Introduction
This RFP is issued by KBZ Bank to obtain information about a solution that contains the following: Expansion of existing datacenter at 3rd floor Kyun Taw Branch located at Junction Square Compound as well as its disaster recovery at 5th floor Kamayut Branch -1 located at Pyay Road. Vendors are expected to provide proposals in response to this RFP no later than 18st of September 2015 (see section 5.6 for full schedule).
A further Datacenter is being planned in Hlaing Thar Yar Area for which you will be invited to be bid on. The Hlaing Thar Yar new Datacenter will be added as an annex to this RFP. KBZ Bank expect the solution provider to consider the entire RFP when building the whole structure of pricing.

Executive Summary
KBZ Bank self-managed onsite data center facility is seeking to expand to house firm servers and other back-end systems in one standardized robust datacenter that to maintains more current mission-and business-critical information, data, IT equipment, application, etc. Existing datacenter is located at 3rd floor KBZ Building, Junction Square Complex and its disaster recovery site is located at 5th floor KBZ Building, Kamayut Branch, Pyay Road which is about 15 minutes away to drive from datacenter location.
Day to day, with a team of more than 100 I.T team accessing to its datacenter as well as disasters recovery site for a complex support to its legal problem and solution based on banking software, hardware and infrastructure.

Overview
3.1
Purpose of RFP
The purpose of this RFP document is to provide bidder with information to assist the formulation of their proposals. This RFP document does not claim to contain all the information each bidder may require. Each Bidder should conduct its own investigations and analysis and should check the accuracy, reliability and completeness of the information in this RFP document and where necessary obtain independent advice.
3.2
Overview of KBZ Bank Co. Ltd. Objectives
KBZ datacenter is providing full range of banking service to customers in 24 practice area including Mobile Banking, Internet Banking, ATMs and other financial services. It is the hub of KBZ Bank’s information and network services/resource which comprise a tier 2, self-managed, reliable and secure infrastructure environment for IT operations and services. These include provisioning, services management, monitoring and recovery of enterprise architecture environments, data storage, data exchange, and network services.
Since that datacenter physical space must comply with tier 3 datacenter architectural, electrical, mechanical requirements as well as compliant on such standards as ISO2001 and PCI-DSS.

3.3
Overview of organization(s) affected by the solution, including their goals
This is an organization wide program that can impact all environments and function. The level of criticality is at the highest because of migration and integration purpose during expansion. The goals are to have more IT equipment to be fit in with fully facilitated datacenter that can hold for at least for 2 to 3 years with easily upgrade, secured and compliant manner way.
3.4
Current Environment
Due to growth of banking relevant new products launch that serving to external as well as internal projects growth, back-end infrastructure become fundamental role to upgrade from its existing capcity to cope up with these increasing requirement. Two datacenter has been reaching to its maximum capacity usage such as become less spacing to sit on more IT equipment as well as its ability of handling on power usage and cooling usage for its to run and support for 24/7 uptime.

Expected Benefits
To top up another additional 15 racks (minimum) to 25 racks (maximum) in total for both DC and DR with its fully variety of IT equipment and running datacenter facility that comply with full redundancy datacenter as well as future upgradable and re-usable. This upgrade can provide up to about 100 to 250 physical server boxes including network equipment.
3.7
Vendor’s Existing Relationships
Please list any existing relationships your company already has with KBZ Group, and describe the nature of those relationships. If you do have existing relationships, you may alert them that you are responding to this RFP. Nothing in this RFP precludes your pursuit of existing opportunities or undermines your existing relationships.
3.8
Scope & System Capabilities
Vendors are expected to provide the following capabilities: 1) Selected vendor will provide a turn key solution.
2) Selected vendor will have proven deliveries in the same area of expertise.
3) Selected vendor will need to provide project structure with dedicated named resources (to be included in the bid).
4) Selected vendor must be provided detail step by step upgrading, installation and integration process with current environment systems.
5) Selected vendor need to be co-ordinate with KBZ Engineering team for electrical works as well as other civil works.
6) Selected vendor shall be responsible for supply, installation, load testing, integration with current systems and knowledge sharing and training for system handling. Need to provide at least three years maintenance service (ad hoc service is mandatory).

