SUBJECT: Storm Damage Assistance Response

DESCRIPTION: Consider and act on temporarily re-instating community programs for

assistance to residents following the recent winter storms. (Mayor Bruner/Council Member Medicus/Public Works)

BACKGROUND: In April 2020, City Council reduced staff and City programs due to reduced

revenue projections during the onset of COVID-19. This included Adopt A Tree/Native Plants and Curbside Brush Chipping. The recent winter storms have increased interest in returning these programs to assist residents with removing dead plant material and replanting vegetation. Since staffing remains at reduced levels it is not recommended that these programs be brought back on a permanent basis at this time. However, in order to assist with storm damage response these programs must be initiated for a one-time event. The following are recommendations for these programs:

Adopt-A-Tree/Native Plants

• Reduce the plant availability list to popular native plants that cannot be found at local retailers such as Home Depot. The largest tree size that will be offered will be 30g. Sample plant list has been attached. The final plant list will be determined by availability in March.

• Staff will set up a “store” on Square for residents to use to order plants. • Residents will have approximately ten days in which to order plants.

Tentative dates-store will open April 5th and close on April 16th. Plants will be delivered

the following week and residents can pick up plants on April 23rd.

• Residents must pay for plant orders through Square.

• The plant nursery will deliver the plants to the City and the cost of the delivery will be included as a fee on all plant orders. The fee will be $2.00 per order under $100 and $5.00 per order over $100.

• Staff and resident volunteers will help sort the plant into the orders for pick-up.

• Residents may come and pick up the plants at the City Facilities at a set date and time.

o Resident Volunteers will help monitor and assist with getting plants to the correct resident.

o Residents picking up plants will be asked to show their paid receipt to pick up plants.

Curbside Brush Chipping

• Curbside Brush Chipping may be held on March 25th.

Page 2 o No trunks/branches larger than 8 inches in diameter.

o Staff will spend no more than 20 minutes chipping at a single location.

o Items that cannot be chipped such as leaves, cactus, bamboo, palm leaves, etc. will need to be placed in recyclable leaf bags to be removed.

If an emergency arises on March 24th that requires staff to be diverted to other tasks,

then brush chipping will occur as soon as staff is available to complete the task. If Council approves the one-time Adopt-A-Tree/Native Plant order the budget will need to be amended to allow the city to purchase the plants. Furthermore, Council will need to adopt the program fee to facilitate delivery of the plants from the nursery to the City. This can be done at the April 6th Council Meeting.
