SECTION 1 – INTRODUCTION AND BACKGROUND
Executive Summary
The Active Schools Partnership Agreement sets out the national
objectives of the Active Schools Network for 2008 – 2011 and how
these objectives will be implemented in LA. The Partnership
Agreement will form the basis for sportscotland’s Active Schools
Investment in LA and incorporates an agreed staffing allocation and
investment profile specific to the local authority.
The Partnership Agreement has been developed by sportscotland to
shape and inform each local authority’s Active Schools Annual Action
Plan. The Annual Action Plan will be developed in partnership
between LA and sportscotland. LA will be responsible for the
implementation of the Annual Action Plan.
The local authority Active Schools Annual Action Plan will drive and
inform Active Schools Joint Cluster Plans. It is our expectation that
each cluster will work together across primary and secondary to
create one joint Cluster Plan.

Background and context to this document
Active Schools is a key element of the Scottish Government’s drive to
get Scotland more active; a commitment outlined in the National
Physical Activity Strategy, Let’s Make Scotland More Active.
The National Strategy for Sport, Reaching Higher, highlights Active
Schools as one of the key successes of Sport 21 (the previous
National Strategy). Going forward the Active Schools Network has a
critical role to play in realising the vision laid out within Reaching
Higher. Active Schools also makes a major contribution to the roles
and actions laid out for local authorities within this strategy.
sportscotland’s contribution to Reaching Higher is laid out in its
Corporate Plan. This plan identifies the Active Schools Network as a
key priority for sportscotland throughout 2007 – 2011.

The aim of our Active Schools Network
The fundamental aim of the Active Schools Network is to offer all
children and young people the opportunities and motivation to adopt
active, healthy lifestyles, now and into adulthood.
Active Schools Managers and Coordinators are responsible for
developing and supporting an infrastructure for Active Schools within
the school and wider community. They do this by recruiting,
supporting and sustaining a network of volunteers, coaches, leaders
and teachers who in turn deliver physical activity and sport before,
during and after school and in the wider community.
Our key outcomes
To continue to increase opportunities for all children and young
people to be engages in physical activity and sport. To strengthen
pathways to participation and performance through sustainable school
to community links.
Delivery
This will be delivered by:
Building a sustainable volunteer network and providing an appropriate volunteering infrastructure for Active Schools within the school and wider community
Providing opportunities for all children and young people to participate in physical activity & sport and enabling the creating of pathways from the school to the wider community
Increasing participation amongst “hard to reach groups” by adopting a targeted approach towards:
- girls and young women
- children and young people with a disability
- children and young people from black and minority ethnic backgrounds*
- children and young people in areas of socio-economic disadvantage (regeneration / SIMD areas) *
- children and young people not currently involved in physical activity and sport
- embedding the effective integration, planning, management and delivery of Active Schools within local authorities
The support has been provide through a number of different
programmes, initiatives and training opportunities, some of which are
highlighted below:
Throughout the last year Orkney’s Active Schools and Sports
Development Team have continued to support schools and local
sports clubs to provide opportunities for children and young people to
take part in physical activity.
Over the past year, Orkney’s Active Schools programme has
continued to establish itself as a key partner in ensuring more
children and young people become more active, more often, by
working with key partners such as N.H.S Orkney, schools, P.E
staff and National Governing bodies of sport.

Building a sustainable infrastructure
Aim: To build a sustainable volunteer network and provide an appropriate volunteering infrastructure for Active
Schools within the school and wider community.
National Performance Indicators:
135 volunteers delivering activities in Active Schools (* figure not to include primary pupils delivering activity) 60 qualified adult volunteers

Sustainable pathways to lifelong participation

Transition stages - 225 children attended Transition festivals and 15 S5-6 pupils to attend a Transition information evening. 40 children progressing from AS to weekly club participation in 4 sports.
The number of formal school – club links/pathways established with 4 sports clubs from 2 different sports to support AS activity. Organise 3 sports specific taster sessions in 19 Primary Schools giving us 122 activity sessions delivered for 815 participants(P4-7).
