ABOUT SUNRISE

The City of Sunrise was originally incorporated in 1961 as Sunrise Golf Village. Over the past 50 years, it has grown from a small suburban community to a diverse City of more than 90,000 residents. Sunrise is a full-service City that owns and operates its Utilities Department, providing water and sewer services to approximately 200,000 people in a 70-square-mile utility service area. In addition, Sunrise maintains its own Police and Fire-Rescue departments. The City offers a wide variety of recreational programs and facilities, including swimming pools, a tennis club, a golf club, a theatre and art gallery, an athletic club and eight parks.

Sunrise is also home to the Sawgrass International Corporate Park and such regional attractions as the BankAtlantic Center, Sawgrass Mills Mall and retail chain IKEA.

Form of Government

The City of Sunrise operates under a Commission/Manager form of government, led by a Mayor and four City Commissioners. It is the Commission’s responsibility to set policy, establish laws and adopt the City’s budget. The Commission-appointed City Manager implements the policies and laws, while overseeing the day-to-day operations of Sunrise.

Municipal Elections

The Mayor and four City Commissioners are elected to four-year, staggered terms on a non-partisan basis. Municipal elections are held in November of even-numbered years.

Sunrise strives to facilitate communica-tion between the City and its residents and business owners. Information can be obtained in person and through these channels:

Bulk Trash

5 Business Tax Receipts

This unit – a division of the Sunrise Police Department – is responsible for issuing Business Tax Receipts (formerly known as Occupational Licenses) to Sunrise-based businesses. For information, call 954-572-2352.

Camps

Sunrise Leisure Services offers an eight-week summer camp program, as well as holiday mini-camps and kids’ day off sessions. Call 954-747-4600 for registration information.

Catering

The ARC Culinary Institute is the official caterer of the Grand Ballroom at the Sunrise Civic Center – the City’s banquet hall. This partnership enables the Institute to host large and small events, from business meetings to weddings, in a unique and elegant venue. The Central Services Department’s primary responsibility is to provide internal support for City departments and operations. Central Services is comprised of five divisions: the Management & Budget Office, Purchasing, Risk Management, Facilities Management, and Marketing & Communications.

Community Emergency Response Team (CERT)

The City’s Office of Emergency Management offers free basic training in disaster survival and rescue skills as part of its CERT program. Once trained, a CERT member will be able to increase their family’s – and their neighborhood’s – disaster readiness; assess damage and communicate it to the proper authorities; perform light search and rescue; and assist the injured. Special Events

The Public Works Department is instrumental in maintaining public streets, sidewalks and parking areas. Public Works also plays a key role in maintaining the system of canals, reservoirs, pumping stations and related drainage equipment within the City. Public Works Building, 6466 NW 20th St.

Recycling

The City provides residential recycling pick-up on a weekly basis. Sunrise residents are part of an “All-in-One”/single-stream recycling system – which means recyclable items do not need to be sorted by material. All recyclables may be placed curbside in a single bin. Most single-family homes now have 65-gallon rolling bins, and are eligible to earn recycling rewards via www.recyclebank.com. Senior Center

Transportation

Sunrise mini-buses operate on a regular schedule, picking up passengers in residential areas and transporting them to and from a variety of destinations - including shopping centers, libraries, the Senior Center and Sawgrass Mills.

The Utilities Department is committed to supplying high-quality water that meets or exceeds federal, state and local standards. The Department is also responsible for the efficient, effective, environmentally-sound disposal of wastewater. HOMEOWNER ASSISTANCE PROGRAMS

The Community Development Department coordinates a variety of programs designed to assist current and prospective Sunrise homeowners.

Neighborhood Traffic Calming Program

The NTCP was designed to provide residents with an opportunity to raise neighbor-hood traffic concerns and to participate in the selection of strategies that promote safe and pleasant conditions for residents, pedestrians, bicyclists and motorists in Sunrise neighborhoods.

The NTCP is applicable only for residential City streets, and is not appropriate for arterial or collector streets, or for cul-de-sacs or dead-end roads. Additionally, for a neighbor-hood street to qualify for NTCP consideration, it must meet speeding and traffic volume criteria as determined by a City evaluation.

Interested neighborhoods must follow the formal application process established by the City’s Community Development Department. For each high priority project selected, City staff will consult emergency responders (Fire-Rescue and Police), as well as other entities - such as schools - that may be impacted by traffic calming. Staff will then meet with the applicants and help establish a Working Group of five to ten residents to collaborate with on the neighborhood’s traffic calming efforts. Neighborhood Street Lighting Participation Program

Under the NSLPP, Sunrise neighborhoods - including those without formal homeowners’ associations - may apply for funding to enhance lighting on their streets. Grants may cover 100% of the project cost for neighborhoods with public roadways, while matching funds of 50% of the project cost may be provided for enhancements on private streets - in each case, up to the City’s maximum per-project allowance of $40,000.

