2013 – It’s a Wrap!
With Christmas fast approaching, it is once again to report in my annual comments about your
association and other meanderings. First and foremost, we all have much to be thankful for, living in
this great country of ours. While we have our challenges, no other country on the planet offers so much
opportunity to its citizens. I am reminded of a quote by Winston Churchill, “It has been said that
democracy is the worst form of government, except for all the others that have been tried.” As a
participant in the legislative process for the past 20 years, I can attest to the messy, “sausage making”
that defines our lawmaking. It’s not pretty, but it works.
On a personal note, it’s hard to believe that I started 20 years ago as the head our four associations.
Then I look at my sons and I’m reminded that this is the only job they have known me to do! My oldest
son Phillip was born the year I started and my youngest son Jack was born 18 months later. Now, Phil is
a junior at the University of Montana and Jack is a freshman at Montana State in Bozeman. Yes, we are
proud (financial) supporters of both the Griz and the Cats!
Changes Afoot
Like all of you, your association is subject to all of
the political and economic gusts and gales. This
requires us to react as best we can to the changing
times. Probably our biggest change is the loss of
our health insurance royalty, a result of
Obamacare. This was a fairly significant
percentage of our budget, which must be made up
through new revenue generating programs or
operational cuts. After a year of adjusting, we will
be trimming the hours of our two full time staff,
Julie Hilliard and Linda Thompson, to half-time
status, effective January 1
st. Julie and Linda have
been loyal and trustworthy employees for the past
18 years. It pains me to have to make these
changes, but change we must.
We have strong reserves and zero debt, so the
association will weather this storm. I remain
committed to maintaining the association’s
strong position as your advocate in the state
Capitol and through our national partners in
Washington, D.C.

the right thing have been invaluable to me

Minimum Wage
In what appears to be a diversionary tactic (squirrel!) away from Obamacare, the administration is now touting the benefits of raising the minimum wage (MW) to cure the income inequality “crisis.” This is a very bad idea, especially when businesses are still struggling to cope with the effects of Obamacare. There are calls for raising the MW to $15—this just passed in the 10 square miles that surrounds SeaTac Airport--and on Capitol Hill, there is a bill in the Senate to raise it to $10.10. I’m told by lobbyists at both the National Retail Federation and the National Restaurant Association, the bill may not even have the 60 votes needed to pass in the Senate, and it is being viewed as a test vote. It has zero chance of passing the House. This is good news. What is worrisome is that the drumbeat for increasing it keeps getting louder and there are some groups who are trying to cobble together other policies that will “offset” some of the sting of raising it. We’ve seen this movie before; attach a wage increase to a must-pass piece of legislation, like the budget, with offsets that will make it more “palatable” to vote for it.
Call Senators Baucus and Tester: Urge a No Vote
Please take a moment and call Sen. Baucus at 406-657-6790 and Sen. Tester at 406-252-0550
and ask them to vote NO on raising the minimum wage. The last thing small business needs,
on top of rising health insurance premiums, is a dramatic raise in the minimum wage.
Remind them that Montana has already put MW on autopilot forever with the passage of I-121.
As a result of that, our MW is increasing to $7.90 on January 1
st.
Obamacare: A Disastrous Rollout and Chaos
What else can I add to the growing chorus of discontent and disgust surrounding the rollout and implementation of Obamacare? For one, I think it is embarrassing. I say embarrassing because our government, with our vast technological prowess and unlimited budget, should be able to roll out a web site that actually works. We now hear that it is working better on the front end, but hundred’s of thousands of people who think they are enrolled may not be because of transmission errors in the back end to the insurance companies. I am also hearing from members with group plans who are being cancelled because their plans don’t meet the standards of Obamacare. (I am impressed that our association’s health plan through WMI Mutual Insurance did not cancel any of its plans.) It isn’t just the individual market that is seeing tens of millions of cancellations, it is the vast small business market that is also seeing their plans cancelled. I’ve read figures that suggest over 100 million people will get cancelled in 2014. We are told by the President that “we are discovering that selling insurance is complicated.” What? Just discovering, 3 years and $600 million later? Lastly, I wonder what would have happened if this grand experiment had been tried in a pilot case, involving one state or one region? The key phrase in all legislative endeavors is watching out for unintended consequences. When you set about to remake 1/6 of economy, unintended consequences are abundant. What we have now can only be described as chaos, pure and simple.

