It has long been recognized that addiction and mental health issues are often chronic in nature. Therefore, successful long-term outcomes are enhanced when individuals have access to a continuum of services. This directory has been designed to fi ll a need for a current, comprehensive, and easy-to-use listing of mental health & addiction service providers in British Columbia. More than just a listing of government services, the Alcohol & Drug Services Directory recognizes the vital contribution made by private treatment providers and mutual support groups across the province.

The Provision of Publicly Funded Mental Health & Addiction Services in British Columbia

Publicly funded mental health and addiction services in BC are either direct services of the provincial government, the federal government, or contracted agencies that are wholly- or partially-funded by the government.

Typically, adults with addiction or concurrent mental/ health addictions are referred to Mental Health & Addictions which is a Ministry of Health program. Youth with mental health or concurrent mental health/addiction issues are referred to Child and Youth Mental Health (CYMH) which is a service of the

Ministry of Children and Family Development (MCFD). Youth with addictions, depending on the community, are often referred to contracted agencies funded by

Mental Health & Addictions. Native adults and youth are typically referred to National Native Alcohol and Drug Abuse Programs (NNADAP) funded by Indian and Northern Aff airs Canada.

Contracted agencies provide services in many

communities across British Columbia regardless of age (youth or adult) or disorder (addiction, mental health, or concurrent mental health/addictions).

Many of these programs off er services for substance-aff ected family members in addition to the individual. Furthermore, NNADAP programs may also accept non-Native Canadians, particularly in smaller, isolated communities.

The integration of mental health and addiction services has been an ongoing initiative for the provincial government of British Columbia. Programs included in this section often cross-refer individuals with concurrent mental health/addiction issues depending on the primary diagnosis and availability of services. In other words, agencies typically have an “open-door” policy that allows for admission, assessment and, eventually, referral to other government programs for treatment.

Please note that programs that are exclusively mental health and do not treat concurrent mental health/ addiction issues are not included in this listing. Finally, individuals requiring services are

recommended to call ahead as intake hours for new clients may vary.

Service Boundaries by Age

Typically, youth services are for ages 13 to 18, however, some youth programs also serve young adults up to 24 years of age. Adult services in British Columbia are for ages 19 and older. In certain communities, adults 55 and older have their own programs.

Service Boundaries by Geography

The responsibility of delivering adult mental health and addiction services and youth addiction services in British Columbia are administered on a geographic basis by fi ve Regional Health Authorities: Vancouver Island Health Authority (VIHA), Vancouver Coastal Health Authority (VCHA), Interior Health Authority, Northern Health Authority, and Fraser Health Authority (see map page 5).

Due to its large population base, adult mental health and addiction services and youth addiction services in Vancouver and Richmond are administered on a geographic basis by seven Community Health Areas:

City Centre, Mid-East, Northeast, Westside, Midtown, South Van, and Richmond (see map page 6).

Please note that this directory lists addiction programs specifi c to drugs and alcohol only although some eating disorder services provided by government mental health agencies are also listed.

Brief Descriptions of Alcohol and Drug Services Available in British Columbia

The right program for individuals with addiction or concurrent mental health/addiction issues depends on the needs of the individual.

Detoxifi cation (detox): a medical service designed to stabilize individuals who have consumed mood-altering substances to excess. Sudden cessation of alcohol or drugs in people who have consumed on a regular basis can lead to withdrawal. Since withdrawal can result in potentially life-threatening medical complications, around the clock monitoring by trained personnel is recommended. The length of stay in detox varies but is typically less than three days. Longer stays in detox may be required if opioids or alcohol are involved or if there are other medical conditions. During detox, little or no counselling is provided to the client.

Outpatient treatment: a counselling service off ered once or twice a week with, typically, one to three hours per session. Number of sessions may vary depending on the client’s progress. Outpatient therapy can be one-on-one or in groups. A form of outpatient treatment called “continuing care” or “aftercare” is often utilized following completion of residential treatment. Employee Assistance Programs (EAPs) typically provide outpatient counselling as part of their service package.

Day treatment: a type of outpatient counselling service typically off ered 3 to 8 hours per day, several days (or nights) per week for several weeks. Day

treatment is an alternative to residential treatment since the client returns home after treatment. Day treatment is also an alternative to standard outpatient treatment since it is more intensive and of shorter duration.

Residential (or inpatient) treatment: sometimes referred to as primary treatment, this service is necessary when substance use has progressed to dependence. Residential programs provide around the clock supervision, group and individual therapy, education, meals, and accommodation. Facilities that provide residential treatment may also provide detoxifi cation services.

Sober (or transitional) living: a less-intensive residential service that is typically a minimum of 60 days in duration but can last as long as two years. Sober living is provided to clients who have completed residential treatment but require a greater level of support than what is available at home. The amount of time allocated to actual therapy, level of supervision, and qualifi cations of staff varies but is generally less than residential treatment. Clients may or may not be permitted to work while in sober living.

