Dear Salida,

I write to you while we are still grappling with

the COVID - 19 pandemic and our community's

response to it. The last Community Resource

Guide that we published came at was, in

hindsight, the beginning of the COVID crisis; this

one is now 8 months into it. While we have been

hard at work as a Department adjusting to Public

Health orders to keep amenities open and provide

opportunities for play and recreation, we have not

had the opportunity to fully dream of additional

programs and partnerships like we were doing

prior to the pandemic. Prior to having to focus

our energy on our response to COVID - 19, we

were hard at work developing new collaborations

with community partners and organizations. We

are now getting back to the place that we can

dream and be creative in what we provide to

the Salida Community. While this guide may not

have the traditional Recreation Programming

that previous versions did, please keep your eyes

and ears open for new and diff

erent ways that

we are serving the community. Please stay tuned

with the many projects that we are completing

to make the community a happier and healthier

place. We are excited for the opportunities that

this season brings us. Even as we

fl

uctuate

between restriction levels, please get out there

safely, have fun and enjoy Salida! We look forward

to seeing you on the trails, in the parks, and at the

pool when it is again open.

Salida Hot Springs Aquatic Center Policies

All guests who utilize the Center, participate in activities at their own risk. The City of Salida Parks and Recreation Department is dedicated to providing safe facilities and equipment as well as qualifi ed staff for all participants.

Food and drinks are only permitted in the lobby area.

Smoking devices, tobacco, and weapons are prohibited in the Center. Animals are prohibited unless they are service animals accompanying persons with disabilities

Please be aware of and follow all posted Center rules and guidelines. All users must register to swim through the online registration system

Age Policy

Children who are unable to swim 25 meters on their fronts without stopping must be supervised by an adult and be within arms reach in the water at all times.

Children who are 14 years of age or older and are able to swim 25 meters without stopping may be left without adult supervision. Caregivers, ages 14 to 17 years old, are allowed to bring children under 10 years old (who are able to swim 25 meters without stopping) to the pool with a note from the children’s parents.

Cell Phone/Camera Policy

Use of cameras, cell phone cameras, and video cameras are prohibited in all locker rooms and bathrooms. Any photography or videography within the Center must be approved by management.

Refund Policy:

Pass/Membership Refund Policy:

All Salida Hot Springs Aquatic Center passes and memberships are non-refundable and non-transferable starting January 1, 2021.

Hardship Termination Criteria:

The following criteria must be met to qualify for a hardship refund: A job transfer outside a 25-mile radius of Salida. The pass or membership holder must provide a letter from their Human Resources Department stating that they are being transferred or have a new position.

In case of medical condition the following options are available: A Salida Hot Springs Aquatic Center pass holder, member or class registrant may receive a refund if they provide a letter from their

physician stating that they are on a medical restriction of an indefi nite

nature.

A Salida Hot Springs Aquatic Center pass or membership can be put on hold and the expiration extended if the participant provides a letter from a physician stating how long they are on a medical restriction.

Tree Policy

The City of Salida will plant 3 trees within the city for every 1 tree that is removed. The City also works closely with the Tree Board and professional arborists to ensure tree health and longevity.

Program Refund Policy for Cancelled Classes:

If a class is canceled or closed, you will receive a full refund in the form of a check or credit card refund. There are no cash refunds and a refund can take approximately three weeks to process.

Refund prior to the Class:

Refunds will be made only before the start of the class or activity if the client gives 24-hour notice or the client presents an acceptable hardship termination notice.

Refunds after the class:

Refunds will only be made after the class if the client presents an acceptable hardship termination notice.

Cancellation of Activities:

Due to Inclement Weather:

All daytime (before 5pm) programs will be canceled when the Salida School District is closed due to inclement weather. Cancellation of evening programs (after 5pm) will be determined by 4pm. On Saturdays, information will be available on daytime classes beginning at 8am and on evening classes beginning at 4pm. The Department will issue cancellations on their Facebook and Instagram page @ salidaparksandrec as well as, sending out an email to all activity/ class participants.

Due to Low Enrollment:

The City of Salida Parks and Recreation Department reserves the right to cancel classes due to low enrollment.

Scholarship Fund

We strive to keep recreational opportunities aff ordable so that all

of Salida’s youth may participate. Any family who meets the family

income guidelines is eligible for up to $100 in fi nancial aid per child

each year. Salida Recreation Youth Scholarships are awarded on a

fi rst-come, fi rst-serve basis. Scholarships are available for all types

of youth programming including swim passes. Pick up an application at the Aquatic Center or email [email protected].