Strategic Plan for ProStart
In the last newsletter I wrote about a strategic planning session that was held in July with the following people: three high school educators (Becky Bruce from Boulder, Bev Tompers from Belgrade, and Joan Leik from Helena), Chef Howard Karp from the Flathead Valley Community College, two Board Directors (Chuck Schommer from Buck’s in Big Sky and Bill Honaker from Walker’s Grill) and the key person at the Office of Public Instruction, Megan Vincent. Here’s where we currently stand. ProStart has grown to 9 high schools in Montana: Billings, Bozeman, Boulder, Belgrade, Red Lodge, White Sulphur Springs, Helena, Sunburst and Drummond. A shortcoming that we identified in the planning meeting was a need to get all the teachers trained. In response, Chef Howard Karp from FVCC offered to hold an all day seminar (see Chef Howard’s photo and bio below), which took place on October 4th-5th. Our Education Foundation paid for the hotel and meal expenses for 20 teachers. Judging from the feedback, all the teachers found the training from Chef Howard to be extremely helpful.

Chef Karp began teaching at Flathead Valley Community College (FVCC) in 2008 bringing over 50 years of experience in the culinary industry to the college. A former director of food and beverage operations for the famed Waldorf Astoria Hotel in New York, Chef Howard trained at three five-star hotels in Switzerland before teaching at the Culinary Institute of America in New York, the California Culinary Academy in San Francisco and the Western Culinary Institute in Portland. In addition to cooking for four U.S. presidents, Britain’s Prince Andrew and several foreign dignitaries, he has organized and directed six Super Bowl commissioners’ parties.
New ProStart Coordinator, Joan Leik
I am pleased to announce that Joan Leik is our new part-time ProStart Coordinator! Joan brings an impressive resume to the job. She is currently a Family and Consumer Science Educator in Culinary Arts at Helena High, a job she has done for the past 7 years. Prior to that, she was co-owner of Park Avenue Bakery in Helena for 3 years, managing 20-25 employees. Additionally, Joan has completed additional training every summer through a variety of industry respected sources including the Culinary Institute of America, ServeSafe Managers Certification and the ProStart Summer Institutes, a program offered every summer by the National
Restaurant Association for ProStart educators. Joan will be assisting the MRA in its efforts to get more schools teaching ProStart and in preparations for our Statewide Competition on March 18 at Buck’s T-4 in Big Sky.
Chuck Schommer
Chuck began his culinary career at a very young age as a student in his mom’s kitchen in Minnesota. “I taught him everything he knows,” she has often said. His dad knows better and he is the one who introduced him to the smoker and sausage stuffer which are two of Chuck’s favorite pieces of equipment in the kitchen. Chuck graduated from Culinary School in 1980 and in 1982 moved west. He started his career at the Lone Mountain Ranch for 3 years and then headed south to be the Executive Chef at Saguaro Lake Guest Ranch in Arizona. He was recruited to serve as Executive Chef at Buck’s T-4 where he remained for 15 years. It was there he created a menu that garnered national attention in publications like Bon Appétit, Gourmet, The New York Times, Food and Wine, Cooking Light, and The Miami Herald.. In 2006, he was recruited to oversee all culinary operations at the Yellowstone Club, a job he held until 2009. Then Chuck’s life took a big u-turn, returning to Buck’s T-4 as a managing partner and Food and Beverage Director with Mike Scholz and David O’Connor.
Chuck has served on the Board of Directors of the MTRA for the past 5 years and has been a strong advocate for ProStart, a high school curriculum designed by the National Restaurant Association to teach students about the culinary and management aspects of the restaurant business. He volunteers as the mentor to the Belgrade High School ProStart team (taught by Bev Tompers), and has taken his winning ProStart Team to Nationals 4 years in a row. Chuck will once again host the Montana ProStart Competition on March 18. On April 16, he will host a fundraising event to send the winning team back to the National Competition in Minneapolis. Chuck and his wife Kris have been strong community supporters throughout their 25 years in Big Sky.

