, this is so that incidents can be prevented by the effective management of transport operations throughout the construction process.

Pedestrians and vehicles can be kept apart by management of the following:

Entrances and exits - provide separate entry and exit gateways for pedestrians and vehicles;

Walkways - provide firm, level, well-drained pedestrian walkways that take a direct route where possible;

Crossings - where walkways cross roadways, provide a clearly signed and lit crossing point where drivers and pedestrians can see each other clearly;

Visibility - make sure drivers driving out onto public roads can see both ways along the footway before they move on to it; the existing entrance has a visibility splay to enable this

Obstructions – do not block walkways so that pedestrians have to step onto the vehicle route; and

Barriers - think about installing a barrier between the roadway and walkway.

Vehicle movement will need to be minimised on site due to the restricted areas in which the contractor will have to work. This can be minimised by management of the following:

provide car and van parking for the workforce and visitors away from the work area;

control entry to the work area; and

Plan storage areas so that delivery vehicles do not have to cross the site.

People who direct vehicle movements (banksmen) must be trained and authorised to do so.

Make sure that all drivers and pedestrians know and understand the routes and traffic rules on site.

Use standard road signs where appropriate

Provide induction training for drivers, workers and visitors and send instructions out to visitors before their visit.

This management will be greatly assisted by utilising the following:

Banksmen - who can be appointed to control manoeuvres and who are trained in the task;

Clothing - pedestrians on site should wear high-visibility clothing.

Gatekeeper- to direct/summon banksmen

Speed limits- restrict speed to 5 mph

2.0 Days and hours of construction and deliveries

All deliveries will be notified to the Contractor’s Project Manager/Traffic Management Co-ordinator in advance with specific times identified. These will be collated and held in a diary by the Co-ordinator who will manage the deliveries on a daily basis. The Co-ordinator will highlight any clashes and anticipated busy periods to streamline the processing of deliveries.

Due to the constraints of the site all deliveries must contact the site before arrival and if pre-booked slots are missed then they should wait in the agreed location.

On arrival at the agreed locations, drivers must wait and as described by signage and ring for attention.

They will then be escorted to the appropriate location for unloading by the contractor’s Banksmen.

Unloading will be carried out at one of the material storage areas. All deliveries, where possible, must be able to be unloaded by forklift or mechanical means. No persons will be permitted to get on the back of vehicles without safe system of work in place for edge protection or fall arrest.

Times and deliveries will be restricted to be outside of the times of pick up and drop off for the school.

The delivery times should not be between 8.30 and 9.30 am, and 3 to 4 pm.

All access roads used by contractors will be monitored for mud and any construction materials and cleared using a shovel and broom if required a mechanical road sweeper.

3.0 Route for Deliveries

Site Access from Beach Road onto the identified site is via the narrow access lane into the school. As this is the main access into the school it has been decided that only managed and limited construction access should be provided here, and that the site is best accessed off South Street. This in turn limits the size and type of delivery vehicle. Therefore traditional small unit materials will be used as much as possible, e.g. Bricks, Blocks, etc. Larger, heavier elements like structural steelwork, long roofing sheets,

and to a lesser degree windows, will be limited and deliveries must be carefully undertaken and programmed.

Larger deliveries including site cabins and storage containers will be craned over the security fence via South Street. A section of the fence may be temporarily removed and reinstated to help aid with deliveries.

4.0 Loading and unloading of Plant and Materials

It is anticipated that the loading and unloading of plant and materials will be via South Street using a crane or other mechanical means. A section of the existing metal fencing may be temporarily removed and reinstated on completion to assist this process.

Times and deliveries will be restricted to be outside of the times of pick up and drop off for the school.

The delivery times should not be between 8.30 and 9.30 am, and 3 to 4 pm.

5.0 Storage of Plant and Materials

The storage of plant and materials will be within easy access of the point of unloading to minimise movement through the site for vehicles and plant. It should be close to the contractor’s compound but located to be free of obstruction. This will be further determined upon the appointment of a main B3343, Beach Road,

contractor for this scheme, however it is anticipated this will be located to the south of site Via South Street.

6.0 Programme of Works, Traffic Management Measures

An overall programme of work has been provisionally included, although this is subject to detailed scrutiny by the main contractor appointed at a later date. The contractor programme will have a detailed breakdown of all site activities and will be subject to the approval of the project manager/contract administrator.

7.0 Provision of Boundary Fencing/Hoarding

There will be Heras fencing secured to a minimum height of 2 metres alongside the construction site areas or solid panel hoarding in areas with high/low viewing panels to help reduce unauthorised access to site.

This fence will be checked daily and maintained as necessary and it will be the responsibility of the Site Manager to open and lock the gates each working day to ensure the site is not left open and unattended at any time.

There is a pedestrian entrance point from southern perimeter from South Street which remain in use throughout the construction phase. The fencing will run alongside this to prohibit any pedestrians accessing into the construction site from this direction to ensure complete separation.

8.0 Parking for Site Personnel, Operatives and Visitors

The project aim is to reduce vehicle movements to and from the site as far as possible. To achieve this all sub-contractors will be asked to car share or use crew buses at their pre-order meeting

Due to the restrictions on site there will be no parking within the school boundary. However, local arrangements may take place between the appointed contractor and the community hall.

Site personnel and school visitors will be encouraged to park away from the site or use public transport.
