1 The Ministry of Public Infrastructure and Land Transport (Employer) hereinafter referred to as the MPI is seeking Expression of Interest (EOI) to appoint a Consultancy Firm with wide experience, not lesser than 15 years, in the Public Transport sector and/or Transport Planning and Economics to provide services to re-engineer the existing Public Transport Industry in view to ensure value for money participation of Government through an enhanced transparent and reliable instrument.
2 The Government of Mauritius, through the Ministry of Public Infrastructure and Land Transport, wants to be guaranteed that the subsidies/grants being allocated to bus operators sustains the intended good quality of service to passengers. As a result, the free travel schemes in place together with other grants given to operators to improve their respective bus fleets and services shall have to be equally confirmed so that Government may be guided towards an optimal approach.
3 The Ministry intends to appoint a Consultancy Firm, through an Open Advertised Bidding method, allowing for Joint Ventures (JV)/Consortium between one local firm and one international firm, both of which shall complement each other
Page 3 of 12 through wide expertise in the public transport sector and/or transport planning and economics.
4 The Scope of Services of the Consultant is outlined below, but not limited to same: a. A study of the existing public transport industry of Mauritius including the
following and forecast over a horizon year of not less than 15 years (staged within short, medium and long terms:
i. an analysis of data, fare tariff/structures, statistics and profiles of public transport carriers (licensed and unlicensed) as well as an in-depth study of passenger flow and characteristic using the public transport system;
ii. an analysis and assessment of the free bus travel scheme provided by the Government and the private sector. An assessment on the value- for-money participation of Government in subsidies/grants in the Industry shall have to be made with necessary improvements recommended.
b. Recommendations on a more transparent, efficient and cost effective management of the free transport payment mechanism scheme effected by Government to bus operators (corporate and individuals) through the free travel scheme, spanned onto yearly bases over 15 years ahead.
c. Additionally, the economic and financial structure of the public transport industry shall have to be clearly analyzed so that the best strategic map is derived, far from the present empirical yardstick being adopted for the calculation of subsidies and grants to this industry by Government. Under the same perspective, any enhanced system which may be used as tools and applied through new technology pitch such as integrated ticketing systems, methods to avoid pilferages, etc shall have to be clearly analyzed, explained and recommended.
d. An analysis of the National Transport Corporation (NTC)* service routes, statistics, passenger flows and revenue generating mechanism as well as an assessment as to whether the compensation currently paid by Government to NTC is fair, transparent and equitable in light of the considerable number of non-profitable routes that are being serviced by itself in order to meet the socio-economic objectives of Government.
(a) *NTC is the Government owned bus transport company instituted under the Road Traffic Act to mainly act as a social transport provider.

7 Applicants are required to fill in the annexed Applications Forms 1, 2, 3, 3A, 4, 5 and 5A (herewith enclosed).
8 All costs incurred in the preparation of the EOI shall be borne by the firm and shall not be reimbursed.
9 Expressions of Interest, together with the dully filled in Application Forms, in original and 3 copies in a sealed envelope addressed to:
