FY 15 COMMUNITY DEVELOPMENT BLOCK GRANT INFRASTRUCTURE (CDBG-I) PROGRAM RICKS ROAD SEWER IMPROVEMENTS GRANT #15-I-2763

PURPOSE OF HEARING

The purpose of the public hearing is to discuss the program performance for the FY15 Community Development Block Grant- Infrastructure (CDBG-I) project for the Sewer System Improvements project and allow residents an opportunity to express their views.

PROJECT SUMMARY

In March of 2016, the Town of Selma received a U.S. Department of Housing and Urban Development (HUD) CDBG-I grant from the North Carolina Department of Environmental Quality (DEQ) Division of Water Infrastructure (DWI). With these funds, the Town extended public sewer service to the Ricks Road Mobile Home Park (MHP) to prevent public and environmental health issues related to failing septic tank systems. The Johnston County Health Department conducted surveys and concluded that many septic systems were failing, and the lots on which they are located were not large enough for the repair/replacement of the septic systems. If improvements were not made, septic tanks will continue to fail, environmental conditions will worsen, and families may have had to relocate. This CDBG-I project allowed the Town to provide much needed public sewer to low- and moderate- income (LMI) households. Along with the $1.29M of CDBG- I awarded, approximately of the owners of the Ricks Road MHP and the Town contributed approx. $31K towards connections of non-LMI homes.

PROJECT SCOPE

After the March 2017 amendment, this project involved:

1. Abandoning failing septic systems

2. Extending the Town’s sewer system to install 1,450 LF of 8” gravity sewer lines in the Ricks Road MHP with 32 lateral service connections.

a. 21 trailers occupied by LMI residents received new lateral connections paid for with CDBG-I grant funds.

b. 11 vacant trailers received new lateral connections paid for with $26,383 of MHP Owner funds and

$5,000 of Town funds.

c. The remaining 8 vacant lots in the MHP cannot be served with this project.

3. Equipment and control improvements to Pump Station #5 (PS #5) on Crocker St.

4. Extending force main from PS#5 and force main from PS#6 to discharge at a manhole further north in the industrial site at Preston Street to protect the system from Sanitary Sewer Overflows (SSOs).

CHANGES TO THE PROJECT

There were three (3) changes orders to the project approved during the course of construction.

#1- Increase in Contract Amount: $36,732.50

Due to income verification process required by CDBG-I,

 Decrease from 22 LMI homes to 21, and increase non-LMI from 10 to 11

 Increase eligible quantity of portions of lateral within public easement that can be paid with CDBG funds.

 Add extension of gravity main within public easement to serve 2 additional vacant lots

#2- Increase in Contract Amount: $26,150.00

 Replace pumps at PS#5 due to change in field conditions from preliminary PS flow calculations

#3- Increase in Contract Amount: $75,289.11

 Due to additional pump station testing, weather delays, and additional landscaping, extend construction time, and adjust for final as-built quantities

#4- Increase in Contract Amount: $12,130.00

 Due to additional asphalt & fence work

Original Construction Contract Amount: $685,465.06 Increase from Change Orders: $150,954.61 Final Construction Contract Amount: $836,419.67 PROJECT BUDGET

The total CDBG-I grant is $1,289,900 (approximately 98% of the project costs).

Eligible CDBG-I activities were maximized with this project. While there are some leftover funds, no other activities were eligible that could be funded. CDBG-I cannot pay for connections to vacant homes or vacant lots. Because not all sewer funds were used, administrative funds also need to be returned to the State (Total of $142,806.96 returned)

3 PROJECT BENEFIT

CDBG-I funds were only be used for the 21 low and moderate-income (LMI) households of 32 total connections. This project provided 52 people with new access to public sewer and 88 people with improved public sewer. A total of 140 people benefitted, with 138 (98.28%) being LMI.

PROJECT COMPLIANCE & PERFORMANCE

A combination of Town Administration Staff and Public Works Staff provided oversight of all contracted parties required to complete this project. While there have been a few bumps in the road and extensions, largely attributed to weather delays, pump station calibrations, and blockage in existing lines, this has been a successful project and generally

remained in compliance with the required federal regulations associated with funding. The project was monitored twice.

The Town also conducted quarterly activities to affirmatively furthering fair housing to maintain compliance with its fair housing plan and Assessment of Fair Housing. Such activities included distribution of FH info to public places, housing- related entities, a community survey, presentations, and outreach via the Town’s website and available social media.
