Zusammenfassung: The P-Scales is a competence based assessment framework, designed to provide a means of monitoring the progress of learners with Special Educational Needs, who were not able to access the mainstream qualification. It provides a ready made structure for certification. In the UK, The Learning Machine Ltd has devised a low cost system of certificates based on the P-scales so that learners with Special Educational Needs can have their achievements formally recognised in the same way as their mainstream counterparts.
Aims of the project:
1.To transfer the innovative methods and technologies for low cost certification that provides progression routes to European Qualifications Framework (EQF) qualifications for learners with Special Needs, especially those with disabilities.
2.To transfer greater understanding of the design and methods for assessing competence based qualifications structured in units of learning outcomes.
3.To test and evaluate the attractiveness of outcome based qualifications for learners with Special Needs, especially those with disabilities.
4.To support progression to the EQF with a VET e-learning programme for learners with SEN based on ECVET principles
5.To lower barriers to formal qualifications for learners with SEN, especially those with disabilities.
Consortium
The key players in the consortium from ES, UK, NL, BE, BG, CZ have specific interests and expertise in supporting equality for learners with SEN and disabled learners. Each member of the consortium has worked with at least one other member in previous or current projects. They represent a broad range of organisations and a good geographical spread across Europe.
Outcomes of the project
The project will support the establishment of P-scale certification as a transnational provision, on the same footing as mainstream EQF qualifications. This is necessary to support Articles 13, 125-130, 136-145 of the EC Treaty and Directive, 2000/78/EC (the “Employment Equality Directive”).
The longer term aim is to achieve national level accreditation for a new qualifications framework, although it is possible to do it within the timescale of this project. A fully
recognised certification framework under-pinning the EQF based on P-scales is the long term goal and this project will start the process by transferring the innovative certification
programme from the UK to partner countries. The research activities
1. The identification of the key target markets for P-scale certification for disabled learners with SEN in the partner countries
2. To relate P-scale criteria to the VET structures of the partners' national frameworks where these exist
Beschreibung: The Project is divided into 7 WorkPackaged. The overall management method is based on PRINCE 2 (PRojects IN Controlled Environments) a successful and well known process-based method for effective project management. Sub-task themes run across the WPs, like Project Assurance, Project Support and Controlling Change.
Project Assurance provides three views of assurance, business user and specialist. Each view reflects the interests of three Project Board members. Assurance is about checking the project remains viable in terms of cost and benefits, checking that the

users’ requirements are being met, and that the project is delivering a suitable technical solution.
Project Support includes administrative work, ensuring the technical infrastructure is reliable, keeping everyone informed, arranging meetings, keeping plans up-to-date, changing things up, keeping files, etc.
Controlling Change involves managing risk, managing quality, and controlling change. Risk Management is about working out what could go wrong and planning what to do. Quality Management has two dimensions: quality in implementing procedures and quality in the production of outcomes.
We have adopted the PRINCE2 technique of issue tracking using a ticketing system using Vtigercrm to manage the classification and actions to be taken for specific issues and risk taking. All partners have access to this so issues and their resolution are fully transparent to all using a web browser. All interim evaluation at the end of each phase will be published on the web site to further support transparency.
We will establish new Centres for certification as well as using existing training providers including vocational schools, colleges and private providers for the target group. This is enable the widest possible take up.

