This Emergency Action Plan (EAP) has been developed to provide
proper emergency management in the event of a severe injury or illness to an athlete, coach, official, or spectator at a University of Jamestown athletic event/venue. The preparation for an emergency involves formulation of an emergency action plan, proper coverage of events, maintenance of appropriate medical emergency equipment and
supplies, utilization of appropriate medical emergency personnel, and continuing education in the area of emergency medicine and planning. This plan is intended to provide guidelines for management of
emergencies and should be adapted to each situation. The EAP should be reviewed and rehearsed by the University of Jamestown Sports Medicine Staff, Coaching Staff, University of Jamestown Athletic Department, Administrators and Event Managers, and University of Jamestown Campus Safety and Security staff.

Emergency Action Plan Personnel
During an athletic practice or competition, the first responder to an emergency is typically a member of the Sports Medicine Staff, most commonly a Certified Athletic Trainer or team physician. The first responder in some situations may also be a coach or other institutional personnel.
Roles of the First Responders
The development of an EAP cannot be complete without the formation of an emergency team. The emergency team may consist of a number of healthcare providers including physicians, emergency
medical technicians, certified athletic trainers, student assistants to the athletic trainers, coaches, managers, and possibly bystanders. Roles of the individuals within the emergency team may vary depending on number of team members, the athletic venue, or the preference of the Head Athletic Trainer. There are four main roles within the Emergency Action Plan.
1. First and most important role, establishing the safety of the scene and acute care of the athlete. The most qualified person on the scene should provide acute care. Individuals with lower credentials should follow the instructions of those with more appropriate training.
2. EMS activation should be used when emergency transportation is not already present at the event. This should be done
immediately once the situation is deemed an emergency or life threating. Time is the most critical factor under emergency conditions. The person leading the scene should activate the EMS system by directing someone nearby to call EMS. This person should be familiar with the location, address of the event, and communicates well over the phone.
4. Directing the EMS to the scene is the fourth role. One of the team members should be responsible for meeting EMS as they arrive to the site.

On Field Emergency Protocol
Guidelines to use during a Serious On-Field Injury:
1. Players and coaches should go to and remain in the bench area once medical assistance arrives. Adequate lines of vision between the medical staff and all available emergency personnel should be established and maintained.
2. Players, parents and non-authorized personnel should be kept a significant distance away from the seriously injured player or players.
3. Players or non-medical personnel should not touch, move or roll an injured player.
4. Players should not try to assist a teammate who is lying on the field (i.e., removing the helmet or chin strap)
5. Players should not pull an injured teammate or opponent from a pile.
7. Players and coaches should avoid dictating medical services to the athletic trainers or team physicians.
Emergency Communication
Communication is important to quick emergency response.
Athletic trainers and emergency medical personnel must work together to provide the best emergency response. Communication prior to the event is a great way to establish boundaries and build understanding between both groups of professionals. Access to a working telephone is necessary. If emergency medical transportation is not available on site during an event, then direct communication with EMS at the time of injury is necessary.
Emergency Equipment
All necessary emergency equipment should be at the site and readily available. Personnel should be familiar with the function and operation of each type of emergency equipment on hand. It is important to know the proper way to care for and store the equipment. Equipment should be stored in a clean and controlled environment.
Medical Emergency Transportation
The athletic training staff coordinates on site ambulances for football competition. Ambulances may be coordinated on site for other events as well. With an ambulance on site, there should be a designated location with rapid access to the site and a cleared route for
entering/exiting the venue. In an emergency situation the athlete should be transported by ambulance, where necessary staff and equipment is available to give appropriate medical care. Emergency situations where there is loss of consciousness (LOC), airway, breathing, or circulation (ABC) complications or there is neurovascular compromise should be considered “load and go” and emphasis on rapid treatment and
