DEVELOPMENT OF MALAYSIAN STANDARDS
The Department of Standards Malaysia (DSM) is the national standardisation and
accreditation body.
The main function of the Department is to foster and promote standards,
standardisation and accreditation as a means of advancing the national
economy, promoting industrial efficiency and development, benefiting the health
and safety of the public, protecting the consumers, facilitating domestic and
international trade and furthering international cooperation in relation to standards
and standardisation.
Malaysian Standards are developed through consensus by committees which
comprise of balanced representation of producers, users, consumers and others with
relevant interests, as may be appropriate to the subject in hand. To the greatest
extent possible, Malaysian Standards are aligned to or are adoption of international
standards. Approval of a standard as a Malaysian Standard is governed by the
Standards of Malaysia Act 1996 (Act 549). Malaysian Standards are reviewed
periodically. The use of Malaysian Standards is voluntary except in so far as they are
made mandatory by regulatory authorities by means of regulations, local by-laws or
any other similar ways.
The Department of Standards appoints SIRIM Berhad as the agent to develop
Malaysian Standards. The Department also appoints SIRIM Berhad as the agent
for distribution and sale of Malaysian Standards.

The adoption of the EN Standard as a Malaysian Standard was recommended by the
Technical Committee on Wet Fire Protection under the authority of the Fire Safety and
Prevention Industry Standards Committee.
This Malaysian Standard is the first revision of MS 1209:Part 1:1999, Specification for
maintenance of fire protection equipment: Part 1: Fire hose reels.
MS 1447 consists of the following parts, under the general title Fixed firefighting systems –
Hose systems:
- Part 1: Hose reels with semi-rigid hose
- Part 2: Hose systems with lay-flat hose
- Part 3: Maintenance of hose reels with semi-rigid hose and hose systems with lay-flat hose.
This Malaysian Standard is identical to EN 671-3:2000, Fixed firefighting systems - Hose
systems - Part 3: Maintenance of hose reels with semi-rigid hose and hose systems with
lay-flat hose, published by the European Committee for Standardization (CEN). However, for the
purposes of this Malaysian Standard, the following apply:
a) in the source text, “this European Standard” should read “this Malaysian Standard”; and
b) the comma which is used as a decimal sign (if any), to read as a point.
This Malaysian Standard cancels and replaces MS 1209:Part 1:1991.
Compliance with a Malaysian Standard does not of itself confer immunity from legal
obligations.

This European Standard was approved by CEN on 17 December 1999.

Foreword
This European Standard has been prepared by Technical Committee CEN'FC 191, Fixed firefighting systems, the Secretariat of which is held by BSI. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by August 2000, and conflicting national standards shall be withdrawn at the latest by August 2000.
EN 671 has the general title Fixed firefighting
systems - Hose systems, and is in three parts:
Part 1: Hose reels with semi-rigid hose; Part 2: Hose systems with lay-flat hose;
Part 3: Maintenance of hose reels with semi-rigid
hose and hose systems with lay-flat hose.
According to the CEN/CENELEC Internal Regulations, the national standards organizations of the following countries are bound to implement this European Standard: Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, Netherlands, Norway, Portugal, Spain, Sweden, Switzerland and the United Kingdom.
