(4) PROJECT DESCRIPTION. Perspective view of Adera Pivot + entry point to the Green Spine linear park looking northeast from Oxford Street, District of North Vancouver, Rendering. Pivot is a six-storey, multi-family market rental development located on the north side of Oxford Street within the developing Lynn Creek Town Centre in the District of North Vancouver, envisioned as a well-designed pedestrian, bike, and transit-oriented mixed use community at the gateway to the District that celebrates the region’s natural setting. Significantly, the project will contribute rental housing to the community, fulfilling the vision outlined in the Official Community Plan for Lynn Creek Town Centre to provide a wide range of housing types for people of all stages of life and incomes, promoting social interaction and ensuring a healthy demographic mix. A well-designed residential building with indoor and outdoor amenities, inviting public spaces, and a revitalized streetscape, Pivot will create a welcoming, family-friendly atmosphere for this emerging community. The proposed development also provides a 5m dedication and full 10m construction of the first section of the Green Spine adjacent to the site, a 600m greenway extending from Oxford Street in the south to Fern Street in the north, and connecting two small public parks—an expanded Marie Place Park and a newly developed Bond Street Park. Designed in collaboration with the District of North Vancouver, the Green Spine will form the primary north-south pedestrian and cyclist connection within Lynn Creek and is intended to serve the open space needs of residents, providing a place for public gathering, socializing, relaxing, recreation, and play as well as a vehicle for connectivity. The greenway—to which Pivot will contribute, design, and construct the first section from Oxford Street to the lane north of the site—will feature a multi-use path, stormwater features, seating opportunities, generous plantings, public art, and wayfinding, expressing a hybrid urban/naturalistic aesthetic and fostering a meaningful sense of place.. (5) PUBLIC ART CONTEXT Public art has the power to punctuate everyday environments, animating public space and inspiring community participation in the creation of our urban landscape. Reflecting the District of North Vancouver’s unique identity, history, and culture, the public artwork at the entrance to the Green Spine adjacent to Pivot will operate within the District’s Public Art Program to energize public space, invite interaction, and build legacy. There is currently a small collection of public artworks throughout Lynn Creek. Varying in size and material, these works explore notions of place and the diverse cultural history that makes up the area. Gerry Houghton’s Postcards from the Past (2013) and Ida Pan’s Quo Vadis (2015) are the closest artworks to the development site, located south of Main Street. The public art generated by Adera’s Pivot project has the potential to engage the wider public art context of Lynn Creek, as well as the District of Vancouver more broadly, activating and enlivening the public realm.. (6) PUBLIC ART OPPORTUNITY The site for the public art opportunity is identified as the open space at the south entry point to the Green Spine linear park at Oxford Street, adjacent to the development on District property. Envisioned as a major new open green space in the developing Lynn Creek Town Centre to facilitate pedestrian and cyclist movement, promote social interaction, and foster a unique community identity and sense of place, the Green Spine offers the potential for a gateway public artwork with placemaking and wayfinding qualities. The public art opportunity allows for a wide range of approaches and possibilities in form and media, including the incorporation of gateway and wayfinding elements, lighting, and other innovate media as well as an integrated approach with the landscape and hardscape design. Selected early in the development process, the artist will have the opportunity to become an integral member of the design team, and will be given as much creative license as possible to activate the space, integrating art to the site and its community context in a meaningful and engaging way.. (8) DETAILS & REQUIREMENTS The amount designated for the public artwork is $80,500 CAD and includes the artist fee, artwork fabrication, storage (if required), delivery, installation, engineering certificates, construction coordination and site preparation, lighting (specific to the artwork), final documentation, professional images of completed work, and insurance, plus applicable taxes. The artist selected will be responsible for a general public liability insurance policy as required by the District of North Vancouver. Premium for this coverage will be assumed as a cost of doing business and part of the studio overhead. SELECTION PROCESS The selection process is a two-stage open call to local, regional, and national professional artists with a voting selection panel. All stages of the selection process will be facilitated by Ballard Fine Art Ltd. In stage one of the selection process, artists will submit an Expression of Interest (EOI) for consideration by the selection panel. Upon the close of the open call, the selection panel will meet to review all submissions and determine a shortlist of 4 artists to develop a concept proposal for the public art opportunity. In stage two, the shortlisted artists will be invited to develop and present a concept proposal to the selection panel. Prior to the concept proposal presentations, the shortlisted artists will be oriented to the public art opportunity, project, site, and community contexts, with an opportunity to meet with the developer, architect, landscape architect, and District staff. Each shortlisted artist will be paid an honorarium of $1,900 CAD for their work, paid upon receipt and presentation of the concept proposal. Following the selection panel’s review of the shortlisted artist concept proposals, a final artist and artwork will be recommended for selection.