Vendor will be a recognized and certified re-seller of the solution proposed and have certified on staff (or access to certified personnel through the core manufacturer).
9) Once delivered, the end state of the environments should be as such: a) New CRAC systems ownership must be under KBZ.
b) New UPS systems (on-line) ownership must be under KBZ and must have redundancy for electrical cut off.
c) All new electrical circuit barkers system and its power cabling must be proper labelling. d) Automatic voltage stabilizer must be included for both side and able to handle for all AC/DC up
and down stage.
e) All new UPSs, CRACs, CCTVS, environmental monitoring sensors (including DCIM solutions), Fire Extinguishers, electrical layout and electrical distribution of electrical system will be fully cover new expanding datacenter.
3.9
Proposal Evaluation
Following bid submission, KBZ Bank Co.,Ltd. will evaluate each proposal and select a slate of candidates for final consideration.
The initial evaluation will be based solely on vendors’ proposals and will include, but not necessarily be limited to, the following criteria:
Alignment with the Critical Success Factors listed above
Quality, usability, stability, and flexibility of proposed vendor product(s)
Demonstrated ability of the vendor to deliver a solution which meets the business requirements within the desired architectural framework
Depth of experience on similar projects, particularly those involving large, complex and selective research institutions with

Costs for the full life-cycle of the solution, both for implementation and for post-implementation support
Consistency of the vendor’s long-term vision with KBZ Group long-term vision, including the vendor’s long-term technical roadmap

3.10
Terminology/Glossary
CRAC SYSTEM: Since data centers operate 24 x 7 x 365, temperature and humidity conditions must be maintained around the clock.
FIRE SUPPRESSION SYSTEM: Data center and server racks present a significant fire risk. Fires happen when hot-running and overcrowded server racks and enclosures fall prey to faulty electrical connections, short circuits, power surges, malfunctioning power supplies and electrical arcing. Automatic fire suppression system can protect valuable data equipment and data against loss. PLUMBING SYSTEM: No water source traversing, entering or residing in or directly above data center. UPS SYSTEM: UPS converts incoming AC to DC through a rectifier that provides. UPS systems in datacenter ensure to protect too much data to risk against electrical phenomenon such as voltage regulation and electrical issues. It provide scalability and reliable to all businesses.
RAISED FLOOR: A raised floor (also access floor to access computer floor) provides an elevated structural floor above a solid substrate (often a concrete slab) to create a hidden void for the passage of mechanical and electrical services. In data centers, isolated air-conditioning zones are often associated with raised floors. Perforated tiles are traditionally placed beneath computer systems to direct conditioned air directly to them.
POWER AND DATA TRAY: Where optional replacement of raised floor, all power and data cable should be in placed separately on different portion of basket system where hanging approximately 2 feet from the roof top (without ceiling)
DCIM or EMS SOLUTION: It provides the ability to better manage assets, change and capacity. IT enables power monitoring, environmental monitoring and energy management, operators the ability to run efficient data center operations.
LABELLING: To have better device identity management and ease of tracing fault.
SMART RACK: A simple, fully integrated infrastructure with precision cooling, UPSs, power management, monitoring and control technologies, and fire suppression -- all in an enclosed system. Solves a problem all too common to IT management: addressing IT needs without building new data center space.
CONTAINERIZED/MODULAR DATACENTER: A portable and energy efficient method of deploying data center that provide plug & play datacenter capacity inside an ISO container in a fast and cost effective way. It fits data center equipment (servers, storage and networking equipment) into a standard shipping container, which is then transported to a desired location. Containerized data centers typically come outfitted with their own cooling systems.

