1. · The subject of the following draft regulation is the temporary suspension of duties in the Common. Customs 'l'Ari'ff for a number of industrial items, as requested' by the Member States.
It is partly a prolongation and partly a .new meaaur~. •
2. !t seems appropriate to the Cotnmission that &.duty suspension is justified for the goods listed in the annex to thiSi regulation. The Commission proposes a total suspension fer those produi!ts for 'W'hich Community production.does·not.exist or is minimal. A partial

suspension is proposed in cases wher.e the Community production covers only a part of the requirements. The rate of the partially suspended ducy depends on the extent of the possible Community supply· to the Community users. ·
The Commis~ion
is also al;ways looking for the right balance between the interests of the suppliers, users and theconsumers in the Community.

Having regara to the Treaty establishing the Europ.ean Economic Community, and in particular Article 28 thereof,
•.
Whereas production of the products referred to in this Regtilation is at present inadequate or non-existent withif! the' Community and producers ar~
thus unable to meet the needs of user industries. of the Community;
Whereas it is 'in t·he Community's interest to suspend the autonomous Common Customs Tariff duties only p$rtially in certain cases, owing in particular to the existence of Community production, and to suspend them totally in other cases;
Whereas, taking account of the qifficulties involved in accurately assessing _-t;he short-term development of the e-conomic situation if'l the sectors, concerned, these measures of suspension should be taken on a temporary basis only, their period of validity being .fixed-to. coincide with the· interests of Community prodlJction_,_
HAS ADOPTED THIS REGULATION:
Article 1
From 1 January· to 30 June 1980, .the autonomous Common Customs Tariff dut.ies for the produ~·ts listed in the Annex hereto shall be suspended at the level
indicated in respect of each of them.
Article 2
This Regulation shall enter into force
on
1 January 1980.This Regulation shall be binding in its entirety and directly applicable in all Member States.
