Chairman Gray called the meeting to order at 10:07 a.m. and attendance was noted. CONSIDERATION OF BILLS

HB 2557 - wireless telecommunications carrier; records; access - HELD Senator Gray announced that HB 2557 would be held per the sponsor’s request. HB 2154 – child restraint systems – DO PASS

Chris Carpenter, Senate Research Intern, explained HB 2154 and answered questions posed by the committee.

Representative McLain, bill sponsor, further explained HB 2154 and answered questions posed by the committee.

Dr. David Notrica, Trauma Medical Director, Phoenix Children’s Hospital, Arizona Trauma and Acute Care Consortium, testified in support of HB 2154 and answered questions posed by the committee.

Dr. Sara Bode, Arizona American Academy of Pediatrics, testified in support of HB 2154 and answered questions posed by the committee.

HB 2060 – family group decision making program – DO PASS AMENDED/STRIKE EVERYTHING Kody Kelleher, Senate Assistant Research Analyst, explained HB 2060 and the 3-page Gray strike everything amendment dated 3/12/12 at 3:00 p.m. (Attachment B).

Representative Brophy McGee, bill sponsor, distributed a map of a portion of Maricopa and Pinal Counties (Attachment C), further explained HB 2060 and introduced Scott Lemarr.

Scott Lemarr, Mayor, Town of Paradise Valley, testified in support of HB 2060.

Lisa Trueblood, Council Member, Town of Paradise Valley, testified in support of HB 2060. Jennifer Stielow, Arizona Tax Research Association (ATRA), testified in opposition to HB 2060 and answered questions posed by the committee.

Doug Cole, Town of Paradise Valley, testified in support of HB 2060.

HB 2018 – missing child; reporting; offense – DO PASS AMENDED

Amber Witter, Public Safety and Human Services Committee Analyst, explained HB 2018, the 5-line Gray amendment dated 3/6/12 at 8:47 a.m. (Attachment D).

Representative Ugenti, bill sponsor, further explained HB 2018 and answered questions posed by the committee.

Senator Driggs moved the 5-line Gray amendment dated 3/6/12 at 8:47 a.m. (Attachment E) be ADOPTED. The motion CARRIED with a voice vote.

Amber Witter, Public Safety and Human Services Committee Analyst, explained HB 2461. Kimberly MacEachern, testified in support of HB 2461.

Senator Gray announced the individuals who registered their position on the bill (Attachment A). Senator Driggs moved HB 2461 be returned with a DO PASS recommendation. The motion CARRIED with a roll call vote of 5-0-1 (Attachment 4).

HB 2093 – property tax appeals; new owner – DO PASS AMENDED/STRIKE EVERYTHING

Amber Witter, Public Safety and Human Services Committee Analyst, explained HB 2093 and the following amendments:

5-page Gray strike everything amendment dated 3/12/12 at 2:51 p.m. (Attachment E). 2-page Gray amendment dated 3/13/12 at 3:44 p.m. (Attachment F).

Sean Laux, Legislative Liaison, Department of Revenue, testified as neutral to HB 2093 and answered questions posed by the committee.

Pat Derdenger, Tax Attorney, representing interlock clients, testified in opposition to HB 2093 and answered questions posed by the committee.

HB 2655 – developmental disability services; providers; monitoring – DO PASS

Amber Witter, Public Safety and Human Services Committee Analyst, explained HB 2655. Representative Ash, bill sponsor, further explained HB 2655.

Monica Attridge, Arizona Association of Providers for People with Disabilities, spoke in support of HB 2655.