Parks and Recreation Department Mission

To off er park and recreation services which are essential to the health

and well-being of those who live, work and play in Salida. We do this through the provision and facilitation of parks, recreation, open spaces and trails while working cooperatively with other service providers in order to maximize our common resources.

Mike “Diesel” Post

Mike 'Diesel' Post loves the City of Salida and his job working with the community to make it a happy and healthy place. After earning a degree in Recreation and Park Management from Penn State, Diesel

moved to Chaff ee County and made a living as a Raft Guide, Winter bum, Art, Science, and Social

Stud-ies Teacher, Bus Driver, and High School Principal. He now gets to work with Salidans to make Salida an awesome place to live, play, and raise a family because that is what he does.

Jennifer is one of the fortunate ones who was born and raised in this beau-tiful valley. She has been swimming at the Salida Hot Springs Aquatic Cen-ter for 44 years and will be employed with them for 25 years in 2020. As the Aquatics Supervisor, she takes great pride in making the pool a safe and en-joyable place for all ages to swim and play.

Cat was raised in Salida and has lived here for the majority of her life. After she left for college, she came back to Salida after real-izing she missed her hometown and wanted her kids to grow up in her own community. David grew up in Salida and has loved the time he has spent at the Aquatic Center. He is proud to serve Salidans and to help pro-vide the unique Hot Springs water to his com-munity. You will most likely see him around the pool, making sure everything is running smoothly, be sure to say hi.

Aquatic Center Updates

The Salida Hot Springs Aquatic Center has been open to the public through our online registration system. The new www. cityofsalida.com website directs patrons easily through the process of signing up to swim in our lap lanes or our leisure pool. The City is closely monitoring state and county man-dates via public health on best practices to keep our facility open.

In November, the locker room renovations were completed at the facility and they will reopen for public use as soon as COVID 19 guidelines allow. Our reopening plan for the Aquat-ic Center depends on the orders from PublAquat-ic Health. We are

working closely with the good folks over at Chaff ee County

Public Health to ensure a safe experience for guests visiting the pool. You can stay up to date on current orders by viewing the statewide COVID-19 Dial.

City Debuts New, Mobile-Friendly Website

On Monday, November 2, the City of Salida launched a new, mobile-friendly government website to enhance online accessibility and transparency. The site, www.cityofsalida. com, is one of the City's most valuable communication

tools by off ering a one-stop-shop for residents and visitors

to fi nd information. The site contains municipal operations

information, including City departments and staff , elected

offi cials, special events, City projects, news, arts and

recreation opportunities, and much more.

The City set several goals for redesigning the website, including:

• Provide timely, proactive and accurate information • Improve opportunities for two-way communication • Position the City as the primary source of City news • Showcase the City as a vibrant and active community • Improve mobile responsiveness and search functionality • Meet, or exceed national ADA compliance requirements

The new website makes it easy to fi nd City news and events,

contact City Council and staff , and search for local recreation

and arts opportunities.

ONGOING PROJECTS

Salida's labyrinth was built with a whole lot of rock collecting and a whole lot of love. The project was a grassroots project from the Salida Recreation Board (now PROST board) and supported by Salida Mountain Trails and various other volunteers.

While building the labyrinth we tried to create as little impact on the land as possible, so the labyrinth is very 'natural.' The trail to get to the labyrinth has already had several lives because of some vandalism, and

previous fl ash fl ooding. With recent trail work, the

(hiking only) trail is now in good condition. The labyrinth is in excellent condition and welcomes all! Visit for a contemplative experience and a beautiful panorama. Please respect the labyrinth and any visitors you may encounter there.

Directions: Walk 15-20 minutes down the old county road (along the Arkansas Hills) until you get to a sign that says Labyrinth (Hiking only). The start of the trail is where Sweet Dreams comes to an end. The trail goes up that drainage and then climbs up to the mesa (that is on the left when you're at the start of the trail.) It is about another 15-20 minutes to get to the labyrinth.

Centennial Skate Park construction started moving forward in November 2020. The contractor is expecting to work through the winter to have a spring 2021 opening date. The park will include many

diff erent features including ledges, fl at bars, bank

ramps, half pipes, and a large bowl—accessible to skaters of all abilities.