All applications must identify a Neighborhood Project Coordinator and contain a minimum of twenty signatures (or be signed by a majority of affected property owners). Applications periods vary, and submissions will be evaluated on the basis of benefit, need, cost, current City lighting standards and other factors.

Housing Programs

The City’s Grants Administration team administers a variety of programs that enhance the City’s appearance, safety and overall quality of life - often by assisting low- and moderate-income households. Funding sources include U.S. Housing and Urban Development Community Development Block Grants (CDBGs) and the Florida State Housing Initiatives Partnership (SHIP). Homeowners must meet residency and income requirements to qualify. For information regarding the four programs below,

• Housing Rehabilitation Program

This program provides a deferred forgivable payment loan to eligible owner-occupied households for assistance with critical renovations. These renovations are limited to verifiable repairs of, or replacements to, deteriorated building systems, as well as identified health hazards to the household.

The Housing Rehabilitation Program operates on a “first come, first qualified, first served” basis. To qualify, homeowners must provide tax returns (with W-2 forms) for the past two years; their three most recent pay stubs (if employed); benefit award letters (Social Security, pension, disability, etc.); their six most recent bank statements; divorce, alimony or child support documents; and a completed program application. Proof of home ownership - including a War-ranty Deed, proof of paid property taxes, proof of paid hazard insurance, and proof of paid flood insurance - is also required. The City currently has a waiting list for this program, which is updated each year in May.

• Removal of Architectural Barriers Program

This program provides five-year deferred forgivable loans to owner-occupied special needs households that include a disabled individual. The program is designed to facilitate the removal or modification of barriers that restrict accessibility by persons with disabilities as determined by a medical author-ity. Assistance is provided on a “first come, first qualified, first served” basis to households with qualifying incomes.

• Roof Replacement Program

This program provides grants to eligible low-income, owner-occupied house-holds to assist with emergency roof repair. Assistance is provided on a “first come, first qualified, first served” basis.

• Purchase Assistance Program

This program helps eligible low- and moderate-income first-time homebuyers by providing a deferred forgivable payment loan that may be applied toward a down payment, closing costs and/or principal reduction. The single-family dwelling purchased must be located in Sunrise, and the maximum sale price must not exceed $280,000 for a new or existing home.

The Purchase Assistance program operates on a “first come, first qualified, first served” basis. The program has liberal qualifying ratios, and mortgage insurance is not required. Prospective participants must attend a first-time homebuyer’s workshop, demonstrate stable employment, and verify cash to close. Credit problems will be reviewed individually.

SPECIAL EVENTS

Sunrise plays host to numerous events that attract and delight residents of all ages. Just a few of these annual favorites are listed below in chronological order: “Sunrise at Sunset” Concert Series

The City of Sunrise showcases some of South Florida’s top entertainers during its annual outdoor live music series. Sunrise at Sunset is held on the second Friday of each month, January through May, at the Sunrise Civic Center Amphitheater.

Woofstock

This day of fun for dogs and dog lovers is held in February at Sawgrass Sanctuary. Woofstock features live entertainment, demonstrations, and food and retail vendors. Contests include “Grooviest Threads” and “Gnarliest Pet Tricks.” Exhibitors include rescue groups searching for new homes for their charges. Please note that all dogs must have a current dog tag for admittance, and retractable leashes are not permitted.

Earth Day Festival

Each April, the City of Sunrise Utilities Department and All Service Refuse sponsor an Earth Day Festival at Sawgrass Sanctuary. This day of outdoor fun features live music; children’s rides and activities; a farmer’s market; unique, handcrafted goods; ethnic and traditional foods; and resources for greener living. Giveaways include BPA-free water bottles that can be filled throughout the day at the City’s complimentary water station.

Fourth of July Parade & Fireworks

This spectacular celebration begins with a patriotic parade, followed by a family- friendly City Park bash featuring free food, rides and live entertainment. Then – through the City’s public/private partnership with the

BankAtlantic Center – the festivities continue with an evening of live music, children’s activities, fireworks and more.

National Night Out Against Crime

This seasonal celebration takes place each October at Welleby Park. Bring the whole family for an afternoon of games, music, arts and crafts, and face fainting. Harvest touches include a costume contest, horse-drawn hay rides and an old fashioned pumpkin patch. Cultural Festival

The Cultural Festival, held each November in City Park, is a family-friendly event designed to celebrate, highlight, and

unify the diverse cultures in our City. The Festival features multi-ethnic foods, music, art, and dance, as well as

children’s activities.

Woodstock Arts & Crafts Festival

According to annual festival-goers, Woodstock marks the beginning of the holiday season in Sunrise. In addition to handmade crafts, Woodstock features international foods, roving entertainment and children’s rides and games. This popular City-sponsored event, founded in 1980, draws approxi-mately 150 vendors and 15,000 visitors to Welleby Park each December.