Montana ProStart Competition
March 18th
Our Annual Montana ProStart Competition will take place March 18th at Buck’s T-4 in Big Sky, with 6 schools competing! The winner of the competition will represent Montana at the National ProStart Competition in Minneapolis, May 3-5. There is still time for other schools to join in the competition at Buck’s. Culinary classes are also invited to simply observe the competition and get a taste of what competing
actually entails.
ProStart Fundraiser April 16
Plans are still in the works but if the past is any guide for what to expect, this will be a sold out crowd from Big Sky residents that will showcase the winner of our state competition. A silent auction will run concurrently.
What we need from our members are silent auction offerings, gift cards or other eye-catching items, that we can auction off. All proceeds will go towards sending the winning team to Minneapolis in May, with any leftover funds used to grow ProStart in Montana.

Membership Development Report from Ben Ripley
I am getting good results to our membership development efforts with 17 new members since June 1. I have added 1 new retail member, 8 restaurants and 8 Allied members. Allied membership includes businesses who are suppliers to our restaurant or retailer members – beverage or beer and wine distributors, bakeries, etc.
In my presentation, I like to put an emphasis on the Advocacy and Education aspects of the Association. I stress that our goal is to educate your current and future work force through ServSafe Food, ServSafe Alcohol, and the Pro-Start program in our high schools. ServSafe gives back to the restaurants directly and Pro-Start gives back to the membership and community by training high school youth for the hospitality industry. We have shown great progress and would like any leads that you as members may have for prospective new members.
Brewers Stakeholder’s Meetings are Ongoing
Montana is lucky to have a thriving craft brewing industry with over 35 breweries from one corner of the state to the other. Montana’s brewers add local flavor to every community and turn Montana’s grains into delicious beers. Those beers are featured in Montana’s restaurants and taverns, which in turn helps those establishments build loyal customers also. As with most industries, there are rubs that develop and this is true with the relationship between brewers and restaurants and brewers and taverns. Here’s a brief history. Brewers were first authorized to operate by the Montana Legislature following the end of Prohibition in 1933. In 1985, brewers were authorized to give away samples of their beer to customers in a tasting room. Giving away samples continued until 1999, when brewers asked the Legislature to be able to sell samples to visitors who stopped by the brewery, saying that giving away their samples was costing them too much money. The end result of the 1999 Session was that brewers were allowed to sell up to 3 pints between the hours of 10AM and 8PM in a tasting or sample room. A brewing license costs $400 per year.
Fast forward to today. We have brewers who are largely manufacturing their product for distribution to restaurants, bars and retailers and who also operate a tasting room—a model that was envisioned in 1985 and in 1999. The newest entrants into the market are brewers who are brewing beer exclusively for sale at their restaurant, with no intent to distribute elsewhere—a model that was not envisioned in the 1985 and 1999 legislation. It upsets restaurateurs and tavern owners who paid hundreds of thousands of dollars for their licenses to be in competition with brewers who pay $400 per year. The argument came to a head in the last session with HB616, an effort by the tavern owners to put some guardrails up on this emerging business model. That bill failed. After it failed, a number of us involved agreed to begin meeting regularly during the interim to find a solution. Stakeholders who are involved include the Montana Restaurant Association, Montana Brewers Association, Montana Tavern Association, Montana Tavern Association, Montana Beer and Wine Wholesalers Association and the Gaming Industry Association. So far, we have had two meetings that can only be described as extremely positive. We have not reached a solution yet, but we are all working in good faith to reach an agreement that we can present to the 2015 Legislature. We meet again on January 15 to continue our discussions.