On behalf of Friends of Salida Skateparks, the City of Salida was recently awarded a $10,000 grant from The Skatepark Project (formerly The Tony Hawk Foundation). Skatepark Project Grants are awarded to free, public skateparks in high-need areas of the U.S. Applicants must demonstrate a strong grassroots commitment to the project, particularly in the form of fundraising by local youth and community groups as well as include local skaters throughout the planning, fundraising and design process. Alec Beck from The Skatepark Project’s Board of Directors said, “We were delighted to approve a skatepark construction grant to The Friends of Salida Skateparks. FOSS reached out to us over a year ago to take a look at their project trajectory. It became

clear to our staff that FOSS did their homework and

has been following best practices from the get-go.

Although construction is underway for the new skatepark, FOSS is still fundraising. FOSS started fundraising in early 2019, since then they have raised nearly $30,000. In the spring of 2020, the City of Salida was awarded a GOCO grant for the skatepark. The City has decided to move forward with construction of a 14,500 sq foot skatepark. FOSS is currently raising money for power, lighting, benches and a shade pavilion. These were items that had to be removed from the construction project due to budget constraints and a fundraising slow down because of Covid-19. “We currently have a crowdfunding donation site as well as a Buy-A-Brick campaign and change donation jars around town. CENTENNIAL PARK ACCESS

As part of the new Parks and Recreation master plan, centennial park is undergoing a number of renovations. Currently, the renovations of the parking and roads surrounding the park have been completed. These include parallel parking spaces along Holman Avenue, the paving of 17th street behind the Aquatic Center, and additional parking added behind the chamber building. These projects have also increased the ADA accessibility of the park.

At the same time that the park renovations were being completed, the new skate park installation process is just beginning. The project will take place through the winter

with a completion date in spring 2021. The 14,000 Square foot park went through a thorough design process and will include features for many diff erent levels of riders.

There will also be a few more projects starting in centennial park this winter. The shade structure for the ice skating rink will be assembled, which will allow the ice rink to maintain ice longer throughout the winter. Due to the skate park project, there were a number of trees that had to be removed from the park and as part of that project, there will be new trees planted in the spring to replace the trees that were removed.

Over the summer, Salida Parks and Recreation was integral in implementing the

pedestrian walkway on F street. Parks and Recreation maintained the fl owers on

F Street and ensured that the area was pleasant and safe for everyone who used it. After a survey was conducted about the F Street closure, more than half of respondents said that they loved the closure. The City learned from this year’s pedestrian walkway on F street and will be using that information to evaluate whether to do one again in 2021.

The construction project at the west corner of the Touber Building is the future home of a community garden and sitting area. This new outdoor retreat will

include fl oral landscaping, benches, and a pergola for shade. The garden is

dedicated in memory of Sonia Walter, Salida City Clerk, who passed away unexpectedly in January 2020. We hope this area becomes a quiet retreat for visitors to relax and enjoy. Future plans include building a community garden at the site to allow anyone in Salida to enjoy gardening as Sonia did.

The City of Salida’s Parks, Pavilions, and Courts are perfect for hosting gatherings or Special Events. To get this process started, please visit cityofsalida.com/parksrec/page/rent-park where you

can fi ll out our park rental/special event application. You may

also email [email protected] and our Administrative Coordinator will be able to help you submit an application. You might need to rent a park or obtain a special event permit if any of the conditions listed below pertain to your party.

1. The expected number of participants and spectators totals 50 or more people

2. Tents, structures and/or sound amplifi cation, multiple vendors

will be present

3. The event will be providing, selling or distributing alcohol and/ or food to the public

4. The event will be holding a parade or using public right of ways (e.g., city streets, multi-use paths and sidewalks), and/or impact-ing vehicle, bike or bus traffi c

Permits are subject to approval. If your event request requires a street closure or parade, you will need additional permits from the City of Salida. Any event that anticipates a crowd larger than 100 people, requires exclusive use of the park, allows alcohol,

uses amplifi ed sound or your event lasts for multiple days, you

will need to apply for the Special Events Permit. Special Event Permits will be accepted up to 45 days in advance of the event, anything prior will not be considered.

Due to the pandemic, your event will have to be reviewed by the

Parks and Recreation Department and the Chaff ee County

Pub-lic Health Department to ensure that it is safe for our community. You may have to change your event logistics depending on what current Public Health orders are in place.

You will NOT be able to have your event if it does not comply with

Chaff ee County Public Health orders.

Our staff will gladly work with you to ensure you have a safe

PROST Advisory board

Based on the recommendations of the Parks,

Recreation, Open Space and Trails Master Plan

approved by the Salida City Council, the previous

Recreation Advisory Board (“RAB”) has changed to

the Parks, Recreation, Open Space and Trails

Advi-sory Board (“PROST Board”).

