With this mission the Hertie School of Governance offers vocational training for mid- and senior-level professionals.

Training mid- and senior-level executives

The Executive Education programme at HSoG is designed to meet the special training needs of mid- and senior-level executives, as well as professionals who are advanced in their career development and have acquired extensive management experience. Some of our seminars are also suitable for highly qualified young professionals who aim at making significant strides in their personal capabilities. Executive Seminars

Shaping responses to societal challenges is a key task for today’s decision makers.

Leaders in politics, business or civil society will need to influence debates and mobilise resources to make projects successful. Very often, though, they will find that debates lie beyond their direct sphere of influence. Modern participation methods have proven to be powerful tools to achieve leverage and influence. This seminar will show you how public debates emerge, how they develop and how you may influ-ence and shape them. On the basis of case studies, you will learn how to identify chances to engage actively in dialogues to advance your own agenda. You will become familiar with innovative participation methods and their application on any scale. With an up-to-date methods toolkit, you will be able to recognise opportu-nities and risks of shaping public debates in your own environment.

Sonja Wälti is Professor at the Department of Public Administration and Policy at the American University, Washington D.C., and Adjunct Professor at the Hertie School of Governance. From 2005 to 2007 she was Professor of Public Policy and Public Administration at the Hertie School of Governance.

Henning Banthien, IFOK, Berlin and Bensheim

Henning Banthien is Co-CEO at IFOK and leads IFOK’s Berlin office. He has implemented large-scale public de-bates for the German federal government, including Germany’s societal foresight process “Futur”, and for the European Commission.

This seminar will show you how to find and develop this strategy for specific objectives. You will become familiar with proven techniques and with their imple-mentation. Economics for Non-Economists:

Micro- and Macroeconomics

24 – 28 November 2008

key concepts used by economists. The seminar consists of two components, one on microeconomic analysis (2.5 days, 24 – 26 November 2008) and one on macro-economic analysis (2.5 days, 26 – 28 November 2008). Although the two components can be booked separately, it is recommended that they be taken as a continuous five-day block.

The main topics covered in microeconomics are the effective functioning of competitive markets and the potential need for government intervention. The goal of the macro economics section is to understand the inter-actions among the main policy areas: monetary policy, fiscal policy, and wage-setting. Conceptual and theoreti-cal frameworks will be discussed from the perspective of applied policy illustrations, providing the participants with a hands-on understanding of modern economic analysis.

In short, participants will gain a thorough passive understanding of professional economists’ way of think-ing and a concise overview of the most important topics and approaches in micro- and macroeconomics. No back-ground in economics or mathematics is necessary.

Henrik Enderlein is Professor of Political Economy, Programme Director Executive Education and Associate Dean of the Hertie School of Governance. Previously, he worked at the European Central Bank and was a Fulbright Distinguished Chair at Duke University. In 2003, he was awarded the Otto Hahn Medal for Outstanding Young Scholars by the Max Planck Society.

Strategic Management in the

Public Sector

To tackle future challenges effectively and direct the development and provision of services toward these demands, strategic management approaches are becoming increasingly important in public institutions.

However, the logic of politics often does not support coherent strategic management. Therefore, good strategic management practices are rare in the German public sector.

This seminar will concentrate on different ap-proaches as well as on actors and instruments of stra-tegic management. To what extent can private sector practice and international public sector practice be transferred to the German context? Academic compara-tive studies, case studies and invited practitioners will deepen participants’ understanding of concepts and tools. The seminar will enable you to initiate relevant approaches within your organisation and to improve current practice.

Financial Management in the Public

Sector: Budgeting Rules in Germany

and in the International Context

5 – 7 March 2009

This seminar provides insights into the major challenges that German fiscal policy faces.

It begins with an overview of fiscal sustainability and fiscal rules, and it considers strategies for fiscal con-solidation that have been successful in other countries. The second day of the seminar moves the focus to other levels of government, that is, to the Länder and Gemeinden in one direction and to the European Union in the other. The final day concludes with a discussion of longer-term fiscal challenges, such as the ageing of German society, options for tax reform, and practical reforms in the public sector. Throughout the seminar, there is a consistent comparison of Germany with countries in the OECD and in the European Union.

Mark Hallerberg is Professor of Public Management and Political Economy at the Hertie School of Governance. He also maintains an affiliation with the Political Science Department at Emory University, Atlanta, Georgia. He has previously held academic positions at Emory University, the University of Pittsburgh, and the Georgia Institute of Technology. He has been a visiting scholar in Economics at the Universities of Amsterdam, Bonn, Mannheim, and Munich.

Gerhard Hammerschmid is Professor of Public and Financial Management at the Hertie School of Governance. He was previously Assistant Professor at the Institute for Public Management at Vienna University of Economics and Business Administration (Wirtschaftsuniversität Wien) and earlier spent several years in a federal ministry co-ordinating administrative reform projects. He is the author of various public management publications and has a solid record of public management expertise in an international context.

Performance management and new forms of steering to improve efficiency and effectiveness in the public sector have been at the heart of many administrative modernisation programmes in the last two decades.

Such measures have, however, often met with only moderate success, especially in the Continental European context. This seminar provides an overview of current reform trends and initiatives in Europe, as well as of different approaches and concepts to increase effectiveness and efficiency. The seminar will cover management concepts and instruments (controlling, BSC, performance measurement), as well as new organisational arrangements such as agencies, shared services and public-private partnerships. Current experiences and research will be examined and will be complemented by practical insights from key projects in various countries.

