1. The CR.AC Construction Sub-Committee meeting was reld at 1600 hours, 12 June 1970, in the Conference Room of Facilities Engineer, Hialeah Compound.

Old Business:

a. As mutually agreed for the road construction between Haeundae and Songchong, Pusan City recently fin~iized the relocation of U

.s.

Army buildings and improvements within the US Army 051 .t\.rnmunition Base Depot. These buildings and facilities were accepted by the U

.s.

J,rmy as of 28 May 1970 and a request has been initiated for release of 50 acres of land area which involves the road.

b. Request for release of 143 pyongs of land area in front of 609th Ordmnce Comp:i.ny area for widening the city road is still pending at higher headquarters. As soon as the SOFA Conmittee agrees to the conditions for release, Pusan City will be so notified.

c. Changsan access road will be repaired by U.S. Army in the near furture. Repair work includes prina.:rily filling the road surface and improvements of side ditches. Soil for this project will be hauled from the borrow pit in the R0K J.rmy 051 ABD and stones will be collected within the vicinity of the road. Mr. Balaka requested cooperation of

R0KA LBC on this project.

d. lLT Lorek requested that a representative from Pusan City be present and to pinpoint the new locations of U

.s.

poles. b. relocation of these poles was requested by Pusan City to ccmply with road ccnstruction in tm proximity of 609th Ordnc.nce Company and Haeundae Beach House. Pusan City will comply this requesto

4. New Bus.inc ss:

a. Cpt Geagley requested that no permission be given for ccnstruction of housing or structures within the boundary of US J.rmy acquired 051 l..BD.

Lrmy will not take tre responsibility for any accidental damage to property or injury to persons that may occur in this restricted area.

Pusan City requested a drawing which indicates the boundary.

b. !Vir. Balaka informed the representative from Pusan City tro.t dwellers along the perimeter wall of Hialeah Compound are filling earth against the wall or digging under the fourrlation of the walls. These actions endanger the wall. Mr. Balaka desired that Pusan City take appropriate action to prohibit such actions. Also he requested that materials piled outside of Gate

Hialeah Compound, be removed.

This situation impedes operations outside U.S. : .. rrrw installations. !•ir. Balaka requested that the city provide a special test for these operators for

issuance of license.

d. Pusan City disclosed the plan for the vicinity of the U .N.

ldlitary Cemetery area, with the aid of a map. 'i'he plan, which is based on protection of UNMC, imicates residential, public park, green area and r09.dways of the surrounding vicinity. On this plan,

The house thct was being built close to the approach road has been demolished by City engineers.

1. You mq reo lleot that some days ago I reported by telephone of the conatruotion of new plant obatructing the view of the sea trom the cemetery. This pl nt is a long tin-roofed structur, taking off to the lett

2. I am at a lose s to what we can do in this ma,tter. The building is more than half complete w,nd the factory is not likely to dismantle it and move it elsewhere. .J>n .ttoreign ministry' a letter to Mr. Nekunam dated Feb uary 10, 1966, · they have said that the ee shore area south east of

the cemetery had been set aside {by ainietry of construction) as industrial belt. Though I have b en vehemantly claiming that the present oonstruotion site is not included in the said industrial belt, I am not sure I am right ae there ia no clear definit on in foreign ministry's letter. Before the oonstruotion began, the factory received permission :from the luean oity oonstruotion bu.t'eau. Consider · &ll these factors, it may probably be advisable to gracefully aooept the Director's apol04J-iea and let the matter rest. I plan to file a oopy of the Director's letter at the Conatruotion Bureau for their reoord.

I have the pleasure to acknowledge receipt of your letter dated January 11, 1966 in which you invited our attention to the development projects to be undertaken by the Tong Kook Steel Mill in the vicinity of the United Nations Memorial Cemetery in Pusan.

Having consulted with the Ministry of Construction, I wish to give you the following clarification on the matter:

In line with the Korean Government's policy of encouraging industrial development, the Ministry of Construction set aside the entire sea-shore area south-east of the Memorial Cemetery as industrial district forming an intergral part of the City of Pusan and gave approval on two occasions --- on August 12, 1963 and December 11, 1963 --- to the Tong Kook Steel Mill to reclaim certain areas of the sea-shore. According to the Ministry of Construction additional development projects are now under study.

The Ministry of Construction is of the view that, bec~use of the distance which separates the industrial sites from

the outer-most limit of the precinct of the Cemetery, construction on the reclaimed land would not affect the maintenance of

the Cemetery.

On the other hand, the Ministry is willing to take measures, as far as practicable, to minimize possible detractions from the beauty and distinct feature of the Cemetery's surroundings resulting from industrialization of the sea-shore area. To this effect, the Ministry has suggested that it would, if you so

wish, make arrangements with the steel complex for planting trees along the edge of the industrial sites.

Under the circumstances, the Korean Government has no choice but to proceed with the development programme of the said area.

It will, however, give most careful consideration to suggestions that you may make r4garding the ways and means of protecting the beauty of the Cemetery's surroundings.