This board will work with City Sta

towards helping

our Department best serve the community. The

PROST Board has three goals:

• To serve as a link between the City Council, City

sta

, and the community.

• To assist the City in evaluating and prioritizing

parks, trails, recreation, and open space projects

in the community.

• To assist the City in evaluating funding sources

for parks, trails, recreation, and open space

proj-ects in the community.

integral part of the previous Recreation Advisory

Board and we are excited to have her back.

and spaces to get outside and recreate. The parks

advisory board. The board members, sta

Recreation Director have been meeting

remote-ly—to keep the board apprised of the projects and

processes in the department, and for us to provide

our input and advice based on what we learn.

Another important part of our role as an advisory

board is to be the eyes and ears of the community.

Although communication is a bit more

challeng-ing in these times, we’re always open to listenchalleng-ing to

your feedback and updating you about the

de-partment’s work.

Avalanche Awareness - in partnership with CMC

The Avalanche awareness program starts with a fi lm, featuring

some of the biggest names in the snowsports community, talking

about avalanche safety and where to fi nd the resources to stay

safe in the backcountry. Following the fi lm is a lecture that helps

participants recognize the signs of dangerous avalanche-prone terrain, understand avalanche safety equipment, and know where to get the education to stay safe in the backcountry. Whether you are a skier, snowmobiler, snowshoer, hiker, or someone who just enjoys spending time in the winter backcountry, this free course is an additional resource to staying safe in the mountains in winter.

American Red Cross Babysitter’s Training Course

The primary purpose of the American Red Cross Babysitter’s Train-ing Course is to provide youth who are plannTrain-ing to babysit with the knowledge and skills necessary to safely and responsibly give care for children and infants. This training will help participants to develop leadership skills; learn how to develop a babysitting business, keep themselves and others safe and help children behave; and learn

about basic child care and basic fi rst aid. This training is designed

Youth Writing Program - Session 2

In a program, off ered through City of Salida Parks and Recreation,

and spearheaded by local writer Kat Jahnigen, youth ages seven through 18-years-old can learn and practice various types of

instruction will be off ered on Fridays for fi ve weeks beginning Nov.

13th and aims to nurture a love of wordplay and off er a creative

out-let in a time when the Coronavirus pandemic restricts many of the activities and social supports that youth rely on.

Salida Mountain Trails (SMT) is an all-volunteer not for profi t 501c3

organization whose mission is to build and maintain non-motorized multi-use single track trails near the city of Salida. Over the past 15 years, SMT has established both the Methodist Mountain Trail System and the Arkansas Hills Trails System, and has built and/or maintains over 40 miles of trails. Most of these trails are on BLM and Forest Service lands with some connecting trails originating on the city of Salida open space. They have cooperative management/ volunteer agreements in place with all three entities.

This is an introduction to geology course that will inform students about the geology they can observe while driv-ing from Leadville to Salida. The goal of the course is to explore how geology is important to Coloradans. Topics will include basic geology plus natural resources. The

fi rst 5 course sessions will be off ered virtually, with a fi -nal in-person, optio-nal, half-day fi eld trip on April 24 to di-rectly relate what has been covered in the course to this amazing place we call home. The April 24th date for the

Writer/Producer Lee Ross's online screenwriting class is an in-depth dive into both the feature script (full-length

movie) and the short fi lm script. Ross will explore the

fundamentals of writing practice and the tools needed

to write your fi rst screenplay. Ross has written and

pro-duced both award-winning shorts and feature fi lms and

has studied theater/fi lm over the past 35 years. Ross

guides all students over the age of 15 into the full land-scape of developing and creating authentic characters and storylines. This 8-week virtual class includes free screenwriting software and a pdf of course work through the two months.

emotions, using eff ective consequences, stress and anger

Guiding Good Choices

Guiding Good Choices is a fi ve-session program that teaches

par-ents of middle-schoolers how to reduce the risk that their children

will develop drug problems, and is specifi cally designed to

strength-en parstrength-ents’ family managemstrength-ent skills, parstrength-ent-child bonding, and children’s peer-resistance skills. Children

attend one session, which concentrates on peer pressure. The other four sessions involve only parents and include instruction in four areas:

Identifying risk factors for adolescent substance use and creating strategies to enhance the family’s protective processes

Developing eff ective parenting skills, particularly those regarding

substance use issues

Managing anger and family confl ict

Providing opportunities for positive child involvement in family activi-ties
