LINE MANAGEMENT RESPONSIBILITIES: None

PURPOSE OF DIVISION:

The Human Resources and Organisational Development Division manages the organisation’s staff related matters from the start to the end of the employment relationship.

It does so through providing comprehensive HR services and through its evaluation and audit functions. Equally importantly, this division inspires IRW colleagues anywhere to contribute to the development, deployment and pro-active monitoring of IR’s organisational strategy, policies and processes – which are all dynamic, inclusive of IR’s partners, stakeholder focussed and regularly reviewed and updated.

JOB PURPOSE:

The HR Systems Project Manager is responsible for ensuring a successful, planned and controlled deployment of Islamic Relief’s Microsoft Dynamics AX based HR Management Information System (HRMIS) across Islamic Relief’s operations worldwide. Using expert HR domain knowledge, the HR Systems Project Manager will work with and manage stakeholders at all levels to ensure the solution is appropriately configured and that it delivers all required business benefits within budget and time expectations.

KEY WORKING RELATIONSHIPS

 Regular reporting to the ERP Programme Board to ensure successful planning, execution, monitoring, control and closure of project phases

 Regular liaison to the ERP Programme Manager to ensure alignment with ERP programme goals

 Regular liaison and engagement with the internal ICT team, staff, managers and directors across Islamic Relief’s offices worldwide (as required) in the deployment of the HRMIS system

 Regular liaison with external implementation partner (project managers and specialists)  Supports the Head of HR & ICT in building relationships with Islamic Relief’s global

offices.

 Required to interact with external HR contacts and peers such as People in Aid etc. SCOPE AND LIMITS OF AUTHORITY

Scope of the Role:

 Reporting directly to the ERP Project Board, the HR Systems Project Manager has responsibility to plan and manage the specification, design and deployment of an enterprise HRMIS system across all Islamic Relief offices and remote locations around the world. This would involve travel to and working at different locations worldwide and may include living in basic conditions.

 This role will manage take day-to-day responsibility for all project costs and all project documentation according to organisational standards.

 This role will input into the Islamic Relief Worldwide ERP strategy.

 The role has influence over budget management of the HR systems budget. Responsibility for Resources:

1. To project manage the phased delivery of Islamic Relief’s HRMIS system ensuring required business benefits are realised

 Overall responsibility for the successful planning, execution, monitoring, control and closure of the project to create and operationalise Islamic Relief’s new enterprise-wide HRMIS system within agreed cost, quality and time constraints

 Responsible for managing business stakeholders to ensure the business develops robust requirements and that project acceptance criteria are clear, documented, understood, agreed and signed-off whilst ensuring all relevant stakeholders are engaged, mobilised and have buy-in.

 Manage all project communications to ensure ongoing visibility of progress and well managed stakeholder expectations

 Work with ICT and HR stakeholders to plan and sequence activities, estimate time and cost resources, develop a budget and manage all project documentation, ensuring that full project documentation is maintained throughout the project lifecycle and that expected business benefits are realised effectively

 Manage the project budget as applicable and accurately forecast costs and utilisation.

 Day to day management of operational aspects of the project and scope ensuring ongoing viability against the business case.

 Identify, analyse, manage and report on projects risks and issues

 Ensure that transition to business as usual (BAU) is planned, resourced and managed effectively at key stages of delivery

 Advise the business on HR and business process best practices as necessary for the success

of the enterprise HRMIS system

 Lead and motivate Microsoft implementation partner and selected ISV to ensure technical

delivery is planned, coordinated with internal resources and meets business needs

 Ensure ongoing continuous improvement and that post project learning is captured and fed

back to the business as needed

PERSON SPECIFICATION

It is essential that the post holder shows a good understanding and empathy with the Islamic values and principles as well as commitment to IRW’s vision and mission. This section should detail the requirements of the role in the following sections:

ESSENTIAL:

Knowledge, Skills and Qualifications

 Project management certification such as PRINCE 2 Practitioner level or PMP. Knowledge of both theory and practical concepts of project management.

 In depth awareness of core HR functions, HR compliance and HRM/HCM. CIPD qualification (or equivalent) and/or extensive HR experience.

 Ability to prioritise and work efficiently under pressure and subject to changing priorities; proven experience of managing multiple projects, handling sensitive and confidential information, meeting deadlines, and using judgment and initiative in problem resolution.

 Confident and effective communication skills, both written, presentation and interpersonal.

 Excellent stakeholder management and adept at working with HR functional specialists, ICT technical specialist, business analysts and external vendor resources

 Experience of data cleaning and migration (ETL)

 Strong and seasoned analytical and problem solving skills, with the ability to think creatively and laterally, to overcome challenges.

 Ability to analyse information complex data and present findings to non-technical audiences, at both senior and middle management levels.

 A high level of proficiency in one or more enterprise grade HR systems (SAP, PeopleSoft, Microsoft Dynamics AX HCM/HRM).

 Proficiency in Microsoft Project and Microsoft Excel.

 Strong (English) written, verbal and interpersonal communication skills. Experience

 Extensive experience of project experience, includingexperience of project management experience for ERP solutions. A minimum of one full-cycle ERP implementation in a project manager role is essential, preferably with Microsoft Dynamics AX HRM or HCM modules. If you do not have specific Microsoft Dynamics AX experience, 2+ years of experience of other enterprise (ERP) products such as PeopleSoft, SAP etc. is required.

 Experience of interpreting and implementing HR systems requirements across diverse and complex environments whilst remaining pragmatic and focused on achieving satisfactory service delivery.

 Experience of budgeting for project activities, monitor and report on HR activities and undertaken appropriate analysis

 Demonstrable experience in motivating and driving project teams and influencing stakeholders to deliver high quality results.

Previous experience working with Dynamics AX HRM or HCM modules

 Previous experience of working within humanitarian and development (third) sector is an advantage. This includes knowledge and experience of working in an international organisation or travelling to remote field/branch offices.

 Working knowledge of Arabic will be a significant advantage. Knowledge of French or one of the Indian subcontinent national languages will also be positively considered.
