Call to Order President Villa called the Regular Meeting of the Pixley Union School District Board of Trustees to order at 5:58p.m. on Tuesday, September 10, 2019 in the Pixley Middle School Library.

Adopt Agenda On a motion made by Board Member Reveles, and seconded by Board Member A.

Superintendent Monty Dunbar

Temporary Athletic Team Coaches Certification

Interim Superintendent Monty Dunbar advised the Board of the California Department of Education process for district local governing Boards to meet the requirements of the California Code of Regulations Title 5 sections 5593 and 5594: Temporary Coaching Certifications. The coaches need to certify by sport, therefore a listing of fall coaches was provided.

Sandy Hook Promise

Interim Superintendent Monty Dunbar shared that PUSD has joined that Sandy Hook Promise who’s mission is to create a culture engaged in preventing shootings, violence, and other harmful acts in schools. 

Construction Committee

Interim Superintendent Monty Dunbar asked that two members of the Board of Trustees be on the Construction Committee as we move forward with the Kindergarten

Construction. Angie Villa, and Timmy Reveles agreed to be on the committee.

Summer School Report – Cindy Monroy

Director of Curriculum and Instruction Cindy Monroy provided the board with an overview of the 2019 Summer School Program.

2018-2019 End of School Year Report

Pixley Union School District Registered Nurse Tamara Cochran reviewed the 2018-2019 End of the Year Report with the board in the area of Nursing Services provided to the students of our district.

Action Items Public Hearing -

Determining that Pupils Have Sufficient Textbooks or Instructional Materials for the 2019-2020 School Year

As a condition of receiving state instructional materials funding, Education Code 60119 and CCR 9531, requires that the Governing Board hold an annual public hearing

regarding the sufficiency of textbooks and instructional materials and determine through a resolution whether each student has a sufficient textbooks or instructional materials.

Open Public Hearing

On a motion made by Board Member Williams, and seconded by Board Member Reveles, the Board convened to a Public Hearing on Determining that Pupils Have Sufficient Textbooks or Instructional Materials for the 2019-2020 School Year with the following votes:

Resolution 19-03 Determination of Sufficient

Instructional

Materials/Textbooks Ed. Code 60119

Interim Superintendent Monty Dunbar confirmed there are sufficient textbooks and instructional materials and recommended approval of Resolution 19-03.

On a motion made by Board Member A. Villa, and seconded by Board Member Williams, the Board approved Resolution 19-03 Determining Sufficient Textbooks and Instructional Materials for the 2019-2020 school year with the following roll call votes:

Unaudited Actual Financial Report 2018-2019

Chief Business Officer Carvalho advised the 2018-2019 fiscal year closed and provided the Unaudited Actual reports.

Resolution 19-04 In the Matter of

Establishing an Estimated Appropriations Limit for the 2019- 2020 Fiscal Year and an Actual Appropriation Limit for the 2018-2019 Fiscal Year (GANN)

Chief Business Officer Carvalho shared the calculations of the estimated appropriations limit for the 2019-2020 fiscal year and the actual appropriations limit for the 2018-2019 fiscal year requiring approval of Resolution19-04 Matter of Establishing an Estimated Appropriations Limit for the 2019-2020 Fiscal Year and an Actual Appropriation Limit for the 2018-2019 Fiscal Year (GANN).

On a motion made by Board Member A. Villa, and seconded by Board Member Ramos, the Board approved Resolution 19-04 Estimated Appropriations Limits as presented with the following roll call votes:

Comprehensive Safe School Plan

Interim Superintendent Monty Dunbar presented the Pixley Union School District Comprehensive Safe School Plan for 2019-2020.

Teter Architects and Engineering All Day Kindergarten Grant for Design and Construction Administration

Director of Maintenance and Operations Joel Munoz presented the Teter Architects and Engineering All Day Kindergarten Grant proposal for Design and Construction

Classroom Expenditures Application (CEA)

Chief Business Officer Gennifer Carvalho advised the board of the current CEA is 55.48% of the required 60%. The structure of the new Local Control Funding Formula has led to an influx of funds to the district. With the required percentage not being meet, an Application for Exemption from Required Expenditures for Class Room Teacher Salaries waiver was presented for approval.

Committee on Assignment – Elective Courses.

Interim Superintendent Monty Dunbar advised that Education Code 44258.7 authorizes a full time certificated employee who has special skills and preparation outside of his or her credential authorization, to teach elective courses in the area of special skills. The assignment must be approved by a “Committee on Assignments”. These assignments will be for a maximum of one school year, but may be extended.

On a motion made by Board Member Herbert and seconded by Board Member Ramos the Board approved the Committee on Assignments - Elective Courses as presented with the following votes:
