Dear Members,

Since 1840, the Greater Houston Partnership has championed Houston’s growth and success by bringing together business and civic-minded leaders to address the region’s unique challenges. While our region’s most pressing issues may evolve over time, we are guided by the nine priorities outlined below.

Currently, we are focused on impacting the region by investing in Houston’s image, bridging the skills gap for our workforce and regional employers, and positioning Houston in the global economy through strategic job creation and capital investment. Indeed, the Partnership is working alongside both our members and other community leaders in unprecedented ways to ensure Houston’s continued success. In addition, the Partnership offers member companies a place for their employees to grow both professionally and personally, through informative and engaging meeting formats and speaker presentations, in addition to professional development and networking opportunities. Engagement in our Programs, Councils and Events continue to grow and we look forward to continuing to develop those offerings.

PUBLIC POLICY

COMMITTEES AND TASK FORCES

Structured for business leaders, the policy work of the Partnership is done by dedicated members who work

to ensure our region is positioned to succeed. The Partnership’s legislative advocacy stems from the work of

policy committees, task forces and members working on issues at the local, state and federal levels.

In general, public policy priorities change as the needs of the business community change. As a result, the

Public Policy team serves as a crucial resource to advance legislative goals and conduct analysis on behalf

of our members.

The Partnership maintains a robust policy platform at the local, state and federal level that advances the

organization’s short and long-term priorities. Member engagement in the policy process drives our collective

success, and your involvement is critical in our work at City Hall, in Austin and Washington D.C.

ECONOMIC DEVELOPMENT

COMMITTEES AND TASK FORCES

The Partnership’s economic development team works to promote trade, expand employment opportunities,

strengthen existing industry, and grow and diversify the economy of the Houston region through direct

outreach and marketing campaigns.

This work is guided by the strategic vision of the Economic Development and Trade Steering Committee,

two advisory committees, a task force and special initiatives. These member volunteers hone strategies that

improve outreach and site selection services, target companies and industries for relocation or expansion

efforts, and facilitate high-level relationships that connect Houston to global markets.

Members that serve on advisory committees receive special access to strategic partners, international trade

missions, unparalleled import and export market analysis, public relations collaboration, and opportunities to

provide prospect or project advisory services.

Public Policy Committees

PUBLIC POLICY STEERING COMMITTEE

The Public Policy Steering Committee is a Governance Committee that sets the Partnership’s policy agenda at the local, state and federal level. Composed of CEOs and other business leaders who are intimately familiar with the intersection between business and government, this group offers guidance and strategic direction to help the Partnership achieve its policy goals and objectives.

BUSINESS ISSUES ADVISORY COMMITTEE

The Business Issues Advisory Committees reviews policy recommendations created within the Partnership. Business Issues committee members are typically among the most senior executives within their organizations, many with strategic and financial backgrounds. The committee considers competitive issues, proposals with tax consequences, municipal finance and bond referenda.

EDUCATION ADVISORY COMMITTEE

Educational attainment and workforce readiness create a thriving economy. During the 2015 legislative session, the committee was instrumental in the passage of HB4, the pre-k investment bill, which secured an additional $118 million in funding for pre-k in Texas. Moving forward, the committee will focus on the implementation of HB4. Subcommittees include: Higher Education, K-12 and Early Childhood

ENERGY ADVISORY COMMITTEE

Representing the Energy Capital of the World, the Energy Advisory Committee engages leadership at the local, state and federal levels to ensure development and implementation of sound energy policy that promotes economic growth and job creation. In 2015, the committee focused on a regional advocacy campaign to lift the federal ban on crude oil exports. This will be one of a number of issues the committee will continue to work on in 2016 as the committee continues to grow and drive energy policy discussions in our region.

Subcommittees include: Oil & Gas, and Power

ENVIRONMENTAL ADVISORY COMMITTEE

A thriving regional economy requires a healthy environment, adequate water supply and clean air. In 2016, the committee will continue to focus on air quality through the On Air: Houston platform. The 2015 release of a new ozone standard will require the business community to be a leading voice during the state implementation process. Subcommittee includes: Air Quality

GOVERNMENT RELATIONS ADVISORY COMMITTEE (GRAC)

GRAC is a select committee populated by government affairs and external affairs professionals from across various sectors of Houston’s dynamic economy. The committee welcomes law makers from the local, state and federal level. Access to key decisions makers is a key component of this committee. Subcommittees include: Local, State and Federal

HEALTH CARE ADVISORY COMMITTEE

Houston’s Texas Medical Center is the world’s largest medical complex and contributes to the region’s economic success. The Health Care Advisory Committee advocates for local, state and federal policies that address the region’s challenges. During the 2015 Texas Legislative session, the committee advocated for the passage of HB 18, which increases Graduate Medical Education funding, preservation of the dedicated trauma care fund for indigent care and increased funding to our safety-net system. Subcommittees include: Biomedical Research

and Health Professionals

QUALITY OF PLACE ADVISORY COMMITTEE

The Partnership’s Quality of Place Committee was established in 1988. Since then, it has focused on efforts to showcase and advance the under-appreciated aspects of living in Houston including access to green space, vibrant cultural offerings and a thriving local business community. Subcommittee includes: Local Business

TRANSPORTATION ADVISORY COMMITTEE

The Transportation Advisory Committee advocates for local, state and federal policies and regulations that expand and maintain our region’s mobility infrastructure. During the 2015 legislative session, the committee focused on increasing state transportation funding resulting in the passage of Proposition 7. In 2016, this committee will work to ensure that Houston receives its fair share of the nearly $5 billion in state transportation funding. Subcommittees include: Freight Rail, Roadways and Mobility

Economic Development and Trade Committees

ECONOMIC DEVELOPMENT AND TRADE STEERING COMMITTEE

The Economic Development and Trade Steering Committee is a Governance Committee, primarily comprised of Partnership Board Members and major investors in the Opportunity Houston 2.0 program. The committee oversees the Partnership’s economic development strategies and marketing plan to help the Houston region achieve a six-year goal of creating an additional 450,000 jobs and $45 billion in capital investment by the year 2020.

REGIONAL ECONOMIC DEVELOPMENT ADVISORY COMMITTEE

Since 2005, the Houston region has produced more than 600,000 new jobs and more than $60 billion in new capital investment. The Regional Economic Development Advisory Committee supports Partnership strategies to recruit and expand businesses, create new jobs and attract capital investment in the region. The committee receives periodic updates on the Houston economy and presentations from stakeholders involved with the recruitment and retention of business, and helps guide and shape economic development team efforts.

INTERNATIONAL INVESTMENT AND TRADE ADVISORY COMMITTEE

The greater Houston area was named the number one export region in the United States for the third consecutive year with $119 billion in exports in 2014. The International Investment and Trade Advisory Committee focuses on increasing exports, encouraging trade development activities and attracting foreign direct investment in the Houston region. Subcommittees include: Foreign Direct Investment

CULTURE, TOURISM AND SPORTS TASK FORCE

As one of the few U.S. cities with resident companies in the four major performing arts: drama, ballet, opera and orchestra, Houston’s thriving arts and culture scene is home to more than 500 institutions devoted to the performing and visual arts, science and history. As the home of the Astros, Texans, Rockets and Dynamo, plus strong intercollegiate athletics programs, opportunities abound for every Houston sports fan. The Culture, Tourism and Sports Task Force will work to produce and vet new ideas to enhance our region’s art, culture, tourism and sports initiatives, and disseminate information on new events and initiatives.

IMMIGRATION TASK FORCE

The Partnership’s Immigration Task Force has been a constructive voice in favor of a comprehensive policy solution in what is often a contentious debate. The Task Force is made of business leaders who understand the practical impact immigration policy has on business and the fabric of the Houston community. As Congress continues to debate the proper solution, the Immigration Task Force remains committed to advancing a pro-business immigration policy.