Proposal Requirements
4.1
RFP Completion Instructions
The vendor will cover the term required for completing to successfully deliver all identified requirements to successfully complete the project. The KBZ Bank may cancel the project at any time if established performance criteria are not met or for any other reason that the KBZ Bank deems appropriate. Vendors are requested to supply complete and accurate information and submit fixed price proposals to provide the equipment and supplies that is determined to best meet our needs.

We are collecting a wide variety of information concerning of expanding current datacenter & its disaster recovery facilities, the criteria with the greatest weight are those most fundamental to datacenter operations.

Functional Requirements
Vendors must complete the Functional Requirements Questionnaire with detailed information about how their proposed solution aligns with KBZ Bank Co., Ltd.’s functional requirements for this system. Based on planned and approved design: follow two option design is released.

Physical Space Specification and Requirements
Vendors must answer all questions included in Questionnaire of this section 4.5.1 Civil Systems
No exterior data center windows and if any, vendor must propose solution to block for external heat sink to the room

4.5.3 Electrical Systems
Required to provide about 4 KVA per avg rack with total of up to 120 UPS facilities (maximum) with N+1 facilities where higher than current DC UPS 20 KVA Emerson (Libert) , 1+1, Battery 11 nos, bearing 40 % load (parallel 80%) with around 16 KVA usage with existing 9 racks, three phase to single output. DR as same spec and config with load 20 % load (parallel 40%) with around 12 KVA usage with existing 9 racks.
SRG grounding
Micro ATS system switchs (such as ZONIT) must be proposed for 2 network rack in DC and 2 network rack in DR for single power supply network equipment to be redundant.
Emergency lighting of room with rechargeable batteries with no less than 90 minutes of backup power.

4.7
Modules
Proposals must include a list of modules which comprise your proposed solution. In your response:

Provide a functional description for each module.
4.8
Implementation Schedule and Project Team
Given the scope of the requirements and based on their experience with similarly scaled systems, vendors must provide a suggested implementation approach. Using its set of experts resources. KBZ Bank Co., Ltd will provide overall project management.
Vendors must:
Present a suggested implementation approach and high-level project plan, with an estimate of total person-hours. Identify functional and technical resources that the vendor believes are critical for product knowledge transfer and implementation. Vendor should assume KBZ Bank Co., Ltd will provide overall project management and supply expertise in functional knowledge and the underlying technologies (but not the vendor application). Please include estimated duration, level of participation, and representative resumes for vendor resources.
Supply the name of vendor representative(s) who will have overall responsibility for the software products (in the case where a local Myanmar provider is representing, reselling, distributing for an out of country vendor). Partnerships with other vendors will be considered with the proviso that one (1) vendor assumes the role of prime contractor. Responses should indicate the name of the prime contractor where appropriate.
Provide an explanation of the vendor’s quality assurance program and the methodology that will be used to achieve overall project goals. Note that KBZ Bank Co., Ltd’s methodology will provide overall structure for the project.
4.9
Training and Support
Vendors must provide information about available training courses and representative costs for users in the multiple roles required for the implementation and support of the proposed system (e.g., application developers, data base administrators, functional users, system administrators, etc.). Vendors must provide information about the range of support services available and provide corresponding price points. This section should include information about the availability and modes of access to help desk support, how the support service is staffed, the method for determining level
VENDOR CONFIDENTIAL Page 15 of urgency of issues, response time guarantees to inquiries and service calls, and the level of on-site
service and support that the vendor will provide during implementation and roll-out of the product.
4.10
Pricing
Vendors are required to supply a fixed price bid for the software and, if applicable, rate structure for proposed resources. Vendors must supply two sets of quotes if they are responding with a multi-module solution: one assuming delivery of the entire solution and one broken out on a per-multi-module basis. Where applicable, vendors should price software, third-party software, annual maintenance and licensing options separately and should include hourly rates and other billable charges for consulting or training that would apply, broken out by roles (e.g. team leader, senior analyst, junior programmer, etc.). Prices must remain firm for 90 days from the proposal due date.
4.11
Additional Expenses
Proposals must define any additional expenses that apply to the project. This includes charging procedures and billing rates for any unforeseen modifications or enhancements to the software, proposed services or project scope. This information must also detail how the vendor will handle reductions in scope for any work deemed unnecessary by KBZ Bank Co., Ltd.
4.12
Contract
Proposals must include a standard contract for KBZ Bank Co., Ltd to review. This proposal may include: a) basic support agreements, b) Service-Level Agreements (SLAs), including system performance expectations for each environment, c) termination agreements, and d) escrow arrangements.
4.13
Proposal Inclusions
All equipment, accessories, database information, training, software, hardware, labor and materials must be furnished for the installation in a bill-of-material format. Any additional material or equipment necessary for installation and operation of the system not specified or described herein will be deemed to be part of these specifications.
4.14
Proposal Exhibits/Attachments
Vendors should provide any exhibits or attachments that will enhance KBZ Bank Co., Ltd’s understanding of the system being proposed.