Mutual support groups: peer-run groups provided at no or little cost to participants. Better known mutual support groups include Alcoholics Anonymous (AA), Narcotics Anonymous (NA) or Al-Anon/Alateen.

100 Mile House – for adults with addiction or concurrent mental health/addiction issues contact South Cariboo Health Centre <www.southcariboohealth. com> located at 555 South Cedar Avenue, phone (250) 395-7676. There is no concurrent disorder therapist in 100 Mile House so clients who have concurrent

mental health/addiction issues are referred to a mental health counsellor. Hours are Monday to Friday 8:30 to 4:30 pm (open noon hour).

For youth with addiction issues see South Cariboo Health Centre above. South Cariboo has a part-time youth counsellor.

For youth with mental health or concurrent mental health/ addiction issues, depending on the primary disorder, contact either South Cariboo or CYMH 100 Mile House. CYMH 100 Mile House is located at 160 Cedar Ave., phone (250) 395-5633. Hours are 8:30 to 4:30 pm Monday to Friday (open noon hour).

ABBOTSFORD

Abbotsford Outpatient Alcohol & Drug Services

For adults and youth with addiction issues contact Abbotsford Addiction Centre <www. abbotsfordcommunityservices. com> located at 2420 Montrose Avenue, phone (604) 850-5106. Services are available in English, Punjabi, Hindi, and Urdu. Orientation is mandatory and is held every Thursday at 4:30 pm. Hours vary so call before visiting. For seniors ages 55 and older with

alcohol or prescription drug issues contact Abbotsford Addiction Centre - Seniors Liaison Program. See above for contact information. For youth under 24 years of age with

addiction issues contact Impact Society located at 33328 Walsh Avenue, phone (604) 853-1766. Impact Society also serves Mission. Call to make an appointment or attend an orientation every Monday at 4 pm. Hours are 8:30 to 4:30 pm Monday to Friday. For adults with addiction issues the

Salvation Army Centre of Hope <www.careandshare.ca> provides assessment and referral (with some counseling). Centre of Hope

is located at 34081 Gladys Avenue, phone (604) 852-9305. Offi ce hours are 8:30 to 4 pm Monday to Friday (closed noon hour). For Natives with addiction issues who are also in trouble with the law should contact Native Courtworker and Counselling Assn. of BC <www.nccabc.ca> located at 203-9380 College Street, phone (604) 792-5535. Counselling services are designed to help Aboriginals better understand the court process. Also serves Abbotsford, Chilliwack, Hope, and Mission.

Abbotsford Concurrent Mental Health/Addiction Services

For adults with mental health or concurrent mental health/ addiction issues contact Abbotsford Mental Health Centre located at 11-32700 George Ferguson Way, phone (604) 870-7800. Clients may self-refer but should fi rst have their addiction stabilized (see Abbotsford Addiction Centre above) and then get assessed by a case manager at the Mental Health Centre. The Case Manager will then refer the individual to the in-house concurrent disorder therapist. For youth with mental health or concurrent mental health/ addiction issues contact CYMH

For individuals between the ages of 13 and 30 who are in the early stages of psychosis that may be caused by addiction, mental health or concurrent mental health/addiction issues contact the Early Psychosis Intervention (EPI) Program, toll-free 1(866) 870-7847. After receiving a call, EPI typically sends a clinician to the home of the person with possible psychosis, usually within a few days. After an initial visit, the EPI staff person then refers on to another service if it is not psychosis or arranges to have the individual see a psychiatrist if it is psychosis. Serves Abbotsford, Agassiz, Chilliwack, Hope, and Mission. Please note this is NOT an

emergency service. Emergencies should call 911 or go to the nearest hospital.

Agassiz – for adults or youth with addiction issues only contact Agassiz-Harrison Community Services (ACHS) <www.agassiz-harrison.org> located at #5-7086 Cheam Ave, phone (604) 796-2585 or toll-free 1(888) 748-5777. ACHS provides services for both individuals and substance-aff ected families. Hours are 8:30 to 4:30 pm Monday to Friday (closed noon hour).

For adults with mental health or concurrent mental health/ addiction issues contact Mental Health Hope & Agassiz located at 7243 Pioneer Avenue, phone (604) 793-7164. After receiving a call, EPI sends a person to the home of the person with possible psychosis, usually within a few days. After an initial visit, the EPI staff person then refers to another service if it is not psychosis or arranges to have the individual see a psychiatrist if it is psychosis. Odyssey is a program run by Boys & Girls Club of Greater Vancouver but funded by the Fraser Health Authority. For youth with concurrent addiction and mental health issues there is also the CYMH Youth Day Treatment program for the North Fraser region located at 644 Poirier St. in Coquitlam, phone (604) 933-2533. This program is 5 hours a day, 4 days a week for an open-ended duration. A referral is required from CYMH and the client must have a psychiatric diagnosis. Serves all communities in the North Fraser area.