MEXICO ENERGY TASK FORCE

As the Energy Capital of the World, Houston is uniquely positioned to provide leadership and support as Mexico opens up its oil and gas sector to private industry. This energy revolution offers limitless opportunities for Houston businesses to compete in this new market. The Mexico Energy Task Force will serve as a catalyst for Houston’s energy industry to ensure it is properly connected and informed to take advantage of the historic opportunities that will result from these reforms.

MUNICIPAL FINANCE TASK FORCE

The Municipal Finance Task Force was formed in 2014 to identify the City of Houston’s fiscal issues and propose methods to address them. The Task Force aims to ensure that the City of Houston can uphold its promise to public employees, achieve long-term financial stability and improve service delivery levels through a balanced General Fund. The Task Force is producing a series of white papers discussing various elements of the state of the City’s finances.

Houston Image Coalition

In order to attract new businesses and the best and brightest talent to the area, the Partnership launched

the Houston: The City With No Limits campaign to position Houston as not just a city with an innovative and growing business community, but a dynamic cultural and livable city with a great quality of life. In 2015, the Partnership convened the Houston Image coalition to support the community’s efforts to collectively improve Houston’s image. The coalition also works to promote Houston through

coordi-nated messaging, marketing materials and tactics.

Early Matters is a broad-based coalition of business, civic, education, philanthropic and nonprofit organizations and volunteers, working together to raise awareness about the importance of high quality

early education and to make a strong case for increased investment in this critical, high return on investment area.

UpSkill Houston is an unprecedented collaboration that addresses the key workforce challenges our region faces, and lays the foundation for the region’s long-term competitiveness. Working groups are established for industry sectors along with other critical components of the workforce ecosystem.

Houston Talent Attraction Initiative

Launched in 2014, the Partnership’s Talent Attraction Initiative guides the efforts to leverage and implement Houston’s new brand image campaign to help recruit highly-skilled professional talent to the Houston region. In 2015, a toolkit and jobs matching tool were developed to help connect Houston employers and job seekers.

Global Cities Initiative

In 2015, Houston was selected to be a part of the Global Cities Initiative Exchange (GCI), a five-year joint project of the Brookings Institution and JPMorgan Chase. Launched in 2012, GCI helps business and civic leaders grow their metropolitan economies by strengthening international connections and competitiveness. The Partnership is working to develop a Regional Export Plan through this process.

MEMBER VOLUNTEERS

The Ambassadors program is designed to guide member companies through their membership benefits. Ambassadors are a dynamic and select group of member volunteers assigned to member companies. By providing regular communications and motivating members to get involved with the Partnership, Ambassadors rally members to maximize their Partnership benefits and resources.

Greater Houston Partnership Programs offer members the opportunity for rich engagement with the Partnership and their peers through unique and informative meeting formats and speaker presentations. Programs are the place for member companies at all levels to direct their employees for professional, business and leadership development opportunities.

Business Development is an enterprising group of professionals aimed at helping Partnership members develop their businesses and hone their sales skills. The group fosters connections through innovative networking events, workshops and luncheons designed to increase business opportunities.

The Executive Women’s Partnership is one of Houston’s most prestigious and effective networking groups for senior executive women. EWP provides an opportunity to form close relationships while continuing to grow, both professionally and personally.

HYPE offers a platform for young professionals from all different industries to expand their business network and gain the tools and resources needed to advance their careers. As a member of HYPE, young professionals have unique access to Houston’s business leaders that you won’t find anywhere else.

In addition to our Signature Events, the Partnership hosts a number of events throughout the year that provide our members with unique opportunities to interact with industry experts, international dignitaries and other business leaders to help our members with growth of their business, expanding their network and professional development.

Thought Leader Series – These events offer members an opportunity to listen and interact with innovative national industry experts. International Events – The Partnership frequently hosts international delegations, dignitaries and Ambassadors to facilitate international

trade opportunities for the region.

Continuing Education Events – The Partnership periodically hosts these events as opportunities for legal, HR, accounting and other

Progressive Networking Luncheons – Designed to provide a structured and interactive setting, each course of these luncheons takes you