Produktinformation: Short term impact:
-Teachers trained as assessors with a model that is rapidly scalable at low cost.
-Increased formal accreditation of target groups in schools and adult communities that would not normally take up formal qualifications but will be further motivated by doing so.
-The original INGOT model is scalable by requiring each certification Centre to have a Principle Assessor who is also an Assessor Trainer. Key indicators are the number of assessors trained and number of certificates issued which are readily available from the certification site and can be analysed by country. For this project the target is 20 new assessor trainers and 1000 new certificates.
-We hope to achieve an EU standard for recognizing the achievements of learners with SEN and support pathways for these people into the EQF across Europe.
Long term impact:
-Enable large numbers in the target groups to attain accredited qualifications who would not normally do so. This will enhance their self esteem and motivation to make further progress with some then accessing mainstream EQF qualification.
-We will contribute to improve quality of teaching and assessing through new European certificates that enable progress of learners with SEN to be monitored.
-After initial start with P-scales 6-8 in numeracy, literacy and ICT we will now start spreading the provision to all appropriate VET-sectors (Cleanroom processing, Catering, Packaging, Order Picking, Cutting and Construction, Green Jobs, Working Safely, Facility Services) providing a focus for widening staff development of teachers and providing a greater range of rewards and recognition for learners.

Once the second part was ready, they were provided with the rest of the information and finally accredited to starting training and issuing students with a SENDI certification.
The training manual and e-learning courses for assessors can be downloaded from the SENDI website (www.sendiproject.eu)under the section "The project/Training for Assessors". The manual is divided into two parts (the technical part and the extended evaluation criteria) and an annex.

Marketing Text: SENDI is a project that aims to manage a low cost certification system for people with SEN (special educational needs) and especially those with disability. Our project has developed 8 courses of training.
Before starting to develop the project, it was important to make sure that the
planned courses would have future, would fit the employment demands in all the partners’ countries. The objective of this research is to ensure future for our certifications,
analyzing the labour market demands, especially the demands within the labour market of disabled people.
In this research, we focus our attention to three main aspects: - Quantification of disables population in Spain and the key sociodemographic features;
- Educational levels of disabled people;
- Disability and employment; the most demanded jobs for disabled people.
Beschreibung: Developing a market research in every partner country has benefited the final goal and has provide the consortium with truthful information to know which are the most demanded vocational areas in which SENDI courses are focused.
According to this research, the consortium took the decision to launch all the SENDI courses at the same time.
Each partner country has made a research on the most demanded vocational areas in which SENDI courses are focused. The conclusions of these reports have been gathered into a single report translated into all the languages of the consortium.

Marketing Text: Without the more than 20 trainers trained and accrediting among the four project partners, there won't be any possibility to achieve the final goal, to issue 750 certificates. The previous training and accreditation of assessors is very important for the development of SENDI project.
These assessors will be continuosly trained during the development of the project and they need to get all the information about the courses. As the courses haven't been finished yet, assessors will need to get a final testing in order to evaluate their training. In addition, they will be using the Training manual and the e-learning course to get a better understanding of the final courses and learn how to use the Drupal system on which the courses are based on. Beschreibung: 20 Assessor trainers were trained and accredited in order to be up to date regarding the
relevant information of the project and may be able to assess the learners according to the evaluation criteria of each course and unit. The assessors have been provided with the training manual in order to get sufficient knowledge of the courses and the evaluation procedures.
All trainers have been provided with a username and password in the Ingot´s Markbook site. They have been trained online and face-to-face in order to use correctly the Markbook site system.

Marketing Text: In order to certify the knowledge acquired by the SENDI students more than 750 certificates have been issued. This result has a great importance in the project and lowers the costs of traditional qualifications, making the certification accessible to all the public.

Every issued certificate can be authenticated in the website to prove the quality and legality of the certificate (Assessors´Area/Qualification Authentication).

Marketing Text: The whole SENDI project depends on this certification technology. By the end of the project, the consortium has successfully created the basis for the online evaluation and certification of students. This technology enables all partners to develop online training resources so that there were the reference for assessors and trainers and the medium through which further assessors can be trained inexpensively.
Beschreibung: The evaluation and testing have been done through the number of certificates issued in every partner country. Reaching more than 1200 certificates all around the partner countries, we have received a totally positive feedback about the certification technology so far.
The partners have created a video on how to use the certification system (Markbook site) in order to make it clearer to the assessors and the National Agency(website/Project/Assessors training).