5
Administrative Requirements
5.1
Proposal Delivery
To be considered, vendor proposals must be received by KBZ Bank Co., Ltd by a specific date. Please refer to section 5.6 for the RFP schedule. No other distribution of proposals will be made by the vendor. Proposals must be signed by an official authorized to bind the vendor to its provisions. For this RFP, the proposal must remain valid for at least 90 days from the date received by the KBZ Bank Co., Ltd.
Vendors must submit a complete response to this RFP. Each proposal must be submitted in 2 hard copies and e-mail copy and directed to: KBZ Bank Co., Ltd.
Each delivery package will contain the following:
- Detailed reply using the provided MS-Excel document model in Appendix A. - Detailed financial proposal
- Detailed information on solution provided
- Detailed comparison between vendor solution and competition
- Detailed resourcing plan. I.e. who will be the resources working on the project if the vendor is chosen. Attach resume of resources if available.
- Customer references on similar solution and delivery
5.2
Acknowledgment
Vendor is asked to acknowledge receipt of RFP by the date specified in the RFP schedule given below in section 5.6.
5.3
Intent to Respond
All vendors intending to submit proposals to KBZ Bank Co., Ltd. for this project are asked to send notice, via e-mail or by hard copy to Ma Phyu Hnin Aye, [email protected], no later than the date specified below in section 5.6. Vendors should be sure to include their email address in order to be included in the distribution lists for vendor queries.
5.4
Intent to Refuse
If a vendor chooses not to respond to this RFP, all material must be returned, together with a statement of intention not to respond, to: KBZ Bank Co., Ltd. no later than the date specified below in section 5.6.
5.5
Presentation and Demonstration Environment
Vendors selected for final consideration will be asked to make one or more presentations of their solution to KBZ Bank Co., Ltd. Each vendor should be prepared to provide a structured and in-depth demonstration of their solution, based on defined scenarios, to KBZ Bank Co.,Ltd’s selection committee.

RFP Terms and Conditions
6.1
RFP Disposition
All materials submitted in response to the RFP will become property of KBZ Group of Companies. A copy will be retained for official files. All formal bids will be opened privately by KBZ Bank Co., Ltd. Confidential information submitted in support of the requirement to demonstrate the vendor's financial solvency will be returned upon request.
6.2
Confidentiality
Any vendor engaging in services to KBZ Bank Co., Ltd. that requires the vendor to come into contact with confidential company information will be required to maintain the confidentiality of any such information that is made available to the vendor. Each vendor is required to sign the Confidentiality Statement provided and submit it with the final proposal.