Participants will discuss the potential, challenges and limitations of performance management ap-proaches as well as lessons learned with regard to successful implementation.

Managing Organisational Change

30 March – 1 April 2009

The pressure on organisations to improve their strate-gic direction, efficiency and output will increase in the coming decade.

This seminar will focus on the instruments of change management. What are the critical factors in success, and which potential pitfalls must be taken into account? We will analyse private-sector practice and its transfer-ability to public institutions, especially governance. The internationally best practices of public institutions will be highlighted, as will be promising approaches in the German public sector.

The seminar will combine thorough academic analysis with case studies, featuring invited practition-ers involved in change processes. Instruments of change management will be introduced and applied in group work. You will learn to act more effectively in leading or participating in organisational change. The seminar will bolster your ability to concentrate on success factors and to be aware of unintended consequences.

Corporate Social Responsibility:

Regulatory Tools and their Application

2 – 4 April 2009

The role of businesses in society has changed essentially: while companies naturally foster their own business interests, many of them have become indispensable actors in areas of common interest such as the fight against corruption, the protection of the environment, the creation of labour standards and the protection of human rights.

The seminar will focus on the variety of regulatory instruments in the area of CSR from a global, European and national perspective. You will become familiar with key instruments (e.g. non-financial reporting, sustain-able public procurement, OECD guidelines), and discuss these instruments and their effect on entrepreneurial and political decisions. Case studies will provide you with insight into the ways in which the “soft” rules of CSR may develop into “hard” norms.

Martin Lodge is Reader in the Department of Government at LSE and Research Theme Director at LSE’s Centre for Analysis of Risk and Regulation (CARR). He has published on the regulation of rail-ways in Germany and Britain, as well as on regula-tory innovation, among other topics.

We are living in the age of the “regulatory state”. With service delivery in core domains of public services being privatised or outsourced, regulation has become the key tool of political governance to guarantee the common good.

This shift towards regulation has also changed the objectives of political intervention and has altered administrative values.

This seminar introduces key concepts and elements of governance in the regulatory state, including stan-dard-setting, enforcement, and risk-based regulation. It also explores the role of regulatory agencies in Europe. Specifically, you will discuss the British experi-ence as the supposed front runner of regulatory reform in the network industries (telecom, electricity, water and public transport) and compare this experience with examples from other EU countries and, in particular, Germany in order to assess contemporary domestic and European reform debates.

The HSoG Summer School 2009

The three-day HSoG Summer School takes place every year in June with a variety of two to three seminars. Each seminar tackles the latest and most vital political, economic, legal or social subjects. While reflection and analysis are a main focus of the seminars, a practical approach is fostered through lectures, plenary discussions, case studies and working groups. The HSoG Summer School seminars are mainly taught in English. The main topics for 2009 will be European integration, globalisation and sustainability in the energy sector.

Executive Master of Public Management

Additional HSoG Offer for Executives

For professionals who desire more extensive training, the HSoG offers the Executive Master of Public Management (EMPM).

The EMPM is the first programme of its kind in Germany. A programme offered in English, the EMPM provides professionals from the public sector, business and civil society with the qualifications needed for successful management. The programme teaches participants to initiate change within organisations and to increase cooperation among sectors. Participants improve their leadership, ne-gotiation and financial management skills. EMPM courses analyse international public management approaches and critically evaluate their relevance for the German administrative and political context. Following a general agreement with the German federal ministries, ten officials from these ministries participate in the programme each year. The other participants come from other public administrations in Germany and other OECD countries, as well as from NGOs, consultancies or corporations affiliated with the public sector.

Participants can either complete the programme full-time (one year) or parallel to employment (two years) and can select their individual area of concentration (Leadership and Management, Financial Management or Political Management at the Interfaces) from a wide range of electives.

Some EMPM elective courses are jointly offered with the HSoG Executive Education.

EMPM electives are taught by excellent academics and practitioners from Germany and abroad. They are three days long and are designed for profession-als, with small groups, case studies and group work. The EMPM is a joint venture with the University of Potsdam and is supported by KPMG with an endowed professorship.

Understanding and shaping

The Hertie School of Governance (HSoG) is the professional school for public policy in Berlin. The school educates highly qualified students, as well as professionals and executives, for public leader-ship positions. Along with Executive Education and the EMPM, the school offers a two-year programme leading to the academic degree Master of Public Policy (MPP).

The HSoG also presents its research to the broader public via lectures, forums, symposia and other events. The academic approach of the HSoG is multidisciplinary, international and practice-orientated in all fields. For this purpose, the School cooperates with partner universities, institutions and decision-makers all over the world. The faculty includes scholars from both Germany and abroad, and also benefits from the knowledge of adjuncts representing various disciplines.

The Hertie Foundation

The Hertie Foundation carries on the life’s work of Georg Karg, owner of the Hertie department store. Founded in 1974, the Hertie Foundation is one of today’s largest foundations in Germany, with assets to the order of approximately 830 million Euro.

In its field of focus, which embraces European Integration, Learning Democracy, and the Neuro- sciences, the Foundation sounds out new solutions and helps towards their practical implementation. In the framework of its European Integration pro-gramme, the Hertie Foundation founded the Hertie School of Governance in 2003 to institutionalize research and teaching on new forms of statehood and societal governance.