6.3
Costs Incurred
KBZ Bank Co., Ltd. is not liable for any costs incurred by vendors prior to the award of a contract.
6.4
Price Guarantee
Vendors are asked to guarantee the price offered for a period of 90 days from the date of submission of the response to this RFP.
6.5
Publicity
The vendor will not publicize any information regarding this procurement without prior approval in writing from KBZ Group of Companies.
6.6
Addenda
KBZ Bank Co., Ltd reserves the right to amend this RFP prior to final vendor selection. If it becomes necessary to revise any part of the RFP, addenda will be provided to those vendors who received the RFP.
6.7
Disclosure of Proposal Content
All information provided in the vendor's proposal will be held in strict confidence, and will not be revealed or discussed with competitors. All material submitted in the proposal becomes property of the KBZ Group of Companies and may be reviewed and evaluated by any individual other than competing vendors at the discretion of the company. KBZ Group of Companies has the right to use any ideas presented in any reply. Selection or rejection of the proposal does not affect this right.
6.8
RFP Discrepancies
If a vendor discovers any ambiguity, conflict, discrepancy, omission, or other error in this RFP, the vendor will immediately notify the KBZ Bank Co., Ltd of such error and request clarification or modification of the document. If a vendor fails to notify KBZ Bank Co., Ltd of an error known to them (or an error that reasonably should have been known to them) prior to the due date for submission of proposals, the vendor will propose at their own risk. If that vendor is awarded the contract, they will not be entitled to any additional compensation by reason of the error or its subsequent correction.

Legal Requirements
7.1
Contractual Information
The final proposal must be complete, including all cost information and signatures on a cover letter. Any substitutions or insertions must be approved by KBZ Bank Co., Ltd. Terms and conditions that do not comply in substance with all material requirements of the RFP or are contrary to the best interests of KBZ Bank Co., Ltd or its policies will not be accepted.
This proposal does not constitute an offer or contract. Oral communications of KBZ Group of Companies officers and employees or agents of the company concerning the RFP will not be binding on KBZ Group of Companies and will in no way excuse the vendor of their obligations as set forth in this RFP. We reserves the right to withdraw or cancel this RFP at its sole discretion at any time in the process prior to a signed contract.

7.2
Contractual Commitment
The chosen vendor must agree to a contractual commitment that their products and services provided will meet or exceed their responsibility as set forth in their response to the RFP. All proposals, information, and responses submitted for consideration may be made part of any final agreement or contract between KBZ Bank Co., Ltd and the selected vendor.
If the chosen proposal includes third party suppliers, KBZ Bank Co., Ltd will hold the primary vendor responsible for performance and enforcement of all terms under the contract unless previously agreed upon between both parties.
Vendors must include a signed statement (or cover letter) that the vendor understands and will accept the terms and conditions stated in this RFP. In addition, vendors must identify any specific requirements for which they are unwilling or unable to comply.
7.3
Contract Modification
The contract that is executed as a result of this RFP must bind itself to amendment by mutual consent of KBZ Bank Co., Ltd. and the selected vendor.
7.4
Proposal Rejection
Proposals must be complete in all respects as required by all sections of the RFP. A final proposal may be rejected if it is conditional or incomplete, or if it contains any alterations in form, or other irregularities of any kind. A final proposal will be rejected if any such defect or irregularity constitutes a material deviation from the RFP requirements.
Proposals that contain any false or misleading statements, or provide references that do not support an attribute or condition claimed by the vendor may be rejected. If, in the opinion of KBZ Bank Co., Ltd such information was intended to mislead the company in its evaluation of the proposal, it will be basis for immediate rejection.
7.5
Vendor Responsibility
If, during the evaluation process, the vendor cannot assure KBZ Bank Co., Ltd of its ability to perform under the contract, the company has the option of requesting from the vendor information that KBZ Bank Co., Ltd deems necessary to determine the vendor’s ability to meet its responsibility. If such information is required, the vendor will be notified in writing and given three (3) working days to submit the information requested. If the information submitted by the vendor is deemed insufficient to satisfy KBZ Bank Co., Ltd as to the vendor’s contractual responsibility, KBZ Bank Co., Ltd may ask for additional information or reject the proposal.
7.6
Other
KBZ Bank Co, Ltd reserves the right, prior to awarding any contracts for this project, to reject any and all proposals and may resubmit this RFP for bid.
